CHIEF INFORMATION OFFICER
JOB LEVEL : E2
SALARY RANGE : Total Annual Package (CTC) - R1,656,25.00 – R1,948,530.00
LOCATION : ICASA (Head Office – Eco Park, Centurion)
POSITION STATUS : Five (5) Year Fixed Term Contract
 
Purpose of the job
To provide vision and strategic leadership for developing and implementing a digital strategy for ICASA, together with its supporting information technology initiatives. Further, to provide expert technical ICT advice and skills to Council and the Executive Committee, as well as the organisation as a whole.
 
Key Outputs: The successful candidate will report to the Chief Executive Officer as well as to the Council of ICASA. Her / his responsibilities include ● Development and Implementation of Digital and ICT Strategies ● Alignment of Digital and ICT Strategies to ICASA Organisational Vision and Strategy ● Information and Technology Management ● Management of Information System Acquisition ● Information System Security and Risk Management ● Stakeholder Management ● Financial Management ● People Management.
 
Qualifications and Experience: A Master’s degree in Information Technology or Computer Science or Information Systems or an IT-related MBA ● Ten (10) years of management experience in Information Technology, of which at least five (5) years should be at Senior Managerial, or Executive level ● Understanding and knowledge of corporate governance principles and legislation ● In-depth practical knowledge and understanding of the management of information systems and the IT environment ● Knowledge and understanding of applicable legislation, regulations, standards and policy requirements that drive the ICT sphere ● Experience gained in the regulatory environment and/or broad ICT sector will be an advantage ● Deep expertise and proven track record in networks, infrastructure, cloud and cyber security monitoring tools and managing technical teams.

ANALYST-RESEARCH AND DEVELOPMENT
JOB LEVEL : C4
SALARY RANGE : Total Annual Package (CTC) – R533,797.00 - R667,247.00
LOCATION : ICASA Head Office
POSITION STATUS : Permanent
 
Purpose of the job
To conduct research, develop and deliver regulations and interventions necessary for development of the digital technologies in the ICT sector. To assist the Manager in developing regulatory agenda to support the future growth path of the ICT sector.
 
Key Outputs: The successful candidate will report to the Manager: Research and Development, and their responsibilities will include: ● Conduct and Manage Relevant Research - Provide project design and plans; Develop research methodology and proposal; Collect/manage the process of collecting relevant data; Compile/write and submit research report for approval by Line Manager before formal submission to General Manager/OPCO and/or Council ● Input to regulatory processes - Actively participate in Council committees as assigned by the Line Manager; Submit written research documents and/or comments and inputs to resolve issues raised at council committees as requested by the Committee Chairperson and/or Project Manager ● Contribute to the achievement of ICASA and Divisional Business Plan ● Provide Research Support and Stakeholder Management.
 
Qualifications and Experience: ● 3 years Degree (NQF L7) in relevant fields such as Social Science, Developmental Economics or Law ● 3 - 5 years professional experience ● 4 – 6 years working experience of which 3 must be in the research field ● Proven track record of conducting research in the social sciences, law and ICT policy Proven track record of working with qualitative and quantitative methods ● Proven track record in conducting research and drafting research reports and ● The ability to engage with stakeholders at all levels.
