5. Human Resources Service Delivery
• Prepare information for strategic HRM and Talent Management
• Providing subject matter expertise regarding HR related advice daily.
• Ensure that the business unit adheres to the relevant HR policies and procedures by conducting regular HR policy workshops.
• From time to time take on HR related projects and may be required to do HR related research as the need arises.
• Coordinate workflows from organizational development
• Facilitate and collate HR metrics and reporting.

• Assist in the development of the risk appetite and tolerance framework.
• Provides support, education and training to staff to build risk awareness within the organization.

2. Governance

1. Smallholder market access research and reports
Acquire and apply relevant tools, techniques and methodologies in undertaking of independent research projects / programmes and policy analysis relating to smallholder market access; Identify potential research problems/opportunities and initiate research activities pertaining to smallholder market access focus area; Undertake research projects / programmes in the area of smallholder market access as assigned by supervisors from time to time; Supervise interns and other junior officials in the undertaking of research activities on smallholder market access focus area; Conduct evidence-based research and submit research papers to conferences and peer-reviewed journals in consultation with supervisors on a regular basis; Lead and/or participate in the production of reports in the smallholder market access research unit; Extract data from applicable databases or data sources and formulate analysis to answer economic questions; Produce monthly smallholder market estimates reports on fresh produce markets; and Produce policy briefs, commentaries and advisories on smallholder market access focus area.
2. Cross Divisional NAMC Initiatives
Provide expertise and/or participate in cross-focus area and cross-divisional research activities; Participate in the work of the NAMC Transformation Review Committee (TRC); and Co-ordinate and lead the horticulture sub-sector desk.
3. Stakeholder engagement and policy liaison / advisory
Contribute to policy dialogue on smallholder market access focus area through various platforms such as market information days, seminars and webinars; Co-ordinate and produce reports on smallholder market information days; Develop presentations and present seminars at MERC divisional level; Liaise with NAMC stakeholders, Directly Affected Groups (DAGs) and industry bodies on matters pertaining to smallholder market access focus area; Participate in industry forums, workshops, and policy engagements such as commodity value chain round table and transformation schemes discussions to facilitate implementation of the Agriculture and Agro-processing Master Plan (AAMP); and Provide management support when required.

REQUIREMENTS
BSc Honours degree / (4) Four years Degree in Agricultural Economics, Master’s degree in Agricultural Economics will be an added advantage. 2 - 3 years’ experience in policy analysis and advisory in an agricultural environment. Good understanding of and / or experience working in public entities or other relevant organisations. Experience in conducting research.

KEY DUTIES AND RESPONSIBILITIES
1. Smallholder market access research and reports
Acquire and apply relevant tools, techniques and methodologies in undertaking of independent research projects / programmes and policy analysis relating to smallholder market access; Identify potential research problems/opportunities and initiate research activities pertaining to smallholder market access focus area; Undertake research projects / programmes in the area of smallholder market access as assigned by supervisors from time to time; Supervise interns and other junior officials in the undertaking of research activities on smallholder market access focus area; Conduct evidence-based research and submit research papers to conferences and peer-reviewed journals in consultation with supervisors on a regular basis; Lead and/or participate in the production of reports in the smallholder market access research unit; Extract data from applicable databases or data sources and formulate analysis to answer economic questions; Produce monthly smallholder market estimates reports on fresh produce markets; and Produce policy briefs, commentaries and advisories on smallholder market access focus area.
2. Cross Divisional NAMC Initiatives
Provide expertise and/or participate in cross-focus area and cross-divisional research activities; Participate in the work of the NAMC Transformation Review Committee (TRC); and Co-ordinate and lead the horticulture sub-sector desk.
3. Stakeholder engagement and policy liaison / advisory
Contribute to policy dialogue on smallholder market access focus area through various platforms such as market information days, seminars and webinars; Co-ordinate and produce reports on smallholder market information days; Develop presentations and present seminars at MERC divisional level; Liaise with NAMC stakeholders, Directly Affected Groups (DAGs) and industry bodies on matters pertaining to smallholder market access focus area; Participate in industry forums, workshops, and policy engagements such as commodity value chain round table and transformation schemes discussions to facilitate implementation of the Agriculture and Agro-processing Master Plan (AAMP); and Provide management support when required.

Experience & Skills:
National Diploma/ Degree in Administration or equivalent. 1-2 years’ experience in Performance information reporting, Advanced communication and interpersonal skills. Computer literacy and problem Solving skills. Stakeholder management and presentation and facilitation skills.
Knowledge:
Knowledge of the MAP Act. Knowledge and understanding of DPME and National Treasury Legislations governing organisational Performance Information.
The successful candidate will be expected to amongst others:
• Assist in coordinating and facilitating the Strategic Planning Sessions annually.
• Coordinate the drafting of Strategic Plans and Annual Performance Plan.
• Coordinating the drafting of NAMC quarterly reports and compilation of the portfolio of evidence.
• Report on deviations from the set targets.
• Facilitate the submission of Performance Information Reports and Strategic documents to Mancom, Audit & Risk Committee, Council and the Minister for approval.
• Present the reports and strategic documents at the relevant committees.
• Ensure compliance to National Treasury & Department of Planning Monitoring and Evaluation.
• Report on a quarterly basis to the Monitoring & Evaluation Committee.
• Report on a quarterly basis to the Technical Implementation Forum.
• Facilitate the Performance Information audits and respond to audit queries.
• Ensure that NAMC compliance with reporting timeframes as required by legislation.
• Report any issues, new developments regarding performance Information to the CEO or other relevant parties.
