HEAD: POLICY & STRATEGY 
DEPARTMENT: Public Safety 
BRANCH: Office of the Head of Department: Policy & Strategy 
DESIGNATION: Head: Policy and Strategy 
REMUNERATION: R90 865,91 pm (basic salary, excluding benefits) 
LOCATION: Martindale
 
Minimum Requirements: 
• Grade 12 or similar/NQF level 4 plus Post Graduate Degree in Business Administration, Public Administration or Business Management; 
• 8 – 10 years’ related experience, of which 5 years should be at Executive Management level, in a large enterprise; 
• An MBA or MBL would be preferable; 
• Minimum of a Code 8/B Driver’s License; and 
• No criminal record. 
 
Primary Function:
Provide leadership, management, analysis and oversight of the strategy and policy frameworks for the Public Safety Department, ensuring effective delivery against the City of Joburg’s GDS 2040 Strategy, IDP< Business Plans and Vision. Responsible for strategy and policy management relating to Communications, Stakeholder Management, Intergovernmental Relations for the Department. 
 
Key Performance Areas: 
• Lead the planning, development, implementation and evaluation of Public Safety strategies; 
• Lead the end-to-end Policy management process for the department by formulating cross cutting policies and guiding the policy development processes for different business units within Public Safety; 
• Management of stakeholder relations strategy for the department and take a lead role in implementing a system that manages various stakeholders; 
• Promotion of the Public Safety brand, adequate display of good publicity for the Department and implementation of the Public Safety communications strategy;
• Use theory and practice to find and express Data-driven insights that help Public Safety managers, stakeholders, and other executives make better and informed business decisions; 
• Lead the executive management to inspire others to achieve goals through innovation, quality, and excellence. 
 
Leading Competencies: 
• Ability to work independently or in a team and take initiative where necessary to achieve necessary outcomes 
• Computer literacy including MS Office Applications; 
• High level of confidentiality and organisational skills;

CHIEF CHAPLAIN 
DEPARTMENT: Public Safety 
BRANCH: Management Support and Shared Services (Chaplaincy) 
DESIGNATION: Chief Chaplain 
REMUNERATION: R47 428,59 pm (basic salary, excluding benefits) 
LOCATION: Martindale
 
Minimum Requirements: 
• Grade 12 (NQF level 4) plus a Degree/Honours in Theology or related qualification (NQF level 7 or 8); 
• 6 – 8 years’ managerial experience of which 3 years must be theologically related (this must be accompanied by good experience and understanding of administration and theological matters). 
 
Primary Function:
Manage the chaplaincy programme of the department as well as deal with the counselling of personnel in the department so that there is efficient management of JMPD personnel so as to ensure the core business is well supported. 
Key Performance Areas: 
• Lead the Department in the integration, monitoring and reporting of the Chaplaincy program; 
• Establish Chaplaincy policies that are aligned to the City’s Ethical Framework;
• Establish a culture of achieving qualitative and quantitative standards including service delivery indicators; 
• Act as a liaison between the Speaker’s Office, Faith Based Unit and the Public Safety Department; 
• Lead the implementation of the Chaplaincy program; 
• Ensure performance management within the Chaplaincy Unit in relation to departmental objectives; 
• Organising and planning to oversee the internal and external organizational environment and provide all that is required to comply with rules and regulations; 
• Financial management of the budget to ensure a highly controlled environment; 
• Personnel management and control; 
• Project management and stakeholder liaison. 
 
Leading Competencies:
