As promulgated Government Gazette No.50737 dated 30 May 2024 on the determination of upper limits of total remuneration package payable to Municipal Managers & Managers directly accountable to Municipal Managers.
 
TERM OF APPOINTMENT: Permanent employment
(a) REQUIREMENTS
  • A recognized B Degree in Public Management/ Administration/ Political Science/ Social Science/ Law or relevant or related field of study, such qualification having been obtained from a recognized tertiary institution. A postgraduate qualification will serve as an advantage.
  • Compliance with minimum competency level as prescribed by National Treasury Government Gazette no 29967 dated June 2007.
  • Extensive experience in Financial Management, Policy Development and Management, Strategic Planning and Implementation, Programmes Management, Monitoring, Evaluation and Reporting on Service Delivery.
  • Demonstrable knowledge of Local Government and related legislation.
  • Knowledge and application of Performance Management System and its regulations.
  • Extensive experience in community facilitation and networking.
  • Valid unendorsed Drivers' license.
 
(b) WORK RELATED EXPERIENCE AND KNOWLEDGE
Experience
  • A minimum of 5 years managerial experience in local government and/ or public sector environment.
 
Knowledge
  • Advanced knowledge and understanding of relevant Local government policies and legislation, institutional governance systems, Good knowledge of corporate support services including –
    • Human Capital Management.
    • Legal Services.
    • Facilities Management.
    • Information Communication Technology, and
    • Council Support.
  • Good knowledge of Supply Chain Management Regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
  • Good governance.
  • Labour Relations Act and other labour related prescripts.
 
Minimum Competency Levels
  • As per Government Gazette No.: 29967, June 2007 and the Government Gazette No. 37245 of 17 January 2014
 
KPA's
As the Head of the Corporate Services and as delegated by the Municipal Manager the incumbent will be expected to:
  • Assist the Municipal Manager with the overall governance of the Municipality.
  • Knowledge and understanding of policy and legislation.
  • Good knowledge and understanding of institutional governance systems and performance management systems.
  • Understanding of council operations and delegation of powers as well as application of Council Standing Rules and Orders.
  • Develop and manage the directorate's budget such that expenditure is in line with Council, MFMA and supply chain requirements. Coordinate and support local Municipalities.
  • Prepare and submit reports to the Municipal Manager and relevant political structures.
  • Ensure sound labour relations within the municipality.
 
General
  • The appointments for the above position of General Manager: Corporate Services are in line with the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers and Upper Limit of Total Remuneration Package Payable to Municipal Managers and Managers Directly Accountable to Municipal Managers. The successful candidates will be required to sign an employment contract, performance agreement and disclose their financial interests. Shortlisted candidates will undergo security vetting, including inter alia competency assessments, the verification of curriculum vitae, all qualifications and criminal records.
 
 
 
 
 




SENIOR MANAGER – INFORMATION AND COMMUNICATIONS TECHNOLOGY 

TASK GRADE : TK17 
SALARY SCALE : R886 214.00 – R1 150 374.00 per annum Excl. Advertisement for January 2026 benefits

REQUIREMENTS: 
  • Degree in Information Technology Or Bachelor of Science (NQF Level 6/7) or equivalent qualification (NQF 6/7), Cyber Security (NQF 6). 
  • Professional registration with the relevant body will be an added advantage. 
  • Eight (8) years’ experience of which three (3) years should be at Management level.
  • Legislative Environment; Knowledge of laws, precedents and government regulations around Government Finance (i.e. MFMA), SITA Act, Electronic Communication Act, etc 
 
COMPETENCIES: 
  • Extensive IT experience at a Senior level. Must have a detailed knowledge of the local hardware and software environment, including operating systems. Utilities and software products in use. 
  • Must have an above average theoretical knowledge, problem solving ability and a thorough understanding of computer hardware architecture, and advance software methods and techniques. 
  • Knowledge of policies and procedures. 
  • Budget management skills. 
  • Attention to detail. 
  • Reports preparation and presentation. Performance monitoring. 
 
KPIs: 
  • To ensure sound ICT Applications management and governance for the Company 
  • Monitor ICT Business Applications Services for robustness and reliability 
  • Application Project Management, Service Centre Management, Service Level Agreement, Risk Management, Budget, Architecture, policies and standards. 
  • Procurement and licensing management 
  • Develop and enforce IT policies, documentation, and standard operating procedures. 
  • Identify and execute automation or process improvements to streamline IT operations. 
  • Monitoring contractor/Vendor performance against agreed terms and conditions through ongoing interaction with site personnel 
  • Evaluating and reviewing risk related policies associated with access levels, confidentiality and disaster recovery with a view to providing input into the establishment and amended of procedural applications. 
  • Communicating with the Council’s Financial Section on audit findings and recommendations and institutes the necessary investigational or corrective measures. 
  • Participating in various meetings (internal and external forums) and provides comments/opinions on matters affecting or concerning the functionality. 
  • Establishing training needs with respects to specific applications and executing procedural requirements to facilitate the capability of users 
 
 
 
 
 
 
 
SENIOR OCCUPATIONAL HEALTH AND SAFETY OFFICER 
TASK GRADE : TK11 
SALARY SCALE : R377 353.00 – R489 848.00 per annum Excl. benefits

Requirements:
  • Grade 12, a relevant National Higher Diploma (Occupational Health and Safety Management or (B-Tech/Degree) Desirable NQF 5/6 SAMTREK qualification (Desirable) 
  • Minimum 4-5 years relevant experience required, preferably in the Local government sphere. 
  • Computer literacy (MS Office) and strong report-writing skills. 
  • Valid Code EC Driver's License. 
 
(b) Key Responsibilities: 
  • Develop, implement, maintain OHS policies, procedures, and risk management plans. 
  • Conduct regular workplace inspections, risk assessments, and safety audits. 
  • Provide OHS training, guidance, and technical advice to management and staff. 
  • Ensure legal compliance and manage OHS-related documentation and reporting. 
  • Manage OHS systems for contractors and service providers. 
  • Preparing reports and participating in various meetings 
  • Compiling a risk assessment on all Sections Coordinating inspection of facilities to determine the adequacy of fire safety and emergency disaster control procedures
  • Coordinating emergency planning and evacuation of Municipal Buildings and work areas 
  • Conducting demonstrations and/ or communication staff briefings with a view to empowering and capacitating employees and safety representatives with basic safety and awareness skills. 
  • Coordinating, advice and conducting surveys and appraisals by relevant specialist e.g. medical, industrial hygienist, fire protection and environmental engineers. 
  • Compiling statistical returns required from departments, in keeping with legal requirements and returns necessary for Government Departments. 
  • Discussing and/ or investigating workplace accidents/ incidents, seeking reasons from supervisory personnel for any non-compliance/ deviation 
 
 
 
 
 
 
 
DRIVER: Fixed Term Contract 
TASK GRADE : TK5 
SALARY PACKAGE: As per approved salary scale

DURATION : Linked to the term of office of the Executive Mayor 
 
REQUIREMENTS: 
  • Code 10 driver’s license. Grade 12. 1-2 years practical driving experience. 
  • Experience in driving VIP personnel recommended. 
  • Advanced driving and hijack prevention training would be an added advantage. 
  • Alert and observant of surroundings. Good communication, reading and writing skills. 
 
(b) RESPONSIBILITIES: 
  • Transport the Executive Mayor. 
  • Upkeep and ensure safety of vehicle. Clean vehicles. 
  • Plans travelling route. Assist with loading and offloading. 
  • Function as messenger.
