CHIEF OF POLICE 
DEPARTMENT: Public Safety 
BRANCH: Johannesburg Metropolitan Police Department (JMPD) 
DESIGNATION: Chief of Police 
REMUNERATION: R90 865,91 pm (basic salary, excluding benefits) 
LOCATION: Martindale
 
Minimum Requirements: 
• Grade 12 plus a Bachelor’s Degree from an accredited institution/University with a major course in criminal justice, police science or related field; 
• Minimum of 10 years’ relevant experience in Operations, of which 5 years must have been in Management at Deputy Director level in JMPD; 
• Senior Manager with 10 years’ relevant exposure and experience, of which 2 years must be at executive management level; 
• Experience and exposure in the Public Administration and service delivery environment in a comparable context will be an advantage; 
• Council policies and procedures, budgeting, intermediate computer literacy, report writing, familiarity with Metropolitan Police Services and Safety prescripts, Municipal By-Laws, MFMA, PFMA and must have undergone relevant leadership programs; 
• Knowledge of policy analysis, monitoring, evaluation and reporting, IDP and business planning; 
• An advanced Metropolitan Police qualification. 
 
Primary Function: 
Plan and direct Police Operations in an effort to protect lives and property. Drives the development and implementation of a crime prevention strategy for the City, develop the delivery mechanisms and systems for crime prevention and detection, enforce laws and ordinances and maintain public order throughout the City to guide, operate and maintain an efficient, effective and sustainable Metropolitan Police Department. 
 
Key Performance Areas: 
• Plan the Department’s activities by way of analysing and researching appropriate programs/information thereby determining short-, medium- and long-term goals, objectives, action plans, operating standards, performance targets, etc.; 
• Provide strategic direction in the section that enhance the brand, credibility, reputation and positive image of the section and the City, including leading, planning, managing decisions within JMPD and empowering staff in the section to ensure that staff meet the departmental objectives and requirements as well as resource constraints; 
• Develop and design procedures, system and controls guiding critical crime investigations and strategies; 
• Provide the community with a safe road environment through the delivery of road policing for the municipal areas, ensuring compliance to relevant legislation and fight corruption; 
• Educate, raise awareness and inform the public and other stakeholders about traffic issues in the City; 
• Provide and lead the By-Law Awareness and Enforcement initiatives; 
• Lead the provision of the Security Services for the City’s assets, property and its human resources; 
• Reduce, deter or prevent the occurrence of specific crimes and local misbehaviour by altering the environment in which they occur, changing the conditions which are thought to cause them and provide a strong deterrence in the form of visible Metro Policing; 
• Develop, communicate and maintain a healthy working relationship with all stakeholders; 
• Maximise the productivity of Logistics by optimizing the effectiveness of its employees in order to enable achievement of objectives of the Department; 
• Manage all aspects of the finance, including, but not limited to expenditure in accordance to the legislative framework as well as the City’s policies and procedures; 
• Oversee and monitor the compliance of all policies and procedures pertaining to both movable and fixed assets, according to Supply Chain Management and Asset and Risk Management requirements for the Department; 
• Provide quality reports on the functions and performance of Logistics which are factual, accurate and complete; timely and contribute to and support the overall requirements of Credit Management.

• Experience in supervising multiple, diverse service functions simultaneously with a strong supervisory and team leadership skills; 
• Ability to work with various levels of personnel in a fast-paced environment; 
• Experience in compiling and managing budgets; 
• Excellent verbal and written communications skills;

Primary Function:
Provide leadership, management, analysis and oversight of the strategy and policy frameworks for the Public Safety Department, ensuring effective delivery against the City of Joburg’s GDS 2040 Strategy, IDP, Business Plans and vision. Responsible for strategy and policy management relating to Communications, Stakeholder Management, Intergovernmental Relations for the Department.

• Must have a valid driver license;

Primary Function: 
To plan, organize, lead and control the delivery of Licensing, Investigation and Prosecutions services in line with Public Safety Mandate and City of Johannesburg strategic priorities.

• Contribute to the development of the department strategic planning process. 
• Lead the directorate services delivery and Budget implementation planning (SDBIP) process; 
• Lead and facilitate the directorate performance management planning process.
