Job description
Major Activities
- Provide operational leadership to the Air Traffic Service Unit to ensure achievement of Air Traffic Management Service Delivery, and overall ATNS business strategy.
- Provide operational Air Traffic Service Unit input and insights into the operations and long-term ATNS strategy.
- Participate in the development, implementation, and articulation of the regional strategy and value proposition to the organisation aligned to the operations and business strategies.
- Support the Head and other thought leaders in the development, implementation and management of the Operations strategy aligned to the vision, culture, and business strategy of ATNS.
- Lead the design, implementation and management of the Air Traffic Service Unit business plan, aviation safety strategy including governance and service management capabilities, along with the service catalogue and service level agreements.
- Drive delivery of the required projects/initiatives within the Air Traffic Service Unit strategy to be on time, within budget and to the required standard.
- Lead implementation of processes to collect feedback on how all the aspects of the Air Traffic Service Centre/Unit strategy are being received in the business.
- Analyse trends and metrics in partnership with the Head to develop the required solutions, program, and policies aligned to the business needs and strategies.
- Set clear targets for the Air Traffic Service Centre/Unit and ensure achievement of such targets by cascading the targets appropriately.
- Develop the annual business plan for the Air Traffic Service Unit to enable achievement of the overall ATNS business strategy and targets.
- Support co-ordination and implementation of the corporate transformation strategy in the Air Traffic Service Centre/Unit in line with relevant policies and legislation.
- Build and maintain strong business relationships with customers to understand their strategies and plans to ensure alignment of the Air Traffic Service Centre/Unit operations to their needs.
- Ensure continuous collaboration for conducting of research and development to enable continuous enhancement of the Air Traffic Service xCentre/Unit's operating model, products and services aligned with trends, technological advances, and changes in business strategy.
- Ensure the effective integration and implementation of all Air Traffic Service Centre/Unit ’s resources to meet the required service delivery capability aligned to customers’ requirements.
- Ensure the delivery of Air Traffic Services is in accordance to the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organisation’s Standards and Recommended practises.
- Develop, implement, maintain, measure, monitor and continuously review the Air Traffic Service Centre/Unit’s Station Standing Instructions, policies, procedures, service level agreements, and letters of procedures and/or agreements.
- Manage and implement Aeronautical Information Management to ensure the required level of support and to enhance teh provision of Air Traffic Service requirements.
- Provide Air Traffic Service Unit inputs and participate in the review of legislation that affects the delivery of Air Traffic Services.
- Implement and participate in projects aimed at improving the client experience at the Air Traffic Service Unit in collaboration with the stakeholders in the respective business areas.
- Ensure communication to all affected parties is in line with the requisite quality, empathy, and timelines to deliver outstanding experiences.
- Continuously monitor and identify any trends or other possible indicators of deterioration in safety or service levels. A pro-active plan to ensure safety and service levels is implemented and maintained.
- Manage and oversee investigations into air traffic incidents and occurrences, recommending and implementing appropriate action.
- Authorise the extension of normal services and services for special operations in accordance with policy and regulations, providing personnel and facilities at locations where ATS is not permanently provided and augmenting staff at permanent locations if required.
- Ensure that aviation safety as well as all value-added measures are delivered and monitored at all times.
- Plan and manage visits to other regional ATCC's to ensure inter-regional co-ordination and the pursuance of successful conclusions to mutual agreements.
- Support a drive for continuous innovation and evolution of the ATNS products and services to deliver a best-in-class customer experience all times.

- Lead development, utilisation, and management of the Air Traffic Service Centre/Unit’s budget.
- Ensure effective leadership in the management of operational costs to enable efficient utilisation of financial resources.
- Ensure compliance to the financial policies and procedures applicable to ATNS.
- Ensure accountability and reporting on all costs incurred against the approved budget.
- In conjunction with ATS Capacity Planning, ensure the availability of skilled and competent staff in the Air Traffic Service disciplines at the Centre to meet the current and future needs aligned to the operating model and overall business strategies.
- Ensure high levels of discipline and performance standards to achieve Air Traffic Management service delivery objectives and the ATNS business strategy.
- Co-ordinate and ensure resourcing deliverables in line with the Service Level Agreements.
- Lead and manage the team to utilise their skills and expertise to support an integrated approach to managing the Air Traffic Service Centre/Unit.
- Manage performance ouputs of teh Air Traffic Service Centre/Unit by using the performance management system and taking corrective action promptly and effectively.
- Train, mentor and coach staff as required to ensure continuous development and availability of the required skill and talent.
- Ensure the transfer of knowledge and skills to enable sustainability within Air Traffic Service Centre/Unit from a succession management perspective.
- Perform talent management aligned to the HR policies and procedures.

Minimum requirements
Minimum Qualifications
- Air Traffic Control Qualification (Aerodrome Control or Approach Control or Approach Controll).
- Formal leadership (Management Development Program) and or Business management qualification.
- Post graduate qualification in Business Management, Aviation Management, Operations, or any relevant field (added advantage).
Minimum Experience
- Minimum 8 years of experience in conceptualising, designing, implementing, and managing air traffic management Operations or functions of which at least 5 years must be at Pool Manager level within a complex air traffic services / air traffic management environment.

The successful applicant will be reporting to the Head of Aviation Safety. Purpose To develop, implement and maintain an effective Safety Management System for ATNS to enable the provision of assurance on safe aviation operations and to manage all aspects of the operation of the Safety Management System as it pertains to Air Traffic Services (ATS), Aviation Training Academy (ATA), Flight Procedure Design (FPD), Aeronautical Information Management (AIM), Charting, and Obstacle Evaluations (OE) by conducting regular safety audits, and safety investigations in the case of reported safety events.
Job description
Safety Management and Maintenance - Develop, implement and maintain an effective Safety Management System for ATNS to enable the provision of assurance of safe aviation operations; Ensure alignment of the safety management system to aviation safety regulations and all relevant legislation; Monitor and ensure compliance of business operations to the safety legislative framework by conducting assurance audits, and safety investigations in the case of the unavailability of required systems or infrastructure; Manage all aspects of the operation of the ATNS Safety Management System (SMS) as it pertains to operations technology and infrastructure planning by conducting safety assurance audits and safety investigations in case of unavailability of required systems or infrastructure; Manage and ensure compliance to aviation safety regulations and to monitor the effectiveness of corrective actions in case of audit findings and/or non-compliance; Ensure that aviation safety documentation accurately reflects the current environment and complies to SACAA and SHE Regulations; Monitor the safety performance of the entire ATM /CNS system and formally report the status of aviation safety compliance and safety performance within ATNS which includes safety incidents, safety investigations conducted, and safety audit results, to the Safety Review Committee, EXCO and MANCOM on a monthly and quarterly basis; Keep abreast of technology infrastructure developments and advancements within ATNS and globally to enable effective planning of assurance activities in the future, in order to ensure the ongoing and confident provision of assurance on the safety of ATNS operations, employees and infrastructure; Act as the primary contact for all aviation safety matters; Contribute to the development and implementation of aviation safety policies and processes; Research safety management to continuously improve the ATNS safety management system and related processes; Provide specialist advice and assistance where required regarding safety issues; Promote safety awareness and understanding throughout the entire organisation through ongoing communication and engagements, compile safety communications periodically or as required; Review safety audit reports and escalate identified risks to the Head of Aviation Safety; Plan, prepare, and communicate the annual audit schedule and schedule follow-up audits when required; Provide oversight over audit processes conducted by the SACAA, review incoming audit reports and ensure findings are addressed and corrective plans developed and implemented; Ensure safety assurance of Air Traffic Services (ATS), Aviation Training Academy (ATA), Aeronautical Information Management (AIM), Flight Procedure Design (FPD), Charting and Obstacle Evaluations (OE) and other non-core business areas with direct impact on safety; Provide assurance over the mandatory occurrence reporting, investigation, and mitigation implementation processes and monitor the effectiveness thereof; Prepare submissions to CARCOM to support amendments to, or develop new regulations and technical standards to accommodate ATNS technological developments and advancements; Review and recommend requests for exemptions to CAA regulations and safety assessments to the Head of Aviation Safety; Investigate and provide feedback to all ATNS stakeholders such as the SACAA, airline operators, and airport authorities on safety issues and related matters; Participate in the development of the Operations ATM and CNS Technology Roadmap in order to achieve safety excellence, with due cognisance of the ICAO SARPS, and other applicable statutory requirements; Review the relevant SACAA regulation periodically to ensure continued compliance of ATNS safety policies and processes; Study and interpret ICAO plans, SARPS and guidance material in the context of ATNS’ objectives; Continuously monitor ATNS safety trends and provide recommendations accordingly; Provide inputs into the safety strategy and the Corporate Annual Safety Plan of ATNS; Maintain plans, processes, procedures and review safety cases as appropriate in accordance with SMS and OHAS Act 85 of 1993 for introducing new technologies and procedures into the operations environment; Identify and undertake research and development projects where required that will advance the corporate safety objectives of ATNS; Provide feedback to all ATNS stakeholders on safety-related matters; Provide inputs into the ATNS Safety roadmap, considering the ICAO SARPS and other applicable statutory requirements; Periodically review the relevant regulations to ensure continued alignment of policies and processes; Study and interpret ICAO plans, SARPS, and guidance material in the context of ATNS’ objectives; Develop, implement, maintain, and continuously review the policies and procedures relevant to the department; Provide inputs into the safety strategy and Corporate Annual Safety Plans; Conduct mentorship training for the unit investigator group to enhance their investigation skills; Select, conduct initial training, and ensure proficiency of unit investigators.
Governance, Risk Management, Compliance & Reporting - Assure that organisational risks are reduced while enhancing the performance, integrity, and risk profile of the organisation; Manage and implement a robust governance framework to support aviation safety; Create an informed environment that enables the prediction and prevention of future accidents through diligent risk assessment, risk management, analysis, and control to create a safe operations environment; Identify operations risks, recommend mitigation and review effectiveness and implementation of mitigation plans and actions; Continuously monitor and measure compliance to ATNS policies and processes and relevant legislation; Ensure compliance with relevant regulation, legislation, policies and safety standards; Review processes to ensure adherence to quality requirements and identify opportunities for enhancement; Review audit reports and escalate identified risks to management; Prepare and review the audit schedule, submit for publication; and schedule follow-up audits where required; Consolidate input from all relevant stakeholders to prepare management reports for the Head of Aviation Safety and other relevant stakeholders; Generate and provide ad hoc reports and information as required; Provide inputs and monitor the department risk register.
Stakeholder Relations Management - Build, maintain, and nurture mutually beneficial relationships with all relevant stakeholders; Participate in industry and Regulatory forums and workgroups on a local, national and regional level; Provide safety-related inputs and guidance to ICAO, SACAA, CANSO, EUROCAE, ATM/CNS Committee and other appropriate planning groups, sub-groups, working groups and task forces; Build and maintain effective collaborative relationships with all relevant business functions and teams within ATNS to enable the required alignment and optimal functioning of the Aviation Safety Section.
Financial Management - Manage expenditure in line with business priorities and objectives, and within approved financial parameters; Provide inputs into the budget and ensure effective management of operational costs to enable efficient utilisation of financial resources; Ensure compliance to the relevant financial policies and procedures applicable in ATNS; Report all costs incurred against the approved budget as well as any possible deviations thereto.
People Management - Manage staff in accordance with HC policies, processes and practices; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to management and Human Capital; Develop the skills required to effectively lead an audit team in reviewing ISO 45001 management systems within the organization; Ensure the availability of skilled and competent Technical Standards Specialists to meet the current and future needs of the safety management function; Train, mentor and coach staff as required to ensure continuous development and availability of the required skill and talent; Ensure high levels of discipline and performance standards to achieve Aviation Safety objectives and the ATNS business strategy; Coordinate and ensure resourcing deliverables in line with the Service Level Agreements; Manage the performance outputs of staff through the performance management system, provide feedback, and take corrective action promptly and effectively; Ensure the transfer of knowledge and skills to enable sustainability within section from a succession management perspective; Conduct talent reviews in accordance with the HC Talent Management process; Drive employee engagement and talent retention within the section.
Minimum requirements
Minimum Formal Qualifications:
- ATCO3
- Degree in management/leadership or business management
- Postgraduate qualification in Business Management or related field will be an advantage
Minimum Years of Experience:
- Minimum 8 years overall experience, of which:
- 5 years of ISS/SO experience, and
- 3 years’ experience in developing, implementing, and managing safety processes
