The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on 11 June 2011 and provides for the establishment of the Community Schemes Ombud Service (“CSOS”) as a public entity. The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA)
 
Job Description
•Leverage on existing legal structures and practices in maintaining high legal service standards to ensure regulation and compliance.
•Facilitation of compliance risks identification including analyzing policies, laws and regulations.
•Manage follow ups on implementation of compliance risk mitigation strategies.
•Management of Compliance risk management finances, asset/equipment and staff requirements, to ensure the efficient operation of the unit.
 
Job Requirements
Minimum Qualifications:
  • Bachelor of Commerce (BCom) or equivalent degree in Risk Management.
  • BCom Honours in Internal Auditing or Risk Management (or a relevant qualification) will be considered an added advantage.
  • Certification in Risk Management Assurance (CRMA) is desirable.
  • Certified Internal Auditor (CIA) certification will be an advantage.
Experience:
  • A minimum of 8 years of relevant working experience, with at least 3 years in a middle management role within the Enterprise Risk Management (ERM) field.
Knowledge and Skills:
  • Strong understanding of Enterprise Risk Management principles and practices.
  • Proven experience in developing risk management frameworks and strategies.
  • Skilled in facilitating strategic and operational risk assessment workshops.
  • Ability to conduct risk management awareness training sessions.
  • Experience in performing risk gap analysis assignments.
  • Competence in developing and implementing risk appetite and tolerance levels, including associated thresholds.
  • Proficiency in identifying and facilitating Key Risk Indicators (KRIs).
  • Sound knowledge of law interpretation and corporate governance.
  • Experience in reviewing legal documents and ensuring legal compliance.
  • Solid understanding of relevant laws and regulations.
  • Demonstrated knowledge of compliance frameworks and a proven track record of applying them in a corporate environment.

Job Description
  • Prepare and issue Notices of Set down for all Conciliation hearings inviting parties to a formal conciliation hearing
  • Chair the conciliation sessions and assist parties to find a resolution.
  • Draft a Settlement Agreement and ensure that it is signed by both parties.
  • Prepare and Issue Notices of Non-Resolution and Referral to Adjudication on all disputes that are not resolved.
  • Excellent case management and closure of all matters within the prescribed time limit.
  • Perform administration within accepted standers and submit reports to the Complaints Manager.
 
Job Requirements

  • 3 – 5 years of experience in the dispute resolution environment

Job Description
·      Assessment on all applications for dispute resolution to determine jurisdiction.
·      Identification of issues in dispute in terms of Section 39 of the CSOS Act.
·      Prepare Notice 43 and 44 in terms of the CSOS Act.
·      Facilitate submissions received from various interested parties in terms of Section 44 of the CSOS Act.
·      Set the matter down for a Conciliation hearing in terms of Section 47 of the CSOS Act.
·      Prepare file for Conciliation hearing.
·      Managing and capturing reports on case management system in the division.
·      Assist with telephone complaints as well as walk-in applicants.
·      Provide weekly feedback to complainants.
·      Prepare monthly reports on all matters.
·      Maintain diary of all matters.
·      Assist with ad hoc administrative support and duties within the division.
 
Job Requirements
·      Degree in Law (NQF 7).
·      2 – 3 Years’ experience in Dispute Resolution processes or the legal environment,
·      Knowledge of the Dispute Resolution process and Community Schemes.
·      Deadline focused.
·      Strong work ethic.
·      Team player.
·      Knowledge of computerized telephone management system.
·      Basic administrative functional knowledge (typing and filing).
