GROUP EXECUTIVE: TRADE INVESTMENT AND REGULATORY ENABLEMENT (TIRE) 
(FIVE YEARS FIXED-TERM CONTRACT WITH THREE MONTHS’ PROBATION, GRADE E5, SALARY PACKAGE NEGOTIABLE, TOTAL COST OF EMPLOYMENT PER ANNUM) 
 
 
The Gauteng Growth and Development Agency (GGDA) is the implementation arm of the Gauteng Department of Economic Development, created in terms of the Blue IQ Investment Holdings (Pty) Ltd Amended Act (2012) merging Blue IQ Investment Holdings and the Gauteng Economic Development Agency (GEDA). The GGDA is a group of companies made up of a Holding company and four subsidiaries i.e. 
 Automotive Supply Park t/a Automotive Industry Development Centre (AIDC) 
 The Innovation Hub (TIH) 
 Constitution Hill (ConHill) 
 Gauteng Industrial Development Zone (GIDZ) 
 
The mandate thereof, is to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through
 Enabling economic development that is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of action. 
 Strategically positioning the province into a globally competitive city region.
 Facilitating partnerships and creating linkages across the province to maximise service delivery outcomes. 
 Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by carrying out
  • Business enablement 
  • Establishment of capital projects 
  • Land development 
  • Trade and investment promotion 
 
The successful incumbent will be reporting to the Group Chief Executive Officer (GCEO), he/she will be expected to amongst others execute the following tasks
 Develop Trade and Investment Strategy to attract and retain trade and investment within the Gauteng Province; 
 Lead, direct and guide the Trade Investment and Regulatory Enablement (TIRE) business unit to initiate and facilitate effective execution of strategies and plans as approved by the Board of Directors; 
 Developing the TIRE Enablement strategy and plan aligned to the strategic objectives of the GGDA Group, in particular: 
  • Developing an approach and methodology for leads facilitation, investment attraction and recruitment and business expansion and facilitation of trade development. 
 Identify and mitigate principal risks of the organization and implement appropriate systems to manage these risks, 
 Implement a business performance management system to track divisional performance against strategic objectives, 
 Establish and manage relationships with key national and local government partners, chamber of commerce and industry associates in order to support business facilitation and regulatory enablement, 
 Maintain good relationship with The Department of Trade and Industry (DTI) and The Department of International Relations and Cooperation, 
 Develop and implement investment appraisal tools and techniques (including program and sector delivery tools), 
 Develop and implement Trade and Investment targeting techniques including targeting of markets, growth companies, investor targeting and partner analysis, 
 Develop interventions to improve Gauteng regulatory environment and investment climate. 
 


AS MINIMUM APPLICANTS SHOULD HAVE THE FOLLOWING REQUIREMENTS: 
 Postgraduate qualification in Commerce or Economics or Development Finance. 
 MBA is an added advantage 
 5 - 10 years of experience in Strategic Senior and Executive Management and within trade and investment environment. 
 Detailed knowledge of socio-economic aspects relating to the Gauteng Province. 
 Detailed knowledge of developments in the global economy. 
 Detailed knowledge of national and provincial government priorities and frameworks. 
 Detailed knowledge of political and business protocol 
 
LEVEL OF COMPETENCIES REQUIRED: 
 Good understanding of economic development. 
 Experienced in managing multiple public and private sector stakeholder interests
 Economic development trends and Best practices, Financial management principles and 
 Subsidiary mandate, operations and reporting requirements
