MAINTENANCE ASSISTANT: FACILITIES DIVISION 
 
Key Performance Areas:.
• Maintenance of assets, infrastructure and agricultural equipment. 
• Ensure that assets are well maintained and structures are well constructed in order to contribute to the execution of core business. 
• Be versatile and capable of maintaining/ repairing/ constructing assets in various areas such as plumbing, electricity, building/ construction, welding, woodwork, roadwork, irrigation system maintenance, garden maintenance etc. 
• Ensure deadlines are met by effective distribution of tasks amongst team members.
• Repairs/ maintain projects according to job requests. 
• Comply with Occupational Health and Safety Regulations. 
• Carry out ad hoc duties. 
 
Requirements: 
• Grade 12/ Matric qualification or apprenticeship. 
• 1 to 2 years’ experience in wide rage of artisan works and in Occupational Health and Safety.

The ARC-Vegetable, Industrial and Medicinal Plants (ARC-VIMP) seeks to appoint a highly skilled, experienced and dynamic person to the following positions at Roodeplaat (Pretoria): 
 
1. SPECIALIST RESEARCHER: DEVELOPMENT OF SEED SYSTEMS (LEAFY, FRUIT AND SEED VEGETABLES) 
 
2. SPECIALIST RESEARCHER: ENTERPRISE DEVELOPMENT AND COMMERCIALIZATION 
 
Key Performance Areas: 
• Initiating innovative research/commercialization and knowledge dissemination projects and the strategically position these research project(s) nationally and internationally. 
• Operational planning of targets and deliverables for all the research project(s) in area of responsibility. 
• Managing the quality of science of the research projects (which includes setting and maintaining the quality of accepted scientific standards of excellence within the discipline) 
• Provision of leadership and guidance with regard to specific research field and quality control of all scientific outputs, projects, proposals, scientific publications, reports, scientific presentations, popular publications and presentations of research projects. 
• Marketing of the research projects(s) through the establishment of appropriate networks, partnerships and collaboration for projects within the programme nationally and internationally.

• Reporting on progress of project milestones of own research and that of the research team and compiling of management progress reports for projects within the area of responsibility. 
• Managing all technology transfer initiatives, including farmer’s days, information days, workshops, training, initiatives for dissemination and sharing of knowledge commercialisation of ARC-IP within area of responsibility.
• Managing all human resources aspects and communication of the employees within the area of responsibility (performance management, maintaining discipline within the team, conflict management and resolution, recruitment and allocation of resources to projects and within teams for projects and all other related HR matters). 
• Managing finances and optimisation of sustainable external income for projects within area of responsibility, including the negotiation of project proposals with research funders, 
• Development of research grants for national and international funding and providing support to research team for the development of research grants for national and international funding.

Requirements: 
Specialist Researcher: Development of Seed Systems 
• PhD/DTech or DSc in Plant breeding and/or Genetics or relevant. 
• Proven record of accomplishment confirming Scientific Status as a specialist. 
• At least 7-10 years’ experience in a relevant scientific research environment, post Ph.D. and a proven international record of accomplishment. 
• Proven record of accomplishment of research leadership as a specialist in the specific field of expertise with extensive publication record. Meets peer norm requirements for specific field of expertise, with a minimum (on average) of two peer-reviewed publications per year. Minimum 20 peer reviewed publications.
• NRF rating of at least C1 or higher will be an added advantage. 
• Proven track-record of development of new varieties and registration of PBR. 
 
Specialist Researcher: Enterprise Development and Commercialization 
• Relevant PhD or DSc in agricultural economics/crop production/agronomy/plant breeding or related field. 
• Or a Master’s degree with MBA/MBL and experience of more than 10 years and a record of accomplishment. 
• At least 8-10 years’ experience in business development and commercialization projects. 
• Income generation to a level of at least R10 million or more. 
 
Both positions 
• Proven record of accomplishment of being an invited international speaker or being involved/invited as participant in international events of high importance.

3. RESEARCH TEAM MANAGER: FARMER SUPPORT, TRAINING AND COMMERCIALISATION 
 
Key Performance Areas: 
• Strategic planning and positioning of programme on farmer support, training & commercialisation for the ARC vegetables, industrial crops and medicinal plants business unit of the ARC, nationally and internationally. (Potential to expand to horticulture crops for the crops sciences team). 
• Operational planning of business unit targets and deliverables for the division within the relevant agricultural sectors. Align these plans such that maximum value is generated from the R&D products and services of the commodity specific divisions. 
• Managing research, innovation and technology transfer portfolio of the programme comprised of multi-disciplinary teams operating within an agricultural commodity context and across value chains, which includes setting and maintaining the quality of scientific standards of excellence across research fields/disciplines to ensure/increase agricultural sustainability in line with the ARC vision and mission within the context of farmer support, IP protection, commercialisation and knowledge dissemination. 
• By closely working with the three commodity-based divisions, manage all technology transfer initiatives, including farmer’s days, information days, and workshops, training initiatives for dissemination and sharing of knowledge as well as commercialisation of ARC IP within area of responsibility.

GOVERNANCE COMPLIANCE & CONTRACTS MANAGER
 
Key Performance Areas:

INVITATION TO SERVE ON THE ARC AUDIT & RISK COMMITTEE 
 
The ARC (Agricultural Research Council) seeks to appoint 2 independent, suitably qualified persons with knowledge of, inter alia, internal auditing, finance, supply chain management, law, human resources, investigations, risk management and information technology, as well as Agricultural Sciences to serve on the Audit & Risk Committee. 
 
Key Responsibilities: 
• Oversight of adequate procedures and controls; financial reporting processes and systems of internal control over financial reporting; 
• Safe Guarding Assets; 
• Provide oversight on Audit processes (Internal Audit and External Audit); 
• Internal processes for monitoring compliance with laws, regulations and the code of ethics and conduct; 
• Previewing of financial information and preparation of annual financial statements;
• Review of items highlighted by the internal auditors and the Auditor-General South Africa (AGSA); 
• Enterprise wide risk management, anti-corruption and combined assurance processes; 
• Business continuity management process; 
• Overseeing of the implementation of the corporate governance model; and 
• Advising/guiding/supporting the institution and Council on any other relevant matter of significance. 
 
Requirements: 
• A B Com or B Compt. Degree in Financial Accounting or Auditing, a degree in Economics or a degree in Law; 
• The following will be added advantage: a master’s or higher degrees in any of the above, registration in any relevant body such as SAICA, IIA, IRMSA, LPC; 
• Five (5) years management experience in Risk/Audit/ Financial/Information Technology/Compliance/Legal and participation in governance structures; 
• Three reference letters from previous and current Risk or Audit Committees; 
• Analytical reasoning abilities; 
• Good communication skills; and

CHIEF FINANCIAL OFFICER (Five (5) years fixed-term contract) 
 
Key Performance Areas: 
• Strategic financial leadership and guidance to the Council, President & CEO, Executives and senior managers with regard to the utilisation of the financial accounting resources of the ARC. 
• Oversee the development and implementation of ARC’s financial accounting, management accounting and procurement policies, strategies and procedures. 
• Management of the financial risk portfolio of ARC. 
• Support the President & CEO, Executives and other senior managers in the execution of their functions in terms of the Public Finance Management Act, 1999 and the Treasury Regulations 
• Provide information and reports to the ARC’s Council as well as implement decisions emanating from Council 
• Serves as the main liaison with relevant banking institutions, internal and external auditors, National Treasury, Departments at Agriculture and Science and Technology, etc 
• Continuous review of costing and respective financial value of partnerships between ARC and other institutions 
• Establishment and maintain financial forecasting models and a system to produce timeous relevant financial information to support strategic decisions. 
• Provide input and influence business plans in line with overall Finance strategy of the ARC. 
• Develop and oversee the implementation of the financial management processes 
• Continuous evaluation and advice to CEO and Executives on commercial and viability or research investment opportunities. 
• Monitoring and ensuring organisational compliance with financial policy framework. 
• Strategic organisational planning and management through business plan development, risk analysis, feasibility studies, capacity requirements and budgeting. 
• Prepare and present the ARC annual financial statements. 
• Establish credit control systems and processes; maintain control regular monitoring of credit for the entire organisation. 
• Effective management and development of Finance Business Unit staff. 
• Plan and oversee the year-end process to ensure adherence to reporting timelines. 
• Develop and implement plans to address and resolve all audit findings (internal and external). 
 
Requirements:
• Registered CA (SA) with SAICA. 
• Master‘s degree in Accounting or Business Administration will be an advantage. 
• 5 years’ experience as Chief Financial Officer. 
• Experience as Senior Manager (Finance or Accounting) or Chief Financial Officer of Public Entity will be an added advantage. 
• Business experience and 10+ years of progressively responsible experience for a major company or division of a large organisation will be an advantage. 
• Experience in partnering with an executive team, and have a high level of written and verbal communication skills.

COORDINATOR: INTERLLECTUAL PROPERTY PROTECTION (IPP)
 
The Agricultural Research Council (ARC) is a premier science institution that conducts research with partners, develops human capital and foster innovation in support of the agricultural sector. It provides diagnostic, laboratory, analytical, agricultural engineering services, post-harvest technology development, agrochemical evaluation, consultation and advisory services, food processing technology services as well as various surveys and training interventions. Through its wider network of research institutes and experimental farms, the ARC provides a strong scientific base and a broadly distributed technology transfer capacity to the entire agricultural industry in South Africa. 
 
The ARC-Central Office (ARC-CO) seeks to appoint a highly skilled, experienced and dynamic person to the following position at Hatfield, Pretoria:
 
COORDINATOR: INTERLLECTUAL PROPERTY PROTECTION (IPP) 
 
Key Performance Areas: 
• Identify, protect and manage IP emanating from ARC. 
• Analyse and determine the IP strategy towards commercialisation. 
• Conduct, commission and oversee preliminary patent searches, assess the potential of the ARC technology to be protected and develop the IP. 
• Accurate and timeous recording of all invention disclosures, all relevant information in respect of IP in the portfolio, associated protecting filings and prosecution and maintenance thereof. 
• Conduct IP due diligence. 
• Promote and represent the ARC IPM & Comm function to internal and external stakeholders including training and awareness events. 
• Draft, negotiate research agreements and maintenance internal and external stakeholder relations, 
• Develop and maintenance an expansion of IP database, agreements and relationships as appropriate, 
• Put in place a database for all IP of the ARC. 
• Conduct freedom to operate for the potential IP. 
• Prepare reports to NIPMO. 
• Managing all IP related and relevant legislation. 
• Audit License agreement ‘s obligations and support the Manager and or Senior Manager (SM) in implementing mitigating strategies. 
• Develop and implement of improved office systems and procedures as required by ensuring that the office database is current with all data related to IP and granted licenses. 
• Implement office systems and procedures as required by the SM, and other duties as and when required by the SM and/ Manager. 
 
Requirements: 
• Master’s Degree in Agriculture / Sciences. 
• Degree in Law or studying towards the field. 
• 3 - 5 years working experience of which 3 (three) years should be in intellectual property management, negotiating, licensing, technology advancement, and commercializing in HEI, Science council or technology-based environment. 
• Experience in policy development, programme implementations, service delivery and innovation within HEI or SC. 
• Patent Board Examination Group 1 will be added advantage.
