Job description

Flight Procedure Design - To manage and lead the flight procedure design section through enacting the Regulatory and SMS processes.  Accountable to Head ASM & TA with regard to managing the FPDO.  Reporting to Head ASM & TA and the SACAA including addressing safety concerns or identified deficiencies within the FPDO.  Accountable for overall progress, reporting and completion of projects, DOT KPI’s and client service requests as per contracted agreements.  Validation and approval of Flight Procedure Designs in accordance with all relevant ICAO SARPS, CARS and CATS requirements.  Ensure compliance of Procedure Design Reports, Charts, Textual Description, drawing file, methodology, assumptions, calculations, user request specifications, aeronautical data and obstacle assessments through quality assurance (checklist) in line with ATNS SMS.  To maintain record of all documentation for audits and SMS.  Provision of Procedure Design Approval Letter for submission to SACAA with approved Procedure Design Packages.  To verify and ensure by accepting responsibility and accountability that designs are produced in accordance with all relevant ICAO SARPS, CARS and CATS requirements.  Review and managing of procedure design processes and procedures.  Conduct safety assurance of proficiency assessments to ensure the continued maintenance of standards and regulation.  Evaluation of findings and documentation of mitigation action in accordance with Third Party Ground Validation Reports and/or the SACAA review approval reports.  To document areas of non-compliance to prevent reoccurrence of safety issues relating to Flight Procedure Design.  Ensure compliance with environmental regulations by ensuring that environmental & noise sensitive areas are identified & considered in designs.  Provide inputs into Safety Group Meeting as PANS-OPS representative.  Provide guidance with regards to safety assessments relating to Flight Procedure Design.  Provide guidance to ensure implementation of recommendations resulting from SACAA Part 173 and 177 audits.  Ensure compliance with all relevant ICAO SARPS, CARS and CATS requirements.       Provide inputs into the ATM and safety roadmaps.  Provide relevant inputs to ICAO state letters.  Manage and review the FPD/Charting training and standards maintenance program.  Identify, monitor assess and address designer/charting competency issues.  Develop, manage and oversee PANS-OPS and Charting OJT programmes.  Receive and disseminate 3rd party Applicants, and oversee the conduct of obstacle evaluations in accordance with ICAO DOC 8168 Vol II and Annex 14 by obstacle evaluators

Marketing and client interaction (Internal and External) - Communicate FP Design services available to potential and existing clients.  Draft formal quotations based on client requests or instruction from BD.  Pursue new business opportunities in conjunction with Commercial Services.  Liaison with internal and external clients including proposals/quotes and associated meetings.  Advising and partaking of technical work groups and committees.  Provide input concerning ATM system development and implementation committees and work groups processing.

Flight Procedures Design, data management and Airspace Design  - Design Flight Procedures and Airspace as per AP005/FPD Operations Manual, including ICAO DOC 8168 Vol II and ICAO DOC 9906 Vol I and ICAO DOC 9613 criteria accepting responsibility and accountability that designs are produced in accordance with the relevant criteria and the SACAA Manual of Procedures, that designs are compliant for the safe operation of aircraft.  Adherence to South African Civil Aviation Regulations.  Regular production of Design Drawings.  Production of detailed Flight Procedure Design reports, tabulations, textual descriptions and supplementary information for submission to the SACAA or external clients.  Production of Calculation records. Provision of professional advice regarding Airspace Design in terms of PANS-OPS requirements.  Provision of consultation services internally/externally as and when required concerning Flight Procedure.  Consultation, co-ordination and liaison with clients.  Ensuring compliance with NEMPAA and other environmental considerations.  Verification of flight procedure designs.  Remain knowledgeable with respect to all ICAO developments in flight procedure design, AIS and ATM operational concepts.  Remain knowledgeable with respect to all ICAO developments in flight procedure design and airspace design.  Provision of technical advice and input to the airspace design function.  Provision of accountable advice and input to internal or external stakeholders regarding new, existing, amended or suspended instrument flight procedures.  Preparation of information regarding flight procedure design activities within ATNS at workshops.  Maintain Pans-Ops competency through training plan.

Research and position ATNS globally  - Conduct research into new technology, Instrument Flight Procedure developments and Aeronautical Navigation advancements.   Provide specialist consultancy services to ATNS and third parties.  Identify and undertake research and development projects where required that will advance the corporate safety objectives of ATNS.  Participate in Instrument Flight Procedure Panels/workshops/conferences as relevant.  Represent ATNS at local stakeholder forums.

Associated Management and General Duties - Provide input into PANS-OPS section budgeting requirements.  Plan and provide input on PANS·OPS/Charting section personnel requirements.  Effective Office Management and personnel resources, the creation, maintenance and review of Job Descriptions for Flight Procedure Specialists.  Engage Interviews applicable to the Flight Procedure Design.  Plan and provide input on PANS-OPS section training (in-house and external) and instructor training requirements.  Management of Flight Procedure Design office infrastructure including software requirements to ensure efficient operations.  Provide professional advice into the development of relevant Civil Aviation Legislation.  Implementation of all new ICAO developments and SARPS within the Flight Procedure Design and   Cartography Scope. Establishment, amendment or change of FPD/Charting internal operations manual.   Establishment, amendment or change of FPD management procedures as and when required.  Establish and maintain training manuals as required, including progress tests, reports, and training logs as per South African Civil Aviation Regulations and ICAO DOC 9906 Vol II for in-house and external training.  Record Management of the Flight Procedure Design and Charting Office, as per ISO, Legislation and the ATNS filing system.  Assessing of proficiency for internal and external FPS trainees.  Amendments, Maintenance and Input to internal Quality Assurance procedures concerning FPD/Charting in accordance with ISO 9001:2015.

Minimum Qualifications

  • Bachelor Administration or equivalent tertiary qualification                
  • BASIC and Advanced PANS-OPS. Course required in line with ICAO requirements, having completed the 18 months mentorship.
  • Training in Procedure Design aided software, preferably PFDAM
  •  On-the-job Instructor course

 Years of Experience

  • 5 Years PANS-OPS Design experience (Senior)
  • 3 Years in air traffic service environment; preferably air traffic control in approach/procedural/radar control environment, or Aircrew (Pilot/Navigator: Instrument environment) operational experience. 
  • 2 Years OJTI experience

Major Activities 

Enterprise Risk Management - Developing and maintaining a fit-for-purpose Enterprise Risk Management Framework (RMF) aligned to best practice methodologies. Delivering expert advisory services to all business units in the utilisation of risk management systems and tools. Embedding appropriate risk management tools within the organisation such as incident management, risk and control self-assessments, key risk indicators and the enhancement of capital calculations. Generating reports and submit to Exco for Board Risk Committees. Assisting business units with articulating identified emerging risks and in updating risk registers Performing the super user and administrator functions in respect of the risk management system. Providing strategic ERM thought leadership to the organisation to ensure effective management of ATNS business risk

Insurance - Developing and reviewing the Insurance Management Policy and Framework. Analysing organisational risk exposures and determine appropriate insurance coverage strategies. Conducting insurance risk modelling and stress testing. Performing scenario analysis to assess potential insurance losses and exposures. Optimising insurance portfolio through risk transfer strategies and cost-benefit analysis. Identifying insurance gaps and provide recommendations for mitigation and reinsurance solutions. Conducting claims trend analysis and predictive modelling. Evaluating insurance renewals, policy terms, and coverage adequacy. Collaborate with insurers, brokers, and stakeholders to enhance risk coverage and risk transfer solutions.

Risk Analytics, Stress Testing & Quantification – Developing, implementing, and managing a robust Risk Appetite and Tolerance Framework for the organisation. Collect and verify the required data from all relevant sources in producing the RAF report. Monitoring Key Risk Indicators (KRIs) for the organisation. Collaborating with different stakeholders to proactively manage tolerance levels within the organisation and ensure mitigating actions are well thought through and implemented at an appropriate level. Preparing and submit reports to executive management, clients and other stakeholders as required. Risk Analytics, Stress Testing & Quantification. Developing and implementing risk quantification methodologies. Leading stress testing and scenario analysis frameworks. Performing Monte Carlo simulations and sensitivity analysis where applicable. Minimum requirements

·       Bachelor’s degree in risk management, Statistics, Mathematics, Actuarial Science, Data Science, Internal Audit or related field

·       Registered with the Institute of Risk Management (preferred)

·       Certification in Insurance, or Quantitative Risk Management (Advantageous)

Certification in Data Analytics, Data Science, or Risk Analytics (Advantageous)

·       five years’ experience in Risk Management in a complex environment of which at least three years must be at a managerial level

·       Experience in Risk Quantification and Model Development including Stress Testing and Scenario Analysis, data analytics, BI reporting

Introduction

To lead a team of Engineering Technicians responsible for the maintenance and support of SADC VSAT2 and NAFISAT systems at all sites within the area of responsibility. Establish work programs for the maintenance.

 

Job description

  • Provide continuous serviceability and availability of all ATNS VSAT systems to the Service levels agreed to with SADC and NAFISAT Supervisory Boards.

·     Developing and implementing defined preventative maintenance plans for all VSAT equipment and infrastructure in the AFI region.

·       Proposing revisions to logistic support plans where required.

·       Implementing immediate remedial action plans in the event of critical failures (Crisis management) Maintain close liaison with the operations environment and SADC and NAFISAT clients to schedule and execute critical corrective restorations and preventative maintenance activates.

·       Providing information on critical system status to relevant stakeholders

·       Coordinating resource and task management activities with other technical centers, SADC, NAFISAT, AFISNET and ASECNA to ensure required level of support is maintained.

Job description

Strategy Implementation - Providing operational leadership in Air Traffic Services at Cape Town International Airport as well as the associated Flight Information Regions to ensure achievement of regional and overall ATNS business strategy. Providing operational input and insights into the operations and long-term ATNS strategy. Participating in the development, implementation, and articulation of the regional strategy and value proposition to the organisation aligned to the operations and business strategies. Supporting the Head and other thought leaders in the development, implementation and management of the Operations strategy aligned to the vision, culture, and business strategy of ATNS. Leading the design, implementation and management of the Air Traffic Service Centre/Unit business plan, aviation safety strategy including governance and service management capabilities, along with the service catalogue and service level agreements. Driving delivery of the required projects/initiatives within the Air Traffic Service Centre/Unit strategy to be on time, within budget and to the required standard. Leading implementation of processes to collect feedback on how all the aspects of the Air Traffic Service Centre/Unit strategy are being received in the business. Analysing trends and metrics in partnership with the Head to develop the required solutions, programs, and policies aligned to the business needs and strategies. Setting clear targets for the Air Traffic Service Centre/Unit and ensure achievement of such targets by cascading the targets appropriately. Developing the annual business plan for the Air Traffic Service Centre/Unit to enable achievement of the overall ATNS business strategy and targets. Supporting co-ordination and implementation of the corporate transformation strategy in the Air Traffic Service Centre/Unit in line with relevant policies and legislation.

Operational leadership in the provision of Air Traffic Services - Planning, organising and co-coordinating Air Traffic Services in the FIR to satisfy the reasonable requirements of the aviation community. Defining new operational requirements (processes and procedures) in the short and medium term to maintain and enhance the Air Traffic Service, making the necessary recommendations for implementation and managing approved implementation. Building and maintaining strong business relationships with customers to understand their strategies and plans to ensure alignment of the Air Traffic Service Centre/Unit operations to their needs. Ensuring continuous collaboration for conducting of research and development to enable continuous enhancement of the Air Traffic Service Centre/Unit’s operating model, products and services aligned with trends, technological advances, and changes in business strategy. Ensuring the effective integration and implementation of all Air Traffic Service Centre/Unit ’s resources to meet the required service delivery capability aligned to customers’ requirements. Ensuring the delivery of Air Traffic Services is in accordance to the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organisation’s Standards and Recommended Practises. Developing, implementing, maintaining, measuring, monitoring and continuously reviewing the Air Traffic Services Station Standing Instructions, policies, procedures, service level agreements, and letters of procedures and/or agreements. Providing Air Traffic Service inputs and participate in the review of legislation that affects the delivery of Air Traffic Services.  Implementing and participate in projects aimed at improving the client experience in collaboration with the stakeholders in the respective business areas. Managing the Air Traffic Service Centre/Unit’s performance against strategy and set targets and corporate objectives.  People Management - In conjunction with ATS Capacity Planning, ensure the availability of skilled and competent staff in the Air Traffic Service disciplines at the Centre to meet the current and future needs aligned to the operating model and overall business strategies. Ensure high levels of discipline and performance standards to achieve Air Traffic Management service delivery objectives and the ATNS business strategy. Coordinating and ensuring resourcing deliverables in line with the Service Level Agreements.
