Overview of the organisation: 
The National Metrology Institute of South Africa (NMISA) is a Schedule 3A public entity established in terms of the Measurement Units and Measurement Standards Act, No. 18 of 2006 (the Act). NMISA is mandated to provide for the use of the International System of Units (SI) and other measurement units in South Africa, to maintain national measurement standards (NMS), and to determine and ensure the comparability of the NMS. 
NMISA undertakes research and development to establish and improve measurement standards and to develop analytical methods that yield results traceable to the SI.

The position 
The Chief Financial Officer (CFO) is responsible for providing strategic financial leadership and ensuring sound financial governance across NMISA. The role supports the Chief Executive Officer in the execution of responsibilities in terms of the Public Finance Management Act, 1999 (PFMA), Treasury Regulations and other relevant prescripts. The CFO is accountable for the strategic and operational management of Finance, Information and Communication Technology (ICT), and Supply Chain Management functions. This includes ICT governance, systems infrastructure oversight, digital risk management, and the lifecycle control of organisational hardware and software assets. 
 
Key responsibilities: 
The successful candidate will be responsible for the following: 
  • Develop, implement and monitor an effective financial management strategy aligned to NMISA’s strategic objectives. 
  • Ensure sound and sustainable management of organisational finances, including effective financial planning and resource optimisation. 
  • Develop, implement and maintain effective internal controls, policies, processes and procedures in support of strong financial governance and audit readiness. 
  • Collate relevant data, develop the organisational budget and oversee organisational spending and performance against the approved budget. 
  • Oversee internal and external financial reporting, including monthly and quarterly reporting and the preparation of Annual Financial Statements in accordance with GRAP. 
  • Lead and coordinate the annual external audit process and ensure the timely implementation of audit action plans and closure of audit findings. 
  • Monitor legislative and regulatory developments and ensure compliance with applicable laws, regulations and governance requirements. 
  • Oversee payroll governance, statutory compliance and reconciliations to ensure accuracy, integrity and compliance. 
  • Oversee the development, implementation and continuous improvement of Supply Chain Management systems and processes in accordance with applicable legislative and governance requirements, including the prevention and management of irregular, fruitless and wasteful expenditure. 
 
ICT governance and systems oversight 
  • Provide strategic oversight of ICT governance, ensuring systems, infrastructure and digital environments support organisational resilience, performance and audit readiness. 
  • Oversee cybersecurity risk awareness, data integrity and system control environments in alignment with governance and risk management frameworks. 
  • Manage the lifecycle control of ICT hardware and software assets, including acquisition, licensing, maintenance, upgrades and disposal. 
  • Ensure ICT systems effectively support financial reporting, supply chain processes, payroll and organisational internal controls. 
  • Guide the optimisation, modernisation and sustainability of ICT infrastructure to support efficiency, automation and organisational performance. 
 
Stakeholder and leadership responsibilities 
  • Manage NMISA’s relationships with critical stakeholders on financial and governance matters, including National Treasury, the shareholder department and auditors. 
  • Provide leadership, development and effective management of the Finance, ICT and SCM departments’ human capital and performance. 
 
Qualifications and experience 
The ideal candidate must meet the following minimum requirements: 
  • A postgraduate qualification in Financial Management or a related discipline. An MBA or equivalent qualification will be an added advantage. 
  • Chartered Accountant: CA(SA). 
  • A minimum of 10 years’ relevant financial management experience, of which at least 5 years must be at senior management level. 
  • Sound knowledge of public sector legislative frameworks, including the PFMA, Treasury Regulations, Treasury Instruction Notes and related prescripts. 
  • Strong knowledge of public sector supply chain management processes and applicable preferential procurement and BBBEE requirements. 
  • Detailed knowledge of financial management, accounting standards, principles and practices, including GRAP. 
  • Sound understanding of ICT governance, systems controls, cybersecurity risk and the integration of digital platforms with financial and supply chain environments. 
  • Sound knowledge of strategic planning processes and execution.

​TOOL MAKER: MECHANICAL WORKSHOP 

Salary Range: R 463 332 – R 545 097 per annum (all inclusive)

PURPOSE OF THE POSITION 
NMISA is seeking an experienced Toolmaker / Mechanical Artisan to support the design, manufacture and modification of precision mechanical components and artefacts used in metrology laboratories and measuring instruments. 
The successful candidate will take a lead role in the Mechanical Workshop, including hands-on machining, basic design support, job scheduling, and supervision/training of workshop staff and learners. The role works closely with engineers and laboratory specialists to deliver high-accuracy, fit-for-purpose mechanical solutions. 
This position is well suited to a senior mechanical toolmaker or electro-mechanical artisan with strong workshop experience in precision manufacturing environments. 
 
MINIMUM QUALIFICATIONS, SKILLS AND EXPERIENCE 
  • Trade Test Certificate as a Toolmaker / Fitter & Turner / Millwright / Electro- Mechanical Artisan 
  • National Diploma (N6) or equivalent technical qualification (Mechanical or Electro- Mechanical) 
  • Minimum 5 years’ practical experience in a precision mechanical workshop environment 
  • Strong experience in manual machining (lathe, milling, drilling, fitting) 
  • Working experience with CNC machining (lathe and/or milling) 
  • Ability to read and interpret mechanical drawings and specifications 
  • Sound knowledge of engineering materials and mechanical components 
  • Experience with CAD software (e.g. Fusion 360 or similar) 
  • Experience with Fanuc or similar CNC controllers 
  • Basic TIG welding (including aluminium) 
  • Exposure to electro-mechanical systems or basic electrical controls 
  • Experience in, tooling or prototype environments 
 
RESPONSIBILITIES
  • Manufacture, modify and repair precision mechanical components using manual and CNC machining 
  • Operate lathes, milling machines and general workshop equipment to high accuracy standards 
  • Support the design and interpretation of mechanical drawings and specifications 
  • Assist laboratories with prototype development and specialised tooling 
  • Lead and coordinate day-to-day activities of the Mechanical Workshop 
  • Supervise, mentor and train workshop staff and apprentices 
  • Schedule work and prioritise jobs to ensure effective use of workshop resources 
  • Maintain workshop machines, tools and housekeeping standards 
  • Promote and enforce a safe working environment 
  • Assist with procurement of materials, components and consumables 
  • Support basic budget tracking and reporting for workshop activities 
  • Maintain records in line with NMISA’s Technical Quality Management System (TQMS) 
  • Engage with internal and external clients to understand requirements and propose practical solutions

Purpose of Role: 
A vacancy exists in the Internal Audit Section of the NMISA for an Internal Auditor to provide an independent, objective assurance and consulting service designed to add value and improve the operations of NMISA. 
 
Minimum Qualifications, knowledge and Experience 
  • B Com degree or B Tech degree in the following fields: Accounting/Internal Audit 
  • At least two (2) years’ experience in internal audit, experience within an audit firm would be an added advantage. 
  • Internal Audit Technician and / or training will be an added advantage, including membership to the Institute of Internal Auditors. 
  • Knowledge of Global Internal Audit Standards, Treasury Regulations, Public Finance Management Act (PFMA), Policies, and COSO Framework, IIA Code of Ethics. 
  • Skills: Strong Communication skills, Interviewing, problem-solving, analytical skills, report-writing skills, Creative Thinking abilities, and the ability to work under pressure. 
  • Valid driver’s license would be an added advantage 
 
Duties and Responsibilities 
  • Perform audit administration functions as outlined in the approved audit methodology. 
  • Opening audit files in line with the approved methodology. 
  • Perform execution / fieldwork in accordance with approved audit program, document audit working papers and reference working papers to findings worksheets and reports.
  • Clearing coaching / review notes on working papers and draft audit report on time. 
  • Assist in compiling draft audit reports supported by audit working papers and findings worksheets. 
  • Perform follow-up audits as scheduled in the approved audit plan under the supervision of the Senior Internal Auditor. 
  • Independently perform approved audit assignments as per the annual audit plan and audit methodology. 
  • Perform execution of fieldwork in accordance with approved audit methodology, which includes audit programs, document audit working papers, referencing working papers to final reports. Ensure the completeness of audit files in line with audit methodology_ 
  • Compile audit findings worksheet, draft reports and final reports make recommendations based on audit observations. Ensure that reports are issued within agreed timeframes with the management. 
  • Ability to communicate and present draft report and or audit findings worksheet to management and Section Heads. 
  • Ensure that review notes / coaching notes on working papers and audit reports are cleared on time. 
  • Conduct Ad-Hoc assignments including assisting with investigations emanating from Management Requests or NMISA Fraud Hotline. 
  • Assist in the preparation of the Internal Audit quarterly report to the Audit and Risk Committee reflecting performance against the Annual Internal Audit Plan. 
  • Ensure compliance and adherence to Global Internal Audit Standards, Audit Methodology, and Exercise due professional care when conducting audit work.
