PLANS EXAMINER 
DEPARTMENT: Development Planning 
BRANCH: Building Control 
DESIGNATION: Plans Examiner 
REMUNERATION: R24 119,71 pm (basic salary, excluding benefits) 
LOCATION: Metropolitan Centre, 158 Civic Boulevard, Braamfontein 
 
Minimum Requirements: 
• Grade 12 plus a National Diploma in Building Discipline i.e. Civil Engineering, Structural Engineering, Architecture, Building Management, Building Science, Building Surveying & Surveying/NQF level 6; 
• 1 - 3 years’ experience in the building industry. 
 
Primary Function:
Examine, scrutinize, assess, and recommend building plans applications for approval in compliance with the Council service delivery commitments; the National Building Regulations and Building Standards Act, No. 103 of 1977 (as amended), the National Building Regulation as stipulated in the SANS 10400 Code of Practice: Council By-Laws; other applicable legislation and the Town Planning Schemes. 
 
Key Performance Areas: 
• Make and forward inputs on work improvements to the Chief Plans Examiner; 
• Examine, assess and recommend building plans applications; 
• Refer complicated and difficult enquiries, queries and plan approvals to the Chief Plans Examiner; 
• May be required to perform various ad-hoc duties delegated by the Chief Plans Examiner from time to time. 
 
Leading Competencies: 
• Good negotiation and conflict management skills; 
• Good problem-solving skills and information gathering skills; 
• Excellent verbal, written and communication skills. 
• Computer literacy including MS Office Applications; 
• Time Management, under pressure and ability to prioritise. 
 
Core Competencies: 
• Good knowledge and understanding of the National Building Regulations and Building Standards Act, No 103 of 1977 (as amended), other applicable legislations, Council By-Laws and Policies; 
• Working knowledge of Building Plans, Registrations and approval as well as Building inspections; 
• In-depth knowledge of relevant Town Planning; 
• Attention to detail and high levels of accuracy and excellent planning, organising and time management skills; 
• Ability to operate in a highly-intensive customer service and public interface environment with continued pressure to deliver high quality work standards; 
• Ability to work independently with minimal supervision; 
• Collaborative/Teamwork, Values and Integrity, Attention to detail and quality focused; 
• Customer and Service Delivery Management (Batho Pele) Ethics, Professionalism; 
• Impact and Influence according to City’s protocols, legislation, and standards.

REMUNERATION: R42 403,58 pm (basic salary, excluding benefits) 
LOCATION: Metropolitan Centre, 158 Civic Boulevard, Braamfontein 
 
Minimum Requirements: 
• Grade 12 plus a bachelor’s degree in Public Administration, Law, Planning, Records Management/Archives, or related field at NQF level 7; 
• 3 – 4 years’ experience in the field of public administration, law or relevant field of which 2 years at management level (management environment and supervision responsibility of staff; 
• At least a Code 8 driver’s license. 
 
Primary Function:
Manage and coordinate a comprehensive, effective, and efficient committee service and administrative support for the Planning Committee by conducting hearings and ensuring legally compliant processes to legislation and rules of natural justice. Provide evaluations and updates to ensure an effectual and competent registration system by Legal Administration Registration Section by overseeing the receiving, recording, and processing of post decision phase development applications. 
 
Key Performance Areas: 
• Manage the planning and development of a comprehensive Land Use Management Strategy, Plan and System for the City; 
• Oversee the development and monitoring of organizational and employee performance management system to ensure achievement of performance targets within prescribed timelines; 
• Manage and comply to uniformity and synergy between strategy and M&E reporting and support informed decision-making by the Executive; 
• Lead stakeholder engagement and management; 
• Manage and ensure adequate committee and cluster support by ensuring that decisions are determined and comply with integrated planning policies, strategies and guidelines; 
• Manage and coach staff in the Unit to ensure that all staff meet the department’s objectives in line with broader organizational objectives and requirements; 
• Manage and monitor assets and resources of the Directorate; 
• Practice good governance and management of risk. 
 
Leading Competencies: 
• Attention to detail and high levels of accuracy and excellent planning, organising and coordination skills;
