City Power Johannesburg SOC Limited is a municipal entity wholly owned by the City of Johannesburg. City Power commenced operations on 01 January 2001 and is responsible for electricity distribution within its area of supply in the City of Johannesburg.

Purpose
To define, manage, monitor and support the transformation strategy in the areas of employment equity, skills development, learning academy, enterprise development in partnership with supply chain management on supplier development, partnering with learning institutions, maintaining the City Power library as well as ensuring City Powers compliance to BBBEE legislation and the codes of good practice. The position will also formulate key initiatives and plans to drive and manage BBBEE performance. Playing a key role in the execution of the key interventions and initiatives. Such support is to be provided through the development of frameworks and the provision of guidance and shared learnings that enable objective evidence-based positioning to be created by the organisation to underpin its engagement with regulators, stakeholders and decision makers. 

Key responsibilities 
Formulate Transformation strategy and principles in line with the broader City Powers strategy and BBBEE legislation 
• Monitor implementation of various BBBEE initiatives in areas of ownership, management control, employment equity (EE), skills development and enterprise development 
• Define, implement, and support the EE plan and initiatives 
• Develop EE reporting and monitoring tool 
• Manage the graduate in training programme 
• Manage the City Powers WSP/ATR/IDP 
• Define and manage City Powers youth development programme in support of EPWP 
• Manage the implementation of the leadership development programme 
• Manage the implementation of the women in leadership development programme 
• Partner with Supply Chain Management on enterprise development initiatives 
• Establishment of partnerships (MOU) with learning institutions and professional bodies 
Manage City Power’s library collection and provision of library services

• Ability to develop and implement the City Power’s training and development strategy and skills development plans and programmes, in line with the relevant mandates governing training and development in the Public Service. 

Minimum qualifications 
• Honours degree in Human Resource Management or Behavioural Sciences or Business Management, or the equivalent. 
 
Related Minimum Experience 
• 15 years’ experience, of which 5 years in a management level 
• At least 5 years BBBEE/leadership development, skills development, library management, enterprise development. 
• Graduate in training management experience is required 
• In depth knowledge of relevant legislations including BBBEE CoGP- gazetted in 2007, Employment Equity Act, Preferential Procurement Framework Act, Skills Development Act, Verification & Reporting guidelines gazetted in 2008.
