Description
Purpose of the Job:
To drive technology innovation and transformation in IT and leads Agile teams and innovation activities. Responsible for leading, developing, monitoring and managing the technology and digital product development function. The role will support the digital business transformation ambitions by identifying key emerging trends and technologies and evolving the Enterprise Architecture to support new, emerging technologies, and modernizing the relevant platforms and digital services. The person appointed to this position will be reporting to the Chief Information Officer (CIO).
Key Performance Areas:
• Develop and lead the technology strategy to oversee the use of new technology for the FSCA.
• Establish a technological vision for the FSCA and lead the FSCA’s technological development.
• Establish and communicate requirements for acquiring technology applications, services systems and equipment; negotiate and manage vendor contracts.
• Participates in the process of managing the FSCA’s innovation procedure, starting at the initial stage of ideation, to its final stage of successful implementation.
• Lead the product and engineering teams on the development of new products and on product enhancements and redesigns.
• Develop, track and control the development of annual operating and capital budgets for purchasing, staffing and operations.
• Build solid and long-lasting relationships with all stakeholders and our Senior Management team.
• Communicate with employees and stakeholders to ensure the FSCA’s technologies are developed and used appropriately and optimally.
• Collaborate with the business owners and the CIO to understand business needs and ensure technology solutions align with those needs.
• Enable executive management to embrace newer and innovative technologies and help steer the FSCA towards better efficiencies and performance by adopting new tools.

Requirements
A BSC/ Bcom in Computer Science, Engineering or Equivalent related field; with at least 10 years’ relevant experience in driving product development and transforming ICT Services for Business of which 5 years must be at management level. The candidate must demonstrate experience in driving enterprise architecture ambitions, developing technology strategies for organizations, and leading software engineering teams for digital capability development.

Description
Purpose of the Job:
To monitor compliance by retirement funds, benefit administrators and other persons responsible for the collection of contributions due to retirement funds to ensure compliance by them with all laws to which they are subject to, including, but not limited to, the Pension Funds Act and regulations, notices and directives issued in terms of that act, the rules of the funds, and the conditions in terms of which administrators and contributions collectors are authorised to render services to retirement funds.
To investigate market conduct issues and assist in the implementation of risk-based supervision;
To analyse financial statements submitted by benefit administrators and make recommendations;
To make recommendations to the boards and principal officers of retirement funds, and representatives of fund administrators and others on ways to remedy problems identified;
To fulfil such other duties as may reasonably be assigned from time to time, taking into account the nature of his or her work, skills and experience and the needs of the FSCA; and
The person appointed to this position will report to the Manager
Key Performance Areas:
- Assist with the development of a regulatory framework and monitor compliance with legislation to ensure sound and efficient retirement fund industry and the protection of consumers;
- Analyse annual financial statements of retirement fund benefit administrators to ensure that proper reporting standards and procedures have been followed;
- Liaise with retirement funds and retirement fund benefit administrators on issues of non-compliance;
- Support team members with the analysis of regulatory returns and planning for on-site inspections;
- Assist the Manager with projects and ad hoc tasks;
- Manage and perform on-site inspections on retirement funds and retirement benefit administrators to ensure compliance with pension fund legislation and produce reports on findings or observations; and
- Liaise with industry stakeholders and manage complex complaints and queries and provide technical guidance to retirement funds, benefit administrators and team members.

Requirements
A Bachelor of Commerce or Law degree with at least 5 year’s relevant working experience in the retirement funds industry. The candidate must have knowledge and exposure to the retirement fund benefit administration industry and an understanding of section 13B of the Pension Funds Act, 1956 and Board Notice 24 of 2002. Experience in the analysis of financial statements and a degree with an Accounting major will be an added advantage

Description
Purpose of the Job
The Markets, Issuers and Intermediaries Department of the FSCA is responsible for licensing and supervising market infrastructures (i.e exchanges) operating within the South African financial markets in terms of the Financial Markets Act, 2012 (Act no 19 of 2012). The department has oversight responsibilities over public markets, authorised users and issuers. The person appointed to this position will be stationed in the Market Integrity and Decision Sciences Division and will report to the Senior Manager: Public Markets, Issuers and Authorised Users.
Key Performance Areas
•Assist in Identifying shortcomings and anomalies to the regulatory framework;
•Assist in proposing changes to the regulatory framework and assist the Department with the implementation of such changes;
•Assist to develop and maintain an effective and efficient supervisory framework within the context of the approved legislation;
•Assist with the monitoring of compliance with the provisions of the Financial Markets Act and subordinate legislation;
•Assist to plan and conduct inspections;
•Liaise with and render appropriate regulatory guidance to stakeholders after consultation with the Senior Analysts and the Manager;
•Assist in conducting investigations regarding Market Infrastructures and to ensure that all relevant complaints are dealt with; and
•Apply risk assessment and risk management techniques.

Requirements
A business, economics, accounting, commerce, finance, or mathematics degree or similar with 2 to 3 years of experience in the financial sector and/or the regulatory environment within the financial services industry. Good knowledge of corporate governance frameworks. The candidate must also demonstrate an understanding of financial markets, financial instruments and the mechanics of Market Infrastructures. Good knowledge of financial analysis and risk management is essential.
