CHIEF FINANCIAL OFFICER
(5-year fixed-term performance-based contract)
Remuneration: All-inclusive salary package (minimum R813 635 -
midpoint R929 869 - maximum R1 046 101 per annum)
 
Higher education qualification and work-related experience:• Bachelor's degree in fields of Accounting, Finance or Economics, or Chartered Accountant (SA) • Certificate in Municipal Financial Management Programme as prescribed in terms of Municipal Regulations on Minimum Competency Levels • Minimum of 5 years' at middle management level • Valid driver's licence.
 
 
Skills, knowledge and competencies required: •Sound technical knowledge of CRAP which will encompass the transition to the accrual basis of accounting, performance budgeting and the Municipal Legislative Framework for Financial and Supply Chain Management • In-depth knowledge and understanding of the Municipal Finance Management Act, No 56 of 2003.
 
Duties: •Report to the Municipal Manager • Be responsible for the effective management of the Finance Department • Develop, implement and maintain appropriate mechanisms to timeously respond to the changing needs for financial information, the interpretation thereof and the rendering of technical advice to the Accounting Officer • Financial planning and budgeting • Financial reporting as required by the MFMA, DORA - and MSCOA • Develop and implement revenue generation and collection strategies • Develop procedures of finance.

Short-listed candidates will be subjected to a competency assessment. The incumbent will have to sign an employment contract, performance agreement, disclosure of financial interest and undergo security vetting.
