Requirements
An appropriate three-year (NQF level 6) relevant qualification. Minimum of 10 years relevant working experience of which 3 years’ should be in a management level in the HR environment. Knowledge of Public Service Act and Regulations. Understanding of transformation and capacity building processes. Knowledge of Employee, Health and Wellness (EHW), PMDS, training and conditions of service. Knowledge of PERSAL, Employee Self Service, and E-recruitment. Computer literacy. Basic financial and budget management, knowledge of research and policy analysis, excellent organisational and coordination skills, presentation and group facilitation skills, change and diversity management skills (written and verbal) and ability to work under constant pressure and display innovative thinking. Strategic planning, leadership and business partnering skills. Valid driver’s license.
 
 
Duties
Oversee and manage the coordination of training and Performance Management and Development System (PMDS). Ability to apply and link skills to the Annual Performance Plan and Service Improvement Plans. Compile operational plan for the Unit. Manage the implementation of EHWP strategic programmes: HIV & AIDS, STI and TB Management, Health and Productivity management (HPM), Safety health environment risk and quality policy management (SHERQ), wellness management, PILIR and Diversity management. Implementation of Policy on reasonable accommodation and assistive devices (PRAAD). Ensure effective implementation of the employee value preposition (EVP). Oversee effective and efficient management of allocated financial, physical, and human resources in the Sub-Directorate. Develop departmental standard operating procedures and ensure the implementation and adherence by personnel thereof. Lead and empower the HR team. Management of Employee Self-Service. Assist with management of Recruitment and Selection, and conditions of service. Perform all other duties that are delegated by the manager. Rotate to the other pillars of HRM when required.
