SUB-TASK D: PSDC (RECRUITMENT & PLACEMENT)
JOB DESCRIPTION: ASSISTANT LABOUR CO-ORDINATOR
GRADE: B4
1. ACCOUNTABILITY
The Assistant Labour Co-ordinator is accountable to the PSDC Project Manager: TASEZ Construction Programme and the appointed supervising Labour Co-ordinator.
2. MANDATE
The Assistant Labour Co-ordinator (ALC) is mandated by the HCS Head: Recruitment to take responsibility of ensuring that effective construction recruitment facilitation is employed on assigned to TASEZ construction projects. The ALC will be supported, monitored by the appointed supervising PSDC Labour Co-ordinator.
3. RESPONSIBILITIES AND OBLIGATIONS
- Provide pro-active support to the PSDC Project Manager: and the supervising Labour Co-ordinator responsible for the TASEZ project;
- Provide support to the construction project through effective engagement with all project stakeholders, inclusive of the project CLO, construction contractor management and construction labour and participate in PSC meetings

· Provide assistance in giving access to job seekers to the PSDC for registration purposes;
· Receive registration forms for capturing on the system and administer information changes of candidates;
· Receive Labour Requisition forms from the construction contractor, capture on the labour management system and arrange a contractor selection;
· Undertake induction presentations to construction personnel as advised by the take-on requirements;
· Prepare take-on documents (contracts of employment) for selected labour;
· Receiving and answering inquiries about employment and training entitlements on the project;
· Receive registration forms for capturing on the system and administer information changes of candidates;
· Receive training requisition forms from construction contractors and capture on the labour management system;
· Administer the systems to meet the requirements for construction personnel induction prior to placement on site;
· Administer the demobilisation of construction personnel on the labour management system;
· Administer and support a communication plan and verification process for recruitment and placement;
· Ensure constant updating of the labour management systems and process for the capturing, processing and selection of candidates and construction personnel;
· Administer a practical and functional system for the recording and tracking of all personal documentation;
· Administer the systems to meet the requirements for construction personnel induction prior to placement on site;
· Identify and report possible labour and community risks on projects;
· Facilitate access to life skills and technical training by construction personnel on projects;
4. COMPETENCIES AND REQUIREMENTS
· Tertiary qualification preference of B.Hons Employment Relations / Industrial Relations, yet at a minimum, a bachelor’s degree in Human Resources Management, Social Science or equivalent qualification;
· Previous experience in social facilitation will be an advantage;
· An understanding of applicable labour legislation;
· Community oriented activities will be an advantage;
· Excellent computer skills; and
· Valid driver’s license will be an advantage
· Good verbal (English, Setswana and Sesotho or IsiZulu) and written (English) communication skills.
5. PERFORMANCE INDICATORS
Performance is monitored regularly by reference to Key Performance Indicators and socio-economic objectives.
