SHORT TERM CONTRACT EMPLOYMENT - (STC)
 
The City of Johannesburg (CoJ), Citizen Relationship and Urban Management Department has the following short - term contract opportunities for a period NOT exceeding twelve (12) months.
 
 
The details are as follows:
 
1. Department: Citizen Relationship and Urban Management (CRUM)
Branch: Augmented Field Services
Designation: Deputy Director: Augmented Field Services (x7) Positions 
One (1) Position per Region (A — G)
Salary Range: R47 283.61 pm (basic salary excluding benefits)
 
Appointment Requirements:
• Relevant Degree in Public Administration or Management (NQF Level 7) or;
• Suitably qualified candidates as defined by Section 20(3) of the EE Act will be considered;
• Seven (7) — nine (9) years' experience in either Local Government, Provincial or National Government of which three (3) years' experience should be at Senior Management level.
• Experience in the coordination and management of service delivery and /or Area Based Management in local government.
• Knowledge of the MFMA, Municipal Structures Act and other relevant legislation.

 
Primary Function: To drive, coordinate, monitor, ensure implementation, monitoring and evaluation of the Augmented Service Delivery Programme in Regions A — G in CRUM and ensure compliance with uniform standards, procedures and consistent standards of service delivery excellence.

Key Performance Areas: Development, design, implementation, monitoring and evaluation of the Augmented Service Delivery Programme in Regions A — G. Lead the development of social mobilization in communities to clean the city. Manage Financial and Risk Management, including financial controls and input into the Department's Business Plan and SDBIP.
 
Leading Competencies: People Management; Leadership; Ability to work under pressure and produce accurate reports within limited timeframes; High degree of interpersonal skills to interact with all levels of staff and external stakeholders; Ability to produce documents of a high quality.
 
Core Competencies: Computer literacy (Microsoft Word and Excel); good communication (verbal and written); monitoring and evaluation; analytical and research skills required.
 
 
 
 
 
2. Department: Citizen Relationship and Urban Management
Branch: Augmented Field Services
Designation: Supervisor: Augmented Field Services (x19) Positions
Regions A, B, C, E & G x 2 positions Per Region. Region D x 6 positions, Region F x 3 positions
Salary Range: R20 908.74pm (basic salary excluding benefits)
 
Appointment Requirements:
• Grade 12 / NQF level 4 is required.
• 1-2 years' experience in operation management is required.
• Knowledge of relevant wards and service delivery requirements.
• Knowledge of the environment.
• Knowledge of safety procedures and operation safe working procedures.
• Knowledge of relevant tools and equipment and procedure.
 
Primary Function: Supervision of team leaders and general workers, to provide optimal street cleaning, litter picking, weeding, storm water desilting, removal of stickers from street furniture and poles, removal of illegal sign boards and other functions relating to the Augmented Visible Service Delivery Programme. Communicate and provide education to residents on compliance with by-laws relating to illegal dumping. Ensure that a good foundation of supervision is implemented as per ward based plans.
 
Key Performance Areas: Supervision of team leaders and general workers, to provide optimal street cleaning, litter picking, weeding, storm water desilting, removal of stickers from street furniture and poles, removal of illegal sign boards and other functions relating to the Augmented Visible Service Delivery Programme. Ensure that a good foundation of supervision is implemented as per ward-based plans. Daily liaison with Councillors, Municipal Entities, Departments and community on implementation and sustainability of the programme. Manage staff performance.
Leading. Competencies: Ability to work under pressure.
 
Core Competencies: Computer literacy (Microsoft Word and Excel); good administration and communication; good customer services skills required.
