JOB TITLE Assessor: Complaints and Compliance Committee X 2 
JOB LEVEL : C3 
SALARY : Total Annual Package (CTC) – R419,270.00 
LOCATION: ICASA (Head Office – Eco Park, Centurion) 
POSITION STATUS : Permanent 
 
 
Purpose of the job 
To assess, analyse and/or evaluate Broadcasting, Telecommunications and Postal complaints in terms of the relevant provisions of the ICASA Act No. 13 of 2000. 
 
Key Outputs: The successful candidate will report to the CCC: Coordinator and the responsibilities include: ● To assess, investigate and prepare cases for adjudication by the Complaints and Compliance Committee (CCC) ● Evaluate and assess charge sheets in terms of the legislation administered by ICASA ● Recommend to the CCC: Coordinator whether the complaint warrants a formal CCC hearing. ● Draft reasons for the decision to reject an assessed complaint escalated or referred to the CCC that is not in line with statutes. ● Conduct the administrative justice process in terms of Promotion of Administrative Justice Act, 2000 (Act No. 3 of 2000) (PAJA) by affording parties in the matter, an opportunity to respond to the allegations of a contravention to a legislation administered by ICASA 
● Conduct research on issues pertaining to the cases before the CCC ● Summon the parties or their legal representatives to appear before the CCC ● Present the charges to the CCC and ensure that ICASA’s decision regarding the CCC recommendation is communicated to the parties. ● Publish the ratified judgements in accordance with the legislated timelines ● Ensure that the sanction or order imposed by ICASA in any judgement is carried out by the licensee ● Prepare weekly update reports for submission to the CCC: Coordinator on matters before the CCC. 
 
Qualifications and Experience: â—Law Degree ● 3 years’ working experience in the interpretation of statutes ● Solid understanding of administrative justice ● Solid administration/project management skills ● Working in the ICT sector will be an added advantage.
