JOB TITLE : EXECUTIVE: REGIONS 
REPORTING TO CHIEF EXECUTIVE OFFICER 
JOB LEVEL : E2 
SALARY : Total Annual Package (CTC) – R1,817,269.00 
LOCATION : ICASA (Head Office-Eco Park, Centurion) 
POSITION STATUS : Five (5) Year Fixed Term Contract 
 
Purpose of the job 
To enable unimpeded provision of electronic communications, broadcasting and postal services across all provinces in South Africa. 
To ensure optimisation of ICASA Regional Offices’ value proposition and alignment to ICASA’s strategic outcomes. 
 
Key Outputs: The successful candidate will have a direct reporting line to the Chief Executive Officer and their responsibilities will include the following: ● Optimising the Regional Offices’ value proposition and aligning regional outcomes to ICASA’s strategic and operational plans ● Directing, managing and monitoring operations of Regional Offices in accordance with ICASA’s policies and operational procedures ● ensuring that regional activities are executed in accordance with ICASA policies and operational procedures ● Developing an effective strategy for stakeholder engagement across all Regional Offices ● Developing an effective strategy for coordination of compliance monitoring and enforcement across all Regional Offices 
● Developing an effective strategy to control radio apparatus detracting from stakeholders’ electronic telecommunications service offering ● Integrating stakeholder inputs to increase ICASA’s effectiveness in controlling radio apparatus in accordance with the Electronic Communications Act ● Aligning outcomes of Regional Manager activities to business plan ● Optimising regional staff productivity for the achievement of business plan and objectives ● Effectively communicating organisational imperatives to regional staff ● Ensuring that Regional Managers comply with all aspects of corporate governance ● Compiling and communicating monthly progress against business plan objectives ● Compiling quarterly results against business plan for presentation to EXCO and Council ● Directing the performance of Regional Managers to the achievement of business plan ● Ensuring that regional staff is compliant with ICASA performance management policy and evaluating regional staff performance against business plan objectives ● Providing oversight to ensure that expenditure is aligned to the achievement of business plan ● Providing oversight to ensure that Regional Managers adhere to ICASA human resources policies. 
 
Qualifications and Experience ● A Masters Degree (NQF Level 9) in Business Management or Public Administration or Engineering or Law ● 1-2 years’ experience at Executive/ Board level ● 3-5 years Senior Management Experience (preferably within the ICT Sector) ● 5-10 years’ experience in strategy formulation and value proposition development ● 5-10 years’ experience in managing a medium sized business unit / organisation ● 5 years’ experience in developing and driving operational outcomes ● 5 years’ experience in business process improvement and ● 5-10 experience in effective management of human resources, expenditure and asset control.
