DESIGNATION: Specialist: Strategic, Networks & Associations
REMUNERATION: R47 428,59 pm (basic salary, excluding benefits)
LOCATION: 48 Ameshoff Street, Braamfontein
Minimum Requirements:
• Grade 12 plus Bachelor of Arts Degree in International Relations, Public Administration, Planning or Policy Development (or associated discipline) at NQF level 7;
• 6 – 8 years relevant experience in International/Strategic Relations, Public Administration and Development Planning within a large organization in a senior management level in either the public or private sector;
• Must have a valid driver’s license.
Primary Function:
Participate in the Strategic Relations function of the City of Johannesburg. Initiate, develop, network and partner with strategic international cities and organisations in line with the City’s long-term strategy and provide support to other Departments and Entities. Establish and maintain relationships with the City’s international counterparts and identify and address new strategic relationships to bolster the image of the City globally and internationally. Provide the content required to support the Executive Mayor and Senior Administration of the City in support of the International Relations mandate of the City of Johannesburg. Review potential strategic city-to-city relationships informed by an approved International Relations Strategy for the City of Johannesburg. Research new international relations partnerships through internal or external networks relevant to local government. Extract relevant international best practices to support knowledge management and learning exchanges for the CoJ. Intergovernmental lobbying on international strategy issues focusing especially on the National & Provincial Planning Commissions/SALGA/Metros and emerging GCR. International relations and obligations – research and content support to the Office of the Executive Mayor and the Office of the City Manager. Provide consolidated feedback to the City Manager/COO i.t.o international city best practices and networks. Report on the progress and impact of the various relationships on a regular basis.
Key Performance Areas:
• Quarterly IR newsletter to create and enhance awareness of the IR function within the City, nationally, on the continent as well as globally;
• Progress on involvement on Global Networks (C40, Iclei, UCLG, Metropolis, FMDV);
• IR Management and logistics;
• Review and development of IR Strategy;
• Implementation of agreed action areas of strategic relationships (strategic city to city; friendship & project collaboration).
Leading Competencies:

• Computer literacy including MS Office Applications;
• Excellent oral and written communication, interpersonal, negotiation and liaison skills and the ability to work in partnership with senior officials and manage relationships with internal and external stakeholders;

• High level of confidentiality and organisational skills;
• Time Management, working independently, under pressure and ability to prioritise.
Core Competencies:
• Knowledge of International Relations, global issues and local government;
• Sound knowledge of strategy formulation and strategic planning in the public sector, including principles and practices;
• Knowledge of the policy framework of government and the regulation and legislation that drive it;
• Excellent conceptual, analytical and problem identification and resolution skills and the ability to interpret and apply policies and related legislation;
• Sound understanding of applying public administration principles and implementing contemporary management practices, particularly as they relate to strategy functions;
• Principles and practices of administration and personnel management;
• Principles and practices of project management;
• Principles and practices of municipal budget preparation and administration;
• Sound Judgement and high decision-making ability.
