Manager: Cost and Management (Ref: WS03/032019)
Salary total package: R643 790 — R36 882
 
Key Responsibility Areas:• Providing costing services for SAWS products and projects • Managing SAWS Activity Based Costing model and Review the Pricing Models annually • Review aviation traffic information (air traffic volumes) • Manage SAWS investments and monitor daily and monthly cash flows • Managing Banking system and SAWS bank profiles • Preparation of annual budget for SAWS and loading of budget onto the Financial System •Preparation of financial forecasts, analysis of performance against budget and Investigate significant variances • Review the quarterly report for submission to National Treasury • Responsible for preparation of the ENE / MTEF budget cycle • Preparation, analysis of, and submission of monthly management accounts for approval by CFO • Liaise with internal and external auditors regarding all audit related matters 
• Review the Finance Operational Risk Plan on a monthly basis • Prepare the Annual Financial Statements for the Meteorological Association of Southern Africa (MASA) which is hosted at SAWS Offices • Develop Petty Cash, Investments and Donor Funding Procedures • Regular update of the SAWS policy and business processes pertaining to the finance function • Participate in all activities related to the SAWS TOM system • Maintain and update GL accounts on finance system • Assist with Annual Year-End Audits and any ad-hoc work as directed by the SM: Finance or CFO.




 
Manager: Facilities (Ref: WS01/042019)
Salary total package: R457 211 —R594 342
 
Key Performance Areas:• investigate availability and suitability of options for SAWS premises, as and when required • Ensure existence of essential central facilities such as reception, security, maintenance, mail, archiving, cleaning, catering, waste disposal and recycling • Ensure that the buildings meet health and safety requirements and that facilities comply with legislation of keeping employees safe • Plan best allocation and utilisation of space and resources in the SAWS buildings • Undertake space planning and allocate office space for new employees at Head Office • Ensure that all fixed assets on the asset register are inspected and maintained • Ensure effective communication with Finance and Information Technology in relation to procurement of new and movement of existing assets respectively • Develop business continuity plan for SAWS to ensure smooth running of operations • Monitor contracts to ensure value for money delivery according to contract requirements • Manage telecommunication equipment effectively to ensure smooth operations • Oversee contractors on site to ensure the execution of satisfactory work • Follow-up on non-conformance and poor performance In line with service level agreement • Ensure that the buildings and equipment are properly maintained by conducting planned and intermittent maintenance • Identify hazardous situations and rectify immediately to ensure safety of employees • Ensure all employees have ergonomically correct work stations • Provide monthly departmental reports specifically relating to activities of the department and used cost control every month • Provide quarterly reports to Senior Manager for EXCO and Board meetings.

Key Performance Areas: • Promote legal practices within SAWS • Implement legal policies and procedures to be utilised by all SAWS divisions • Compile and present legal opinions on external disputes involving SAWS • Prepare legal presentations to EXCO and Board, on request from the line manager • Provide advice on the prosecution and defence of all actions for or against SAWS • Manage legal proceedings to protect SAWS interests, including pleadings, briefs, trials and settlement negotiations • Liaise with attorneys to issue summons and provide feedback to the Line Manager • Provide legal opinion and advice relating to any business conducted by SAWS • Review draft agreements between SAWS and various external persons • Implement the contract management framework for SAWS • Implement quality assurance guidelines on contracts, tenders and other legal documents between SAWS and third parties • Partake in negotiations between SAWS and third parties • Keep abreast of specific legislation pertaining to SAWS in order to guide business actions • Implement the SAWS legislative compliance matrix and prepares reports for Board and relevant stakeholders / governance structures, on behalf of the Line Manager •Provide input into amendments to SAWS policies and procedures • Implement measures to monitor the application of legal norms, policies and procedures to ensure conformity and uniformity •Review policies and procedures to ensure that there is no transgression of the law • Prepare quarterly Legal reports to Line Manager for EXCO end Board meetings • Set performance objectives for team by cascading of corporate Initiatives into individual performance contracts • Conduct regular site visits to engage employees on work activities and provide guidance on complex matters • Address employee relations matters fairly and promptly.

Key Performance Areas:• Plan and monitor operational and financial audits in collaboration with the Service Provider •Ensure audits are conducted in fine with Generally Accepted Auditing Standards (GAAP) and the approved methodology • Serve as the first point of contact for internal audits to ensure combined assurance • Review internal and external audit reports and Implement audit findings In collaboration with divisions • Address escalated issues emanating from internal audits from divisions • Regularly engage Service Providers to understand difficulties and address Internally to ensure smooth and timeous audits • Manage risks according to an enterprise risk management strategy • Implement enterprise risk management tools and practices to analyse and report enterprise risks • Review risk management policies to ensure compliance with applicable regulations • Develop risk management plans in consultation with Heads of Divisions • Create dashboard and report progress on risk mitigation activities of risk associated with specific events In order to enrich risk Intelligence of EXCO and Board • Coordinate risk assessment workshops with EXCO and Board to review and update the risk register • Manage Insurance Risk Management and Business Continuity Planning activities for SAWS • Review internal and external reports to analyse and mitigate risk trends and emerging risks • Prepare fraud and anti-corruption plans and create internal awareness • Review and update Code of Conduct and Ethics Policies • Assist in ensuring that ethics surveys are conducted and prepare the recommendations to the Line Manager, for presentation to EXCO and Board • Provide monthly departmental reports specifically relating to the activities of the department and fixed cost control every month • Provide quarterly audit and risk reports to Line Manager for EXCO and Board meetings • Prepare quarterly audit and risk reports to Line Manager for National Treasury, in line with guidelines.
