Responsibilities:
▪ Reviewing and monitoring implementation of Risk Management Policy, Risk Management Strategy, Risk Management Implementation Plan, Fraud Prevention Policy and Whistle Blowing Policy.
▪ Overseeing the implementation and maintenance of the ongoing process of risk identification, qualification, analysis and monitoring throughout the municipality.
▪ Evaluate the effectiveness of Risk Mitigating strategies to address material risks for the municipality.
▪ Reviewing and monitoring the implementation of measures to address municipal strategic and operational risk registers.
▪ Ensure that the annual formal risk assessment is timeously conducted for both Strategic and Operational risks.
▪ Chair all Fraud and Risk Management committee meetings and present quarterly Risk Management reports to the Audit Committee.
▪ Ensure Risk Management Committee conduct its activities in terms of the Public Sector Risk Management Framework, MFMA, Treasury Regulations, Risk Committee Charter King III and King IV Report on Corporate Governance. To provide proper and timely reports to the Accounting Officer and Audit Committee on the state of Risk Management.
▪ Provide proper and timely reports to the Municipal Manager on the state of risk management, together with aspects requiring improvement, accompanied by the Committee’s recommendations to address such issues.
▪ Evaluate the effectiveness of an ethics, fraud, corruption and compliance program.
▪ Oversee and monitor the progress on investigations related to allegations of fraud and corruption and approve recommendations by the Risk Management section to remove allegations of fraud and corruption from the Unethical Incident Register when the committee is satisfied that the investigative process by the municipality is finalized and the necessary disciplinary, criminal and/or civil processes, where applicable, were initiated; and
▪ Provide guidance on the implementation of the Combined Assurance model within the Municipality
REGULATION 4(5) DISQUALIFIES THE FOLLOWING PERSON:
▪ A person who has been convicted of an offence in terms of this regulation or any other legislation.
▪ A person who, whether in the Republic or elsewhere, has been convicted of theft, fraud, forgery, the uttering of a forged document or any offence of which dishonesty is an element.
▪ A person who has at any time been removed from any office of trust on account of misconduct or dishonesty.
▪ An accounting officer of a municipality or municipal entity.
▪ A political office-bearer or member of the board of directors of a Municipal Entity; and
▪ A person who is an office-bearer in a political party.
Term of office and remuneration: Appointment will be for a period of three (3) years. The appointed candidate will be remunerated in accordance with National Treasury Regulations 20.2.2 or as determined by Council. Schedules in this regard are issued annually with specific hourly or daily rates. Salary : R 316 392 – R 410 676 per annum (T10)

MINIMUM REQUIREMENTS:
- A relevant 3 -year tertiary qualification in Human Resources Management or related field
- Valid driver’s license
- Computer Literacy (MS Office)
- 0 - 2 Years relevant Human Resources experience required

KEY PERFORMANCE AREAS:
- Administering of general Human Resources functions within the Human Resources Department
- Perform the full administrative function pertaining to the recruitment and selection of staff from
- Advertising of posts to issuing of appointment contracts
- Deal with enquiries from directorates, staff, and the public
- Maintain a high level of confidentiality
- Administering of relevant Service Benefits
- Responsible for supervision of subordinates

Disqualification:
Please note that the following may lead to disqualification:

- According to the Local Government Municipal Staff Regulations (Gazette no. 45181), a person who was dismissed from a Municipality for any reason stated in Annexure E of the said Regulations, may not be employed in any Municipality before the period set out in the Annexure, has expired (refer to Local Government Municipal Staff Regulations: Annexure E).

- Candidates who do not adhere to the instructions for preliminary evaluations, practical assessment and interviews will be disqualified.
