ADMINISTRATOR: HUMAN RESOURCES

Employment: In line with the SETA license.
Report: Manager: Human Resources
Purpose: To provide an effective and efficient human resource administration and support service within FoodBev Sector Education and Training Authority (SETA).
Key Performance Areas (KPAs)
Recruitment and Selection
- Screens applicant’s CV’s according to job requirements and submits to Managers for shortlisting.
- Sets up job interviews and sits in with Managers to ensure fair process.
- Informs all candidates of interview outcomes.
- Vets job applicants by liaising with service providers who conduct relevant checks.
- Drafts Letters of Appointments for successful applicants.
- Recruits employees in line with Employment Equity (EE) targets.
Employment Equity
- Assist with the compilation of the EE Plan and Reports
- Serve as a secretariat for EE Forum.
Training and Development
- Ensures internal training and bursary processes are correctly followed in line with policy.
- Coordinates training for employees within budgets.
- Liaises with service providers in relation to facilitation of approved training.
- Monitor, track and report of performance of bursary recipients.
- Conducts induction for new employees.
- Advises employees on relevant study options in relation to current jobs and future aspirations.
Payroll Administration
- Prepares employee contracts for new employees.
- Receives employee information in relation to change in particulars and forwards to payroll for capturing.
- Handles all payroll and benefit queries.
- Prepares payroll submissions to be uploaded by Service Provider.
- Ensures deadline for submission and reconciliation of South African Revenue Services (SARS) IRP5s are met.
- Submits EMP 201 to SARS on a monthly basis.
- Administers Workman’s Compensation.
- Administer the medical allowances.
Performance management
- Assist with training staff on performance management system
- Capture and recording all submitted Performance Plans and
- Scorecards
- Assist with populating individual learning plans
- Safety store performance management documents and submitted evidence files.
Leave Management
- Ensure that leave plans are checked, verified, captured in the system and stored
- Prepare leave reports on a monthly basis
- Distribute leave updates / balance reports to line management
- Manage maternity, sick, annual and family responsibility leave processes and queries
- Liaise with payroll with regards to employees having taken leave
- Manage the absence and attendance recording system
- Conduct regular leave trends audits and report non-compliance to relevant line manager
Employee Relations
- Assists in resolving labour disputes and grievances.
- Provide support in investigations for disciplinary and grievance procedures
- Assist the HR Specialist and Manager with the development and maintenance of human resource policies and procedures
- Ensure proper management of Staff amenities and occupational and health safety
- Assist with wellness programme of FoodBev SETA
Employee file
- Open and populate employee files
- Ensure that employee files have updated and correct information and safely secured and stored
- Enter data into the HR system so that accurate records are maintained
- Provide data for and prepare management information reports
- Maintain and develop the personnel filing system
- Conduct regular employee file audit
General
- Assists with coordination of all aspects of human resources.
- Provide HR support and advice to employees and line managers, explaining policies and procedures in a timely and effective manner
- Assist in the development of HR policies and procedures
- Assist with office and building maintenance.
- Prepares human resource documentation as per instructions.
- Assists with career guidance exhibitions when required.
- Assists Auditors during audit process by providing and clarifying human resource information.
- Maintains an effective filing system for all Human Resource documentation.
Qualification/Experience
- A National Diploma in Human Resources Management or equivalent qualification in the field of study (NQF 6)
Technical/Legal Certification
- Knowledge of records management processes
- Basic knowledge of payroll systems
- Understanding of legislation regulating Human Resources e.g. BCEA, LRA, EEA etc.
- Developed knowledge of administration
Years of experience: 0 -1 year | 2 - 3 years | 3 - 4 years
2-3 years’ experience in HR Administration
