DEPUTY DIRECTOR: STAFF OFFICE

Minimum Requirements: 
  • Grade 12 plus a Bachelors Degree or B Tech qualification in Public Administration, Business Administration (NQF level 7); 
  • Driver’s license; 
  • 8 years or more experience in the relevant field required, of which 3 years must be at Supervisory/Managerial level; 
  • Computer literacy: MS Office 
 
Primary Function:
Provide support in the Office of the Chief: Emergency Management Services, pursuant to the strategic objectives of the EMS Directorate, within the Public Safety Department through the management of all support functions, including but not limited to administrative, office management, and financial support. 
 
Key Performance Areas: 
  • Provide business, technical, and financial analysis and support to the Office of the Chief: EMS; 
  • Manage finances of Projects in the Office of the Chief: EMS; 
  • Support the Chief of EMS with procurement services to ensure the timely, cost-effective and compliance acquisition of goods and services that support EMS operations; 
  • Ensure the smooth, efficient, and secure functioning of the Office of the Chief EMS work environment. It supports the core business by maintaining the physical and technological infrastructure employees need to work effectively; 
  • Coordination of the Performance Management requirements for the Office of the Executive Director; 
  • Ensure efficient, accurate and secure handling of information within the Office of the Chief EMS.

Minimum Requirements: 
  • Grade 12/NQF level 4; 
  • Bachelor’s Degree in Environmental Management or Environmental Science or Atmospheric Science or Engineering (Instrumentations) or Mathematics or Statistics or Physics or Chemistry at NQF level 7; 
  • 6 – 8 years’ experience in a Government environment or Environmental organization or consultancy working in the field of air quality monitoring, modelling, licensing or planning; 
  • Minimum of Code 8 Driver’s license. 
 
Primary Function:
Manage the City’s ambient Air Quality Monitoring network in order to ensure optimal functioning of the network and compliance to air quality ambient standards. 
 
Key Performance Areas: 
  • Conduct ambient air quality monitoring according to the prescribed Norms and Standards as prescribed in Section 7(1 and 2) and 8(c) of the Air Quality Act; 
  • Conduct repairs and maintenance on the air quality monitoring instruments to produce accurate, credible, and scientific representable data in the city’s ambient air quality monitoring network; 
  • Data management methods and implementation of maintain view to log data values and determine data quality measurements, such as calibration results; 
  • Quality management system (ISO17025); 
  • Assist with the compilation, review and implementation of the Air Quality Management Plan (AQMP) of the City; 
  • Implement the performance management policy and procedure of the Department so that the Department and business unit’s objectives are met; 
  • Procurement and Contract Management’ 
  • Engage with potential stakeholders to facilitate collaboration with the City of Johannesburg; 
  • Handle routine research administration. 
 
Leading Competencies: 
  • Computer literacy (MS Office Packages, including Word, Excel), GIS and programming language (R statistical);

Minimum Requirements: 
  • Grade 12/NQF level 4; 
  • Bachelor’s Degree in Environmental Management or Environmental Science Waste Management, or a related field at NQF level 7; 
  • 7 - 10 years’ minimum experience in the waste management sector with 3 years in a middle management role within the municipality; 
  • Minimum of Code 8 Driver’s license. 
 
Primary Function:
Strategic planning, regulatory compliance, and operational excellence in integrated waste management (waste collection, recycling, and sustainable disposal). Leading waste management efforts in Johannesburg, ensuring effective oversight of Pikitup, the municipal waste entity. Driving innovative and environmentally friendly waste solutions, aims to enhance service delivery, promote public engagement in sustainable waste practices. 

Key Performance Areas: 
  • Develop and implement strategic objectives for the Waste Management and Regulation Unit to align with the city’s environmental and sustainability goals, formulate policies for waste reduction and recycling, and coordinate with Pikitup to establish long-term operational goals, budgets, and performance metrics for effective service delivery; 
  • Enforce waste management regulations and standards to ensure compliance with local, national, and international environmental laws for public health and safety; 
  • Monitor Pikitup’s performance against key performance indicators for waste collection and recycling, develop reporting structures and budgets to ensure fiscal responsibility, and lead initiatives to enhance operational efficiency and customer satisfaction in waste management services across Johannesburg; 
  • Champion sustainable waste management practices and green initiatives, such as alternative treatment technologies and recycling programs, while introducing innovative waste solutions that align with circular economy principles and green technology; 
  • Foster partnerships and engage with residents and businesses to promote public awareness of sustainable waste practices; 
  • Diverse waste information systems to gather and analyse data for evidence-based planning, using insights to enhance waste services and support strategic waste reduction efforts across the City; 
  • Sound financial management in line with the Municipal Finance Management Act and regulations; 
  • Manage and oversee the process of people management and development for the unit; 
  • Develop and implement sound systems for risk identification, management and mitigation;
  • Compile management reports so that stakeholders are informed of performance progress/relevant issues of the business unit/Department.
