3X BUYER: SUPPLY CHAIN MANAGEMENT (FIXED TERM)
Vacancies currently exist for 3X Buyer: Supply Chain Management (SCM) at Agulhas, Table Mountain & West Coast National Park for a Fixed Term period of 12 Months. The successful candidate will be responsible for supply chain management in the park and will report to the Supply Chain Management Practitioner or the relevant line manager. The successful candidate will not be provided with official accommodation in the park. People living with a disability are encouraged to apply.

Requirements
- The requirements listed below are representative of the knowledge, skills and/or abilities that are required for this position:
- Grade 12 Certificate
- NQF Level 6 qualification (National Diploma), N Diploma (N6) in Supply Chain Management or Procurement or Logistics or relevant qualification
- 2 – 3 years relevant experience in Supply Chain Management/Financia administrative environment.
- Valid Code driver’s license
- Computer literate with working knowledge of Microsoft Packages including Excel
- Working knowledge of MS Great Plains will be an added advantage
- A working knowledge of relevant legislation, including PFMA; PPPFA; SANParks Policies, General Procurement Guidelines
- Excellent written and verbal communications skills; and
- Applicants must be flexible and be able to meet tight deadlines and work without supervision

Responsibilities
The key performance areas of the successful candidate would include the following:
- Support And Administer Procurement Processes
- Advertise, compile and conduct screening of RFQ’s up to R500 000
- Compile the necessary evaluation form and Memo
- Coordinate an evaluation meeting with the end user
- Provide secretarial services for the evaluation meeting
- Assist with facilitation of negotiating RFQ’s for below R500 000
- Sourcing of suppliers on CSD.
- Assist in processing of invoices and payments
- Checking of SCM compliance in line with National Treasury Regulation and SCM Policies and Procedures
- To check that all received documents adhere to relevant legislation, internal and external finance policies, processes and regulations
Procurement And Demand Management
- Provide administration support in bid/quotation process in line with the Demand Management Plan
- Generate Purchase Orders
- Follow up on outstanding invoices with the relevant end user for generated purchase orders
Records And Reporting
- To maintain appropriate record of Standard Bidding Documents
- To keep a record of all received requisitions and invoices
- Submit SCM Registers on monthly basis to SCM Practitioner
Contract Monitoring
- Monitoring of contract management and registers
- Assist with updating the contract registers including expenditures.
- Coordinating the monthly contract management meeting
- Issue formal notice of contract expiry dates and spending to end users
- Sending contract expiry letters to the service providers
- Perform any other responsibilities as assigned to by the supervisor

The remuneration package includes a basic salary, based on the salary scale of a position with a Paterson B5 job grade as well as allowances and benefits as specified in the conditions of service of SANParks.
