Job description
PURPOSE OF THE POSITION
To lead and manage the University’s data and information governance services by ensuring the implementation of appropriate governance frameworks, standards, systems and controls for data, information, records, archives and museum services; to promote the ethical, effective and compliant governance of data, information and related technology in line with King V Principle 10; to strengthen data quality, privacy and the protection of the confidentiality, integrity and availability of institutional information; and to provide strategic guidance regarding data and information governance that enables sound decision-making, accountability and institutional effectiveness.
KEY RESPONSIBILITIES:
1. Strategic leadership in data and information management
· Provide strategic leadership for enterprise data and information governance aligned with institutional strategy.
· Advise the Registrar, executive management and governance structures on data governance, analytics governance and responsible AI use.
· Build and maintain relationships with internal and external stakeholders (faculties, regulators, partners).
· Collaborate with executive leadership to enable data-driven institutional transformation.
· Position information and data as a strategic asset across academic and operational domains.
2. Data and information governance and legislative compliance.
· Lead the implementation and monitoring of the Data and Information Governance Framework, policies, standards and procedures in support of King V Principle 10 on data, information and technology governance.
· Oversee the ethical, effective and compliant management and control of data and information across their lifecycle, including acquisition, creation, use, dissemination, retention and disposal.
· Ensure appropriate classification, privacy, quality, security and confidentiality, integrity and availability controls for information assets, and oversee compliance with PAIA, POPIA and other applicable legislation.
· Align information and data governance with cybersecurity and identity governance controls.
3. Data and information governance and programme management.
· Lead the Information and Data Office operating model.
· Implement a Data Governance Working Group (DGWG)
· Establish governance frameworks for:
· Data quality
· Metadata
· Master data
· Data lifecycle management
· Information
· Promote Data and information ownership, stewardship, standardisation and responsible use
· Provide governance coordination with IT, Internal Audit, Risk, and Legal
4. Records, archives and museum services management and strategic leadership
· Provide strategic oversight of records, archives and museum services in accordance with institutional policy and legal requirements.
· Ensure effective lifecycle management, preservation, access, digitisation and disposal of institutional records and heritage assets.
· Promote service improvement and standardisation across campuses
5. Assurance, monitoring and reporting
· Develop and present governance and management reports, assurance information and recommendations to management, committees and other governance structures.
· Monitor trends, developments and emerging risks in the governance environment and recommend appropriate responses.
· Support internal and external audits, assessments and reviews relevant to the function.
· Lead value realisation frameworks.
6. Risk, compliance and financial management
· Participate in and support an integrated risk and compliance management approach for the function.
· Ensure the identification and management of operational, compliance, information-related risks and AI-related risks.
· Plan, manage and monitor the financial and other resources of the department in accordance with university policies and guidelines.
7. People management
· Create an enabling environment through effective leadership, clear direction and alignment with University values and culture.
· Lead, manage and develop staff to enhance performance, cohesion and service delivery.
· Contribute to workforce planning, transformation and culture improvement initiatives within the department.
· Drive enterprise data literacy and digital competency programmes.
· Drive information governance awareness programmes
· Lead organisational change management to enable data-driven culture.
Minimum requirements
· A master’s degree in Information Governance, Information Science, Records Management, Data Governance, Information Systems, Business Administration, Law or a related field (NQF level 9).
· A minimum of five (5) years’ experience in a strategic, middle-management, or senior-management role.
· A minimum of five (5) years’ significant experience in higher education or similarly complex environment.
· A minimum of five (5) years’ experience in people, project and resource management.
· A minimum of three (3) years’ relevant experience in data and information governance services.
· Eligibility to serve, where required, as a designated or delegated information governance lead and/or Deputy Information Officer in support of statutory compliance.
ADDED ADVANTAGE:

PURPOSE OF THE POSITION
This positions forms part of the ITC Operations & Infrastructure group. This position focuses on installing and maintaining of all NWU IT-Systems across all campuses of the University.
KEY RESPONSIBILITIES:
Specialists Advice:
- Provides detailed and specific advice regarding the application of their specialism to the organisation's planning and operations. Actively maintains knowledge in one or more identifiable specialisms. Recognises and identifies the boundaries of their own specialist knowledge. Where appropriate, collaborates with other specialists to ensure advice given is appropriate to the organisation's needs.
Project management:
- Defines, documents and executes small projects or sub-projects. Works alone or with a small team actively participating in all phases of the project. Applies appropriate project management methods and tools. Identifies, assesses and manages risks effectively. Agrees project approach with stakeholders and prepares realistic project plans (including scope, schedule, quality, risk and communication plans). Tracks activities against the project schedule, managing stakeholder involvement as appropriate. Monitors costs, times, quality and resources used takes action where these exceed agreed tolerances.
Systems installation/decommissioning:

PURPOSE OF THE POSITION
This positions forms part of the ITC Operations & Infrastructure group and focus on the planning implementation and deployment of IT systems.
KEY RESPONSIBILITIES:
Technical Specialism:
- Maintains an in-depth knowledge of specific technical specialisms and provides expert advice regarding their application. Can supervise specialist technical consultancy. The specialism can be any aspect of information or communication technology, technique, method, product or application area.
Emerging technology monitoring:
- Monitors the market to gain knowledge and understanding of currently emerging technologies. Identifies new and emerging hardware and software technologies and products based on own area of expertise, assesses their relevance and potential value to the organisation, contributes to briefings of staff and management.
Project management:
- Takes full responsibility for the definition, documentation and satisfactory completion of medium-scale projects (typically lasting 6-12 months, with direct business impact, teams of 3-5 and firm deadlines). Identifies, assesses and manages risks to the success of the project. Ensures that realistic project and quality plans are prepared and maintained and provides regular and accurate reports to stakeholders as appropriate. Ensures Quality reviews occur on schedule and according to procedure. Manages the change control procedure and ensures that project deliverables are completed within planned cost, timescale and resource budgets, and are signed off. Provides effective leadership to the project team and takes appropriate action where team performance deviates from agreed tolerances.
Systems installation/decommissioning:
- Takes responsibility for installation projects, providing effective team leadership, including information flow to and from the customer during project work. Capacity management:
- Drafts and maintains policy, standards and procedures for service component capacity management. Ensures the correct implementation of standards and procedures. Reviews information in conjunction with service level agreements to identify any capacity issues and specifies any required changes. Works with business users to agree and implement short and medium term modifications to demand.
Service Level Management (SLMO):
- Ensures that service delivery meets agreed service levels. Creates and maintains a catalogue of available services. In consultation with the customer negotiates service level requirements and agrees service levels. Diagnoses service delivery problems and initiates actions to maintain or improve levels of service. Establishes and maintains operational methods, procedures and facilities in assigned area of responsibility and reviews them regularly for effectiveness and efficiency.

System software:

Is responsible for the liaison between the organisation and designated supplier(s). May be responsible for managing a discrete IT function or service in a multi-supplier environment.

JOB DESCRIPTION
KEY RESPONSIBILITIES:
1. Management of NWU Bursaries
- Effective management and administration of NWU undergraduate- and postgraduate bursaries, ensuring accurate evaluation, approval, and timely disbursement in line with the funding criteria.
- Administration of faculty bursaries in accordance with approved beneficiary lists from faculties and departments, ensuring financial control and compliance.
- Monitor and report on the continued implementation of Special Bursaries for Honours students (as per 2024/2025 Task Team outcomes)
- Implement and monitor the Full Cost Bursary strategy for postgraduate students.
2. Managing of private bursaries
- Effective management of invoice processing, including timely submission, tracking, and consistent follow-up with responsible departments to ensure payments are made. All follow-up actions are properly documented for audit and control purposes.
- Accurate and timely reconciliation of accounts for external bursars and sponsors, with all reconciliations completed, reviewed, and securely stored on the appropriate systems for audit and reporting purposes.
- Establishment and maintenance of strong, collaborative relationships with internal stakeholders, including NWU departments and faculties, ensuring effective communication, service delivery, and support in bursary administration processes.
3. Management of NSFAS Bursaries
- Coordinate and communicate NSFAS application timelines in collaboration with the Marketing Department, ensuring effective follow-up and alignment to maximise student application uptake.
- Compilation, maintenance, and distribution of the comprehensive NSFAS student data set (“ALL Data List”) to campuses, ensuring accuracy, completeness, and accessibility for operational use.
- Accurate preparation and submission of NSFAS registration templates, including allocation per approved student, in compliance with NSFAS requirements and within prescribed deadlines (by end of March 2026).
- Administration of student allowances in accordance with NSFAS Guidelines (2026), including timely disbursement and monthly reporting on the financial status of NSFAS funds received and related matters.
- Establishing and maintaining effective working relationships with the NSFAS Service Agent and other relevant stakeholders to ensure smooth operational processes and issue resolution.
- Management and processing of NSFAS-related credit balances, ensuring accurate and timely refunds to NSFAS in accordance with policies and audit requirements.
- Active participation in NSFAS stakeholder consultations, contributing to discussions, feedback processes, and institutional alignment with NSFAS requirements.
- Development of scenario planning and strategic input regarding potential changes in the NSFAS funding model, including considerations for top-up funding for students.
- Oversight and management of the NSFAS close-out process for the 2017–2025 funding cycles, ensuring reconciliation, compliance, and finalisation of all outstanding matters.
4. Management of other government funded bursaries (FUNZA LUSHAKA, SETA etc)
- Ensure that bursary allocations per student are accurately processed in strict accordance with applicable rules, funding agreements, and prescribed guidelines, with full compliance to institutional and funder requirements.
- Provide accurate and timely monthly reporting on the financial status of government-funded bursaries, including monitoring of payments, reconciliations, and verification of payout accuracy.
- Establish, maintain, and strengthen effective working relationships with relevant government departments and funding bodies to support efficient bursary administration, compliance, and communication.
5. Financial Planning and Risk Management
- Preparation and consolidation of the annual operational budget and NWU Bursary Budget in accordance with guidelines and prescribed timelines. Ensure expenditure is managed within approved budgets, with all variances appropriately justified and reported.
- Accurate recording, tracking, and management of office equipment and assets, including adherence to approved replacement planning to ensure operational continuity and cost-effective asset utilisation.
- Review and updating of bursary rules, policies, and guidelines for the 2027 academic cycle, ensuring alignment with NWU’s strategy, funding requirements, and regulatory compliance.
- Provision of effective back-up support for NSFAS-related processes to ensure continuity of service delivery and accurate administration of NSFAS-funded bursary activities.
- Accurate allocation of payments to student accounts and/or accounts receivable (AR) invoices, ensuring correctness, traceability, and compliance with financial control procedures.
- Planning and facilitation of structured knowledge transfer within the Bursary Office to ensure operational continuity, capacity building, and mitigation of operational risk.
6. Ad Hoc
- Ad Hoc tasks that may arise within the line of duty are completed as per instruction given.
7. OHS (Occupational Health and Safety)
- Number and scope of potential and real OHS risks identified and reported immediately to the line manager.
- Other efforts to mitigate these risks without endangering oneself and/or any others.
- OHS training received.
- Compliance with OHS audits, schedules, evacuation drills etc.
- Number of reprimands, non-compliance and near-misses.
8. People Management
- Create an enabling leadership culture by developing a shared direction, shared values and alignment and commitment to transform the organisational culture; Foster a participative and developmental leadership style; improve team cohesion, synergy and effectiveness.
- Develop a Strategic Workforce Plan that builds proportions of African and People with disabilities and implement the Plan Arrange and implement culture improvement interventions, establish a baseline, receive a report and feedback and implement; actively remove engagement barriers.
Minimum requirements
- A Bachelor Honours Degree/Postgraduate Diploma/ 4 year’s Bachelor’s Degree in Finance (NQF Level 8).
- A minimum of one (1) year management experience.
- A minimum of five (5) years’ experience in bursary administration.

REMUNERATION:
The annual total remuneration package will be commensurate with the level of appointment as advertised and in line with the NWU policy guidelines.
