CONTRACTS MANAGER

The Armscor Dockyard, Procurement and Logistics Division has a vacancy for a Contracts Manager. Applications are invited from people meeting the qualifications and experience requirements set out below.
PURPOSE OF THE JOB:
To plan, and execute Project and Logistics support management activities for the client base in order to fulfil the strategic and operational requirements of the Dockyard to the benefit of all the stakeholders.
CRITICAL PERFORMANCE AREAS:
- Interface with Industry Service Providers to effect service delivery planning, actual service provision, and achievement of contractual objectives
- Draw up and issue tenders on behalf of the SA Navy (SAN) for Defence goods and services, in accordance with Armscor’s governance practices and in accordance with the Public Finance Management Act.
- Create Value Systems and evaluate tenders for contractors to supply goods and services.
- Draw up contracts for the supply of Defence goods and services, and place and execute contracts to optimise cash flow and contractor performance.
- Compile tender documentation in order to elicit a response from potential suppliers of goods and services
- Evaluate, prepare submission and present for approval, the tender evaluation results and recommendation in order to satisfy the SAN requirement
- Negotiate terms and conditions / prices and purpose written agreements with the intent of providing logistic support services to the SAN
- Contract the preferred supplier in order to provide the required goods and services
- Perform the contract management of the scope of supply, in accordance with the terms and conditions of the order
- Provide advice, problem solving and consultation with contractors and the SAN
- Monitor the contractors’ performance in the provision of the service to Armscor Dockyard and the SAN
- Making project and logistic support decisions within the context of the support project and user environment including all the logistics support elements
- Communicate, influence and advise clearly with internal and external stakeholders
- Build and maintain relationships with relevant stakeholders
- Observe the practices associated with the control of Arms, the management of DOD funds, assets and intellectual property. Respect and observe Military culture, protocols, and Defence security measures.
QUALIFICATIONS:
- B Degree Logistics / SCM/BCom Finance or related
- The following certificates will be an advantage:
- Project Management; Logistics Management; Warehousing
EXPERIENCE:
- 6 – 8 years applicable experience in project management /contract management
- 2 years’ experience in management role
SPECIAL PROFICIENCY/SKILLS:
- Contract Management
- Relevant Armscor Practices and Procedures
- Knowledge of relevant legislation and regulations such as PFMA and BBBEE
- Product Support Management
- Leadership and managements skills
- Problem solving and analytical abilities
- Report writing, presentation skills and effective communication
- Negotiation/ influential interpersonal Skills
