​FINANCE MANAGER (RE-ADVERTISEMENT)

Job Purpose:
Oversee and manage the provision of finance, budget preparation and monitoring, asset management and supply chain management services.
 
Minimum Qualification requirements & Experience:
  • BCom Degree Finance, Accounting or equivalent qualification.
  • Professional Membership/Associations (SAICA, SAIPA) is advantageous.
  • Completed 3 years Articles.
  • 5 years of financial management experience.
 
Key Performance Areas:
  1. Manage the budgeting process that supports the overall Brand South Africa strategy.
  2. Plan, evaluate, analyse and consolidate input related to Medium Term Expenditure Framework (MTEF) financial planning processes: Estimate of National Expenditure, draft Brand South Africa budget, compile budget structures and general ledger codes, determine breakdown structure of anticipated revenue and expenditure for the financial year.
  3. Implement and manage the risk management process.
  4. Implement and monitor the risk management process and plan that supports the Brand South Africa strategy.
  5. Planning and Organising
  6. Preparation of monthly and quarterly management reports (on content, financial and staff, etc).
  7. Financial management/oversight and compliance.
  8. Establish, implement and maintain financial management and internal control system (assist with policy development, ensure the implementation, investment and cash management, put measures in place to prevent unauthorised, fruitless and irregular expenditure, manage validity of transactions on the financial management system, reconciliation of balance sheet accounts).
  9. Prepare financial statements and manage audit for each financial year.
  10. Administer and manage SAGE Payroll, i.e. manage the payroll preparation and payout (issuing IRP5, EMP501 reconciliation, timely payment of PAYE, Pension and Medical Aid).
  11. Managing and coordination monthly reporting, budgeting and forecasting.
  12. Manage the overall Brand South Africa budget with line managers: ensure the expenditure is in accordance with the business plan.
  13. Establish and maintain a financial reporting system: compile reports on Brand South Africa financial affairs in accordance with General Recognized Accounting Practices (GRAP), Public Finance Management Act (PFMA), Treasury Regulations (TR), and International Financial Reporting Standard (IFRS), prepare report on financial transactions.
  14. Effective, efficient and economic use of resources that supports the budgeting processes.
  15. Be the custodian of Brand South Africa assets and maintain the asset register in compliance with Treasury regulations (GRAP).
  16. Contribute to the development of finance policies.
  17. Organisational management and governance.
  18. Performance management of relevant supplier relations and inputting the specs for supplier relations management (where performance management system sits in Operations) and contributing to the SLAs.
  19. Contribute to the development of finance policies.
  20. Support Brand South Africa team members by providing capacity and information when needed.
  21. Implement and manage the Supply chain management system.
  22. Establish and manage a fair, equitable, and transparent and cost effective supply chain management system (establish and maintain supplier database).
  23. Contract Management.
  24. Compliance, Monitoring and Reporting.
  25. Monitoring and reporting on the implementation of supply chain that is fair, equitable and transparent and a cost effective system.
  26. Staff management and development.
  27. Delegate work assignments and tasks to appropriate individuals, providing sufficient direction so desired business outcomes can be achieved.
  28. Provide direct reports with leadership, direction, and coaching to achieve work objectives and improve performance and skills.
  29. Performance Management – ensure that team members achieve their Performance Objectives as per individual agreements.
  30. Staff development, motivation and training.
  31. Recruit and select respective staff.

​SUPPLY CHAIN MANAGER

Job Purpose:
To manage Brand South Africa’s governance and implementation of compliant procurement practices.
 
Minimum Qualification requirements & Experience:
  • Relevant degree in Supply Chain Management or equivalent.
  • Minimum 8 years public sector procurement experience of which 3 years must be at management or middle-management positions.
 
Key Performance Areas:
  1. Demand Planning
  2. Develop and / or participate in the development of the supply chain strategy for the organisation.
  3. Develop annual procurement plan with prioritisation and resourcing.
  4. Oversee organisation wide management of the strategic sourcing, procurement, contracting, and evaluation of services.
  5. Manage and / or execute procurement related functions (e.g., develop and implement contract management and procurement frameworks, sourcing strategies, manage contracts, etc.).
  6. Develop and implement new systems, best practices, inventory control, demand planning, and other optimisations in order to meet Brand South SA sourcing requirements.
  7. Tender Process Management
Bid Specification and Calls for Proposals
  • Participate in and provide advise at Bid Specification meetings to ensure that SCM policies are complied with for tenders.
  • Provide advise in the development of Calls for Proposal to ensure that SCM policies and Regulations are complied with.
Tender Documentation Preparation and Advertising
  • Establish industry based tender compliance requirements through reviewing scope of the terms of reference and integrating the compliance requirements into the tender documentation as required.
  • Distribute the draft tender advert template to facilitate the line managers drafting a tender advert.
  • Approve placement of adverts in appropriate media for the required time period including National Treasury ePortal and Government Gazette.
Tender/Proposal Receipt
  • Receive tenders/proposals either through email or hard copy submitted tenders, implement the required tender receipt management process. 
  • Review submitted tenders/proposals for SCM compliance through checking submissions against the requirements defined in the Terms of Reference or Calls for Proposal. 
  • Prepare a report highlighting the compliant and non-compliant submissions with explanations to the Bid Evaluation Committee.
Bid Evaluation Committee
  • Monitor scheduling and convening of Bid Evaluation Committee and Identifying key participants and distributing relevant materials.
  • Minute the Bid Evaluation Committee meeting through capturing the key aspects of the evaluation discussion.
  • Provide advise on compliance and SCM related matters as required at the Bid Evaluation Committee meeting.
  • Apply the BEE to the tenderers that meet the Bid Evaluation assessment criteria and identify the highest rated tenders.
  • Monitor and review preparation of tender packs for the Bid Adjudication Committee.
  • Bid Adjudication Management
  • Manage the approval, signature and storage of BAC minutes and reports.
  • Manage queries from Internal Audit.
  • Risk Management
  • Conduct the quarterly and annual SCM risk assessment and development of the SCM risk universe and risk response plan.
  • Bidder Communication
  • Manage the communication of the outcome of the BAC or Proposal Review process with successful and unsuccessful bidders in line with the established policies.
  • Refer any queries from bidders related to tender/proposal outcomes to Legal Manager.
  • Document Management
  • Developing and maintaining documentation in support of key supplier and development initiatives.
  • Contract Management System
  • Conduct SCM compliance checking of contracts that have been awarded and contracts on the contracts register to ensure compliance with the SCM policy.
  • Maintain the contract register for tenders through updating register with all contract changes monthly.
  • Vendor System Management
  • Manage the loading of approved vendors onto the vendor system in line with the defined contract nature and SCM requirements.
  • Ensure vendors have registered with National Treasury Central Supplier Database (CSD).
  • Manage the issuing purchase orders for loaded and approved vendors to ensure they are complaint with the SCM requirements.
  • Manage the annual vendor details validation and updating process through checking the accuracy of information captured.
  • Address any supplier database errors with the Procurement Administrator.
  • Reporting and Administration
  • SCM Monthly, quarterly and annual reports to CFO.
  • Bid Committee reports to the Bid Committees.
  • Procurement Plans to National Treasury.
  • BEE quarterly reports.
  • National Treasury Quarterly Reports.
  • Contract register reports.
  • Undertake all required administration as necessary.
  • People Management
  • Select, assign, lead and manage people.
  • Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
