JOB DESCRIPTION:  CHIEF EXECUTIVE OFFICER (CEO)
 
 
BACKGROUND
The Coega Development Corporation (Pty) Ltd (CDC) is a diversified State Owned Enterprise that develops and operates Special Economic Zones (SEZs), with the Coega SEZ being the largest and provides Systems and Infrastructure Implementing Agency Services to Clients in the public and private sector.
The CDC has a national and continental presence, and is seeking a visionary leader with proven impeccable integrity to deliver the strategic goals of a diverse and dynamic organisation.
 
MANDATE AND ACCOUNTABILITY
The Chief Executive Officer (CEO) is the Accounting Officer of the CDC. He/she reports directly and is accountable to a non-executive Board of Directors. The CEO is responsible for the overall strategic leadership, sustainable growth, financial sustainability, organisational competitiveness, achievement of other strategic business objectives, and leading the formulation and execution of the strategy approved by the Board.
 
 
KEY AREAS OF RESPONSIBILITY
(a) Attraction of investments to all the Special Economic Zones developed, managed, owned and/or operated by the CDC;
(b) Attainment of financial and operational sustainability of the organisation;
(c) Lead the development and effective implementation of a corporate strategy;
(d) Ensure relevance, appropriateness and viability of programmes and services to realise long-term sustainability of the organisation;
(e) Managing and leading implementation of capital infrastructure projects;
(f) Provide expert and strategic advice on macro-economic developmental issues and policy development;
(g) Creation of an ethos of excellence while ensuring a high performing organisation;
(h) Management of sustainable stakeholder relations; and
(i) Ensure sound governance and compliance with all statutory and legal requirements.
 
WORK EXPERIENCE
(a) At least ten years of working experience as an executive in medium sized organisations;
(b) Extensive experience in attraction of significant foreign and domestic direct investments;
(c) Working experience and applied knowledge of the built environment industry;
(d) Leading multi-disciplinary teams;
(e) A solid track record in leading infrastructure development projects and pioneering investment projects in a complex organisation;
(f) Extensive experience in industrial property development;
(g) Initiation, development and commercialisation of business ideas; and
(h) Conceptualization and development of organisational systems
 
QUALIFICATIONS AND COMPETENCIES
(a) Relevant postgraduate qualification, preferably a Master’s degree;
(b) A person of integrity and solid record of ethical leadership and credible reputation;
(c) Strategic leadership and management with strong financial and commercial acumen;
(d) Systems thinking;
(e) Risk management;
(f) Leading commercial negotiations;
(g) Extensive understanding of and experience in funding and managing large capital            projects, strategic human capital deployment and governance related matters;
(h) Experience and expertise in areas of engineering, construction, and infrastructure            development and management;
(i) Ability to lead an organisation with multiple operations and an international presence;
(j) Conflict management, development and retention of stable organisational environments; and
(k) Knowledge of the Public Finance Management Act, Preferential Procurement Policy         Framework Act and King Code on Corporate Governance.
