The Information Regulator (Regulator) is a juristic person established in terms of Section 39 of the Protection of Personal Information Act 4 of 2013 (POPIA) which enjoins the Regulator to be independent and impartial and to perform its functions and exercise its powers without fear, favour or prejudice. It is accountable to the National Assembly and has jurisdiction throughout the Republic of South Africa. The Regulator is responsible for the promotion and protection of the right to privacy as it relates to the protection of personal information and right of access to information. In this regard, it exercises its powers and performs its functions in accordance with POPIA and the Promotion of Access to Information Act 2 of 2000 as amended (PAIA). The Regulator consists of five (5) Members namely: the Chairperson and four (4) ordinary Members appointed by the President of the Republic of South Africa for a five (5) year term. The Chairperson and two (2) ordinary Members are appointed on a full-time and the other two (2) Members on a part-time basis. Section 47 of POPIA empowers the Regulator to establish its own administration to assist it in the performance of its functions. In this regard, the Regulator must appoint the Chief Executive Officer (CEO) and other staff members to assist it in the performance of its functions.
The Head Office of the Regulator is situated in Braamfontein, Johannesburg.

POST: CHIEF FINANCIAL OFFICER

The successful candidate will be required to sign a performance agreement annually.
REQUIREMENTS
• Matric plus A postgraduate qualification in Accounting and/or Financial Management at National Qualification Framework (NQF) level eight (8) as recognised by South African Qualifications Authority (SAQA); and
• Eight to ten (8-10) years’ Senior Management experience at General Management or Chief Director level.
SKILLS AND COMPETENCIES REQUIRED
Knowledge of the Public Finance Management Act 1 of 1999 (PFMA); Knowledge functioning of the Public Sector. DUTIES
• Develop annual and rolling three-year (3) MTEF budget for the Regulator;
• Facilitate the submission of Regulator’s annual budget,
• Ensure that all reports, returns, notices and other information which are submitted to the Executing Authority, the National Treasury and the Auditor-General as required by the PFMA are timeous and accurate.
• Ensure compliance with the provisions of the PFMA and the Treasury Regulations,
• Ensure that the annual financial statements are accurately prepared and submitted timeously to the National Treasury and the Auditor-General as required by the PFMA;
• Ensure that early warning systems both monthly and quarterly are accurately prepared and submitted to the Accounting Officer and Executive Authority within the stipulated period;
• Monitor the transversal system functions;
• Ensure proper management of assets including asset verification process;
• Ensure that financial monthly and year closures are done in time;
• Develop and review of risk models and the mitigation of risk by suitable policies/procedures, proper segregation of duties and development of appropriate internal control procedures;
• Develop and maintain appropriate systems and policies to ensure effective, efficient and economical management of resources and assets in the National Treasury;
• Monitor the implementation of an effective financial management strategy;
• Develop, implement and monitor the implementation of Demand Management, Acquisition Management and Logistics Management Plans;
• Develop and monitor the implementation of the contract management including performance management;
• Oversee that the appropriate Supply Chain Management which is fair, equitable, transparent, competitive and cost effective.
• Monitor the implementation of spending analysis;
• Advice on strategic financial and corporate governance matters pertaining to allocated budgets, Implementation of strategic management skills and project management principles; and
• Manage and provide leadership to the staff.

• A post graduate management qualification will be an added advantage.
• At eight to ten (8 -10) years’ legal experience in a large organisation at senior management level.
• Admission as Attorney or Advocate.
• Right of appearance to court.
• Knowledge of the South African legal system, legal practices and related spheres
• Proven extensive experience in the practice of law
• Experience in litigation.

Qualifications and experience
Matric plus LLB or BCom Law Degree at National Qualification Framework (NQF) level seven (7) as recognised by South African Qualifications Authority (SAQA); Admitted Attorney and CSSA / CIS qualification, an advantage. Two to three (2-3) years’ experience with a strong corporate commercial background and Company Secretarial experience in the public sector.
Overall knowledge of King Code on Corporate Governance, POPIA and PAIA, an advantage.

KEY PERFORMANCE AREAS
The ideal candidate will be responsible for ensuring effective statutory and corporate governance in assisting the Senior Manager: Governance with providing and managing full company secretarial and ancillary services to the Information Regulator.
• Be instrumental in running entire Company secretarial process for the Regulator;
• Advising Members/ relevant Committees/EXCO with guidance as to their legal obligations, duties, responsibilities and powers;
• Ensure best practice in the Ordinary and committees’ meeting, as well as EXCO and MANCO;
• Facilitate smooth operation of Members and Committees of the Information Regulator;
• Draft agendas and Meeting papers etc.
• Prepare accurate minutes and action items;
