COMMUNITY SCHEMES OMBUD SERVICE (CSOS)
 
The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on 11 June 2011 and provides for the establishment of the Community Schemes Ombud Service (“CSOS”) as a public entity. The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA).

This position reports to the Adjudicator General/ Regional Ombuds. 
 
Requirements
• Law degree/LLB degree. 
• Admitted Attorney/Advocate/Arbitrator. 
• Experience as an Adjudicator/Arbitrator or 10 years as a Conciliator or 5 years participation in administrative tribunals and/or related processes including but not limited to litigation, mediation conciliation and/or arbitration. 
• Experience in litigation and legal advisory. 
• Understanding of Community Schemes Adjudication of disputes. 
• Knowledge of alternative dispute resolutions. 
• Throughout knowledge of the CSOS Act, Sectional Tittle Schemes Management Act, Companies Act, Housing Schemes for Retired Persons Act and South African Co- operative act, Promotion of Administrative Justice Act. 
• Throughout knowledge of Case Management Systems. 
• Understanding the governance of Community Schemes. 
 
Key Performance Areas 
• Oversee the preparation and issuing of Notice of Set down for all adjudication hearing inviting parties to a formal hearing. 
• Conciliation of CSOS disputes. 
• Drafting of settlement agreements, conciliation reports, non-resolution certificates, adjudication orders and enforcement orders. 
• Preside over or adjudicate on applications that are referred to adjudication in a fair, equitable and transparent manner. 
• Issue adjudication orders within a prescribed framework. 
• Ensure that adjudication orders are legally correct and in line with the applicable legislation. 
• Conduct quality assurance of adjudication orders. 
• Conduct investigations, inspections, enter or inspects assets records or other documents. 
• Ensure that the principles of due process of law are observed. 
• Must act independently and impartially in making decisions. 
• Maintain owner register of disputes allocated and compile monthly performance reports. 
 
Duration: 2 years.

SENIOR MANAGER: GOVERNANCE COMPLIANCE AND ENFORCEMENT 
(Ref. CSOS/SMGCE/06/23) 
This position reports to the Adjudicator General. 
 
Requirements
• Degree in Law/ LLB and Honours B degree. 
• 5 years’ working experience within a legal compliance environment. 
• Advance knowledge of alternative dispute resolution. 
• Knowledge of the Community Schemes environment. 
• Sound understanding of political and legislative environment of the CSOS Act as well as the Sectional Title Management Act, Companies Act, Share block Act, Schemes for Retired Persons Act and Cooperative Act. 
• Excellent communication skills (both verbal and written). 
 
Key Performance Areas 
• Interpretation of the CSOS legislative framework through development and implementation of sound and legally compliant processes and procedures for the registrations and quality assurance of schemes documentation. 
• Review and consolidate all CSOS practice directives and oversee their implementations. 
• Oversee that appropriate enforcement measures are developed and implemented in regions to ensure compliance within schemes. 
• Ensure that mechanisms are put in place for the schemes to maintain their compliant status. 
• Assist in the development and roll out of Education programmes for CSOS stakeholders. 
• Research on case law and/ legal prescripts referenced in court judgements and recommend for development and/or amendments of legally sound CSOS practice directives. 
• Participate in forums and tasks, overall research, and training to ensure service delivery. 
• Manage resources (i.e., budget/finance, asset/equipment, and staff) within the business units to ensure that they are utilized optimally.

SENIOR MANAGER: SUPPLY CHAIN MANAGEMENT 
(Ref. CSOS/SMSCM/06/23) 
This position reports to the Chief Financial Officer. 
 
Requirements
• Bachelor’s degree in commerce/ business management and/ or Commercial Law bachelor’s/ degree in accounting/ finance related fields. 
• Registration with Supply Chain Management professional bodies will serve as an added advantage. 
• 8 - 10 years’ experience within the Supply Chain Management and/ or Procurement environment inclusive of 4 years’ experience should at Middle Management level in a Corporate/ Public Sector organization. 
• Public Finance Management Act. 
• Preferential Procurement Policy Framework Act. 
• Black Economic Empowerment. 
• Broad Black Based Economic Empowerment. 
• Treasury Regulations. 
• Constitution of the Republic of South Africa. 
• Working knowledge of relevant SCM legislation i.e., fraud prevention and combatting corrupt practices Acts. 
 
Key Performance Areas 
• Develop Supply Chain Management operational plan and policies that are aligned to the Supply Chain Management Strategy for the operationalization and implementation of the Demand / Resource plan. 
• Lead communication with clients to ensure effective operationalization of Supply chain Management activities. 
• Facilitate the promotion of BEE and suppliers’ performance standard. 
• Monitor the end-to-end sourcing process through effective management of the procurement processes and overall life cycle management of the contract in order to achieve economies of scale and ensure compliance to regulations, and any instructions issued by National Treasury from time to time. 
• Monitor and review contract performance regularly to maximise benefit and value in the operationalization of the contract. 
• Manage resources (i.e., budget/finances, asset/equipment, and staff) within the Unit to ensure the efficient operation of Unit.
