HOUSING DEVELOPMENT AGENCY (HDA) 
 
The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government and municipalities, as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

DEVELOPMENT MANAGER
Location: Polokwane, Limpopo
Reporting Line: Provincial Manager

Main Purpose: To control and coordinate all material aspects of projects and project managers that are responsible for projects to ensure developments are completed on time, within budget and to specifications while meeting all role-player expectations
 
Key Performance Areas:
1. Strategic Management
• Participate in the management of the Regional Office.
• Contributing as a manager to the overall effective functioning of the HDA assigned projects in the Province.
• Ensuring integration of the different functions within the regional office to ensure optimal delivery of the HDA mandate on assigned projects.
• Ensure the alignment of projects to the broader HDA strategy and strategic intention.
 
2. Project Management
• Establishing and enhancing systems to implement and manage a range of projects and project managers simultaneously.
• Establishing a coordinated communication system for all active projects

• Recognizing key project constraints facing the projects and coordinating the successful resolution of the challenges
• Developing and managing the implementation of project plans
• Overseeing project teams including internal and external stakeholders and participants

• Managing the development of appropriate TORs for project related procurement
• Evaluating proposals and appointing relevant service providers to facilitate project related delivery.
 
6. People Management
• Select, assign, lead and manage people
• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system
• Build and manage relationships with staff members.
• Manage and support staff development, including periodic coaching and mentoring.
• Develop and manage the implementation of succession plans for key individuals and critical positions

7. Requirements
• Registration with relevant professional body
• Relevant Degree in Engineering or Construction or equivalent built environment discipline
• 10-12 years’ experience in a Project or Programme Management role.
• A minimum of 5 years of this experience must be at Senior Management level.
• Experience in housing construction and/or infrastructure-based programme management.
• Experience in the delivery and project management of various housing programme is preferable.
• Training in PMBOK
• Knowledge and understanding of PMBOK and/or Agile Methods.
• Computer literacy in AUTOCAD, MS Project, Civil Designer, Micro Outlook, Excel and Word. Driver’s licence

Main Purpose:
To manage all aspects of the Human Settlements Development projects of the HDA, that has been allocated and to ensure delivery on time, within budget and to required specifications.
 
Key Responsibility Areas:
1. Strategic Management
• Contributing as a manager to the overall effective functioning of the HDA assigned projects in the Province;
• Ensuring integration of the different project functions within the Provincial Office to ensure optimal delivery of the HDAs mandate; and

• Develop service level agreements and contracts (including standard professional contracts) for resources on the projects, specifically the professional teams and contractors;
• Monitor and manage the performance of professional teams and contractors to ensure delivery as stated in the project plan.

• 5-10 years experience in large-scale and/or low-cost housing construction environment or infrastructure development (water, sanitation, roads & storm water, and electricity);
• A minimum of 3 years of this experience must be in a Human Settlement Project Planning & Coordination;
• Computer literacy in MS Project, MS Scheduling, Microsoft Outlook, Excel, and Word;
• Knowledge and understanding of PMBOK and/or Agile Methods; and
• Driver’s license.

ASSISTANT TOWN PLANNER
Location: Polokwane, Limpopo

Main Purpose: To provide technical support in terms land acquisition, project planning and packaging for the development of human settlements.
 
Key Performance Areas:
1. Land and Property Identification
• Implement a set of criteria for appropriate land identification;
• Collect a variety of statistical data and prepare reports and maps on topics such as census information and land use;
• Collate and compile land record information in support of land identification for human settlement developments;
• Identify appropriate land and properties for the HDA:
o Research opportunities related to land;
o Identity suitable land for HDA to acquire; and
o Assess land in line with the HDA criteria and strategy.
• Engage with stakeholders around pre-identified land;
• Research viability of the land; and
• Assess the land in line with the HDA criteria and strategy.
 
2. Land Suitability Assessment
• Assess land potential in terms of the approved pre-acquisition feasibility model in relation to:
o Geotechnical assessments;
o Land use assessments;
o Environmental impact assessments;
o Financial feasibility assessments including valuations;
o Integrated development and social infrastructure assessments;
o Development potential and assessments;
o Infrastructure capability and capacity assessments;
o Any other relevant assessments;
o Draft layout plans to support land release requests from government departments; and
o Develop planning studies and reports in support of HDA land acquisition programme.
• Conduct field evaluations and assessments.
 
3. Development Planning
• Provide support and information for submission of development applications;
• Manage the land use management processes for the HAD; and
• Evaluate or assist in the evaluation of rezoning, statutory applications, site plans, and other town planning related plans and policies.
 
4. Requirements
• A relevant diploma/degree in Town Planning and/or Urban Planning is required;
• 5 years experience in the built environment is required;
• Experience of GIS and AutoCAD or related spatial information systems will be an added advantage;
• Sound knowledge and understanding of deeds information; and
• Knowledge of human settlements development will be an added advantage

The HDA has the following fixed term contract position:
 
ASSISTANT ENGINEER X 3
Location: Polokwane, Limpopo
Reporting Line: Project Manager: Engineer
Reference: HDA AE/2023
 
Main Purpose: To inspect and certify the HDA construction projects at the defined progress points to ensure that the buildings and units are fully compliant and meet all HDA quality standards, prior to and until handovers.
 
Key Performance Areas:
1. Building Inspection:
• Complete inspections according to schedule and plan;
• Check building is being constructed on correct erf and within applicable building lines, as per approved building plan;
• Ensure foundation is laid out correctly;
• Ensure foundation is cast according to specification and that contractors Engineer signs off the foundation;
• Inspect house/ building to ensure it has been constructed according to the required specification e.g. Brick force used correctly, roofs tied down correctly, two coats of specified paint applied correctly;
• Check all walls, windows and doors are installed straight and meet specifications;
• Check all plumbing and electrical work is installed as per approved plan, works and is compliant; and
• Ensure houses/ units meet all quality standards as agreed by Project Managers and NHBRC.
 
2. Civil Works:
• Performs inspections of road works, storm drains, water & sewer mains and other services;
• Ensures that work complies with standard specifications, detailed plans and standard practices;
• Conduct site inspections and ensure that all construction activities are being carried out in accordance to design specifications and applicable standards (i.e. GCC, COLTO, SANS);
• Maintain daily logs and worksheets for construction activities on site; and
• Evaluate and review construction plans, to make sure that the contractor makes use of specified materials.
 
3. Service Provider Liaison:
• Identify issues and proactively resolve these with relevant contractors and service providers;
• Coordinate with NHBRC regarding non-compliance of issues identified by them;
• Resolve non-compliance and quality issues with contractors in a proactive and effective manner; and
• Monitor and ensure service provider integrity in all issues and matters.
 
4. Administration:
• Schedule and plan inspections in conjunction with project managers;
• Conduct inspections according to schedule;
• Complete comprehensive checklists for each house/unit/civil works inspected to ensure that construction procedures are being carried out to ensure compliance with standards/regulations;
• Prepare, maintain and keep accurate records for preparation of regular weekly and monthly reports;
• Plan and participate in meetings;
• Investigate and report on complaints and enquiries as required; and
• Recommend for works to be signed off by Project Manager as complete.
 
5. Snagging:
• Establish and monitor deadlines for completion of work;
• Complete final snagging of units prior to sign- off;
• Complete de-snagging of units; and
• Sign off completion of handover documents once all snags and issues are resolved
 
6. Requirements
• Civil Engineer Diploma or equivalent;
• Ability to read, interpret, understand and manage building plans to ensure construction is aligned and compliant;
• Knowledge and ability to ensure compliance of plumbing and electrical requirements in building;
• Construction/ inspection related qualification is recommended;
• Having a working knowledge of health and safety legislation;
• 5-10 years’ experience in large-scale and/or low-cost housing construction environment as well as infrastructure development;
• A minimum of 3 years of this experience must be in a quality construction management capacity;
• Driver’s license; and
• Computer literacy in Microsoft Outlook, Excel and Word

Main Purpose: To provide effective human settlements projects coordination and communication support to facilitate and enable the effective take-over and handover of units.
 
Key Performance Areas:
1. Meeting Management:
• Arrange and facilitate all site or technical and allocation meetings.
• Arrange and facilitate relationship meetings between the contractors and beneficiaries in matters relating to rectifying defects.
• Arrange and facilitate all meetings that lead to the successful completion of the project.
• Assist with archiving of records and information including management of files.
 
2. Project Coordination:
• Plan and coordinate inspections as per the Clerk of Works projections.
• Coordinate the collection and collation of project documentation.
• Coordinate the collection and collation of subsidy documentation from the contractors.
• Implement Project Managers communication plan.
• Coordinate on site activities of donor programmes.
• Coordinate and assist in the collation of all project documentation from contractors.
• Conduct site visit for verification of beneficiaries including confirmation of stands.

• A relevant qualification in the facilities and property and/or real estate management environment and/or built environment.
• Experience in the public sector property or facilities management environment is preferred.
• 3 years and above, experience in the property management or facilities management environment is required.
• Working knowledge of real estate law, principles and practice is preferred.
• Code 8 (B) drivers’ license or above is necessary and be able to travel extensively
