Job Description

We have an opportunity for a Quality Assurance Manager: Supply Chain Management to join our Finance team. This position requires the ability to develop, implement, and maintain a robust quality assurance and compliance framework within the Supply Chain Management function to ensure that all procurement processes comply with applicable legislation, including the Public Finance Management Act (PFMA), Treasury Regulations, and the Preferential Procurement Policy Framework Act (PPPFA), as well as internal policies and procedures.

 

RESPONSIBILITIES 

Key responsibilities of this position include (not limited to):


1. SCM COMPLIANCE & QUALITY ASSURANCE

  • Develop and implement SCM quality assurance frameworks, systems, and
  • Monitor compliance with SCM policies, procedures, and legislative
  • Conduct pre- and post-award compliance reviews on procurement
  • Ensure adherence to bid processes (RFQs, tenders, deviations, contract management).
  • Review bid documentation for completeness, accuracy, and audit

2. AUDIT & RISK MANAGEMENT 

  • Coordinate SCM audit processes (internal and external audits).
  • Address audit findings and implement corrective action
  • Identify SCM risks and develop mitigation
  • Maintain a risk register specific to SCM

3. POLICY & PROCEDURE DEVELOPMENT


  • Develop, review, and update SCM policies, SOPs, and
  • Ensure alignment with National Treasury Instructions and best

4. REPORTING & GOVERNANCE


  • Compile SCM compliance and quality assurance reports for
  • Provide input into quarterly and annual financial and performance

  • Provide SCM compliance training to internal

  •  Identify inefficiencies in SCM processes and recommend

REQUIREMENTS


Qualifications and Experience

Bachelor’s Degree or equivalent NQF Level in:

  • Finance / Accounting / Auditing Experience:
  • Minimum 5–8 years’ experience in Supply Chain Management or Financial
  • At least 3 years in a supervisory or management
  • Experience within the public sector or public entity environment is
  • Proven experience in SCM compliance, audits, and policy

Job Description

CapeNature seeks to appoint a dedicated conservationist who will contribute meaningfully to the conservation of biodiversity through protected area management with a strong emphasis on the terrestrial environment in line with CapeNature’s integrated catchment management approach. Key responsibilities include compliance monitoring and law enforcement, eco-tourism, environmental education, stakeholder engagement, and contributing to integrated catchment management to help achieve the vision and goals of the Protected Area Complex.

The position will report to the Conservation Manager on Reserve, Anysberg World Heritage Site & Nature Reserve Complex.

 

RESPONSIBILITIES:

Enhance biodiversity resilience through targeted ecosystem conservation, restoration initiatives and effective protected area management.

  • Ecological tasks: Carry out ecological projects as per the Protected Area Ecological Matrix and any other biodiversity conservation related tasks as required for the effective management of the Protected Area.
  • Alien invasive species management: Carry out alien invasive species management in the Protected Area.
  • Heritage tasks: Carry out identified functions related to historical, cultural, archaeological and palaeontological asset management in the Protected Area.

Assist with protected area conservation in ways that address biodiversity loss in key biodiversity areas.

  • Planning: Take part in and contribute to the planning processes for the Protected Area.
  • Quality control: Undertake quality control of integrated annual operations plan projects and/or other projects in field.
  • Reporting: Prepare reports and carry out reporting on activities as required.
  • Maintenance: Carry out infrastructure, vehicle and equipment maintenance functions as required for the Protected Area.
  • Partnerships and collaborative activities: Perform functions as required for collaborative activities throughout the Landscape (MOA/U support and/or compliance).

Contribute to conservation in promoting the biodiversity economy and enhancing biodiversity access and sustainable use.

  • Job creation: Support the implementation of targeted biodiversity economic activities to promote job creation, work opportunities, and livelihood support.
  • Access: Manage access to the Protected Area for recreational, educational, training, research, traditional, cultural and spiritual purposes; manage volunteers and citizen scientists.
  • Eco-tourism and visitor liaison: Support eco-tourism and visitor liaison activities as and when required for the Protected Area.

Contribute to conservation action to advocate for a nature positive future through behavioural change and voluntary compliance.

  • Environmental awareness: Carry out environmental awareness activities.
  • Capacity building: Carry out capacity building activities.
  • Compliance monitoring and law enforcement: Carry out compliance monitoring and law enforcement activities as per integrated workplans, compliance plans, joint operations plans, as well as any other proactive and reactive actions necessary for the effective management of the Protected Area.

Take accountability for performance, governance, risk management and equality in the workplace.

  • Health and safety: Participate in Occupational Health and Safety (OHS) assessments and OHS toolbox talks and provide input for Hazard Identification and Risk Assessments (HIRA); Ensure compliance with all Health and Safety standards and requirements.
  • Incident preparedness and response, e.g. fires, disasters (e.g. floods, oil spill, vessel grounding), disease outbreaks, marine wildlife strandings, and search and rescues: Carry out firefighting, disaster management, incident response and rescue operations as required for the Protected Area.
  • Administration: Carry out necessary administrative tasks.
  • Training: Undergo relevant training as and when required.
  • Supervision: Undertake supervision of Conservation Assistants, contract staff, students and volunteers.

 

MINIMUM REQUIREMENTS:

Qualifications and Experience

  • Grade 12
  • At least 2 years’ experience with an emphasis on terrestrial environment.
  • A valid driver’s license with at least three years’ driving experience.
  • Computer literacy (MS Word, MS Excel, MS PowerPoint, GIS).
  • Knowledge and experience in ecological monitoring and law enforcement.
  • Knowledge and experience in firefighting and incident response.
  • Bilingualism in two of the three official languages of the Western Cape.
  • No criminal record.

 

Competencies

  • Willingness to work weekend shifts and irregular hours.
  • Physical ability to perform Field Ranger duties, including the ability to walk long distances.
  • Strong analytical, strategic and creative problem-solving skills.
  • Knowledge and experience in working with the public, maintenance of infrastructure and law enforcement.
  • Ability to thrive in a fast-paced environment managing multiple projects and tight deadlines.
  • Good project planning and organising skills.

Recommendation:

  • National Diploma in Nature Conservation.
  • Possession of a valid Peace Officer’s certificate, EMI Grade 5 certification or a type of enforcement experience.
  • Appropriate firefighting certificate.
  • 4x4 Driving skills and experience.
  • ICS 100 certification.
  • Use of GIS software.

Job Description

CapeNature seeks to appoint a new Chief Executive Officer (CEO) who will be responsible for the overall leadership and management of the Entity under the guidance of the Board.  The CEO will provide strategic direction for the implementation of CapeNature’s vision, mission, strategy and legislative mandates as required by the Western Cape Biodiversity Act, 2021 (Act No. 6 of 2021). 

 

The CEO will be accountable for all aspects of the Entity’s performance (including financial), the development of a cohesive team, maintaining a good working relationship with the Department of Environmental Affairs and Development Planning, and managing CapeNature's external image. The CEO will be responsible for the implementation of the Western Cape Biodiversity Act, 2021 (Act No. 6 of 2021) and all other relevant laws, and will report to the Board and the relevant Provincial Minister on a regular basis on the activities of the Entity and on matters of strategic importance.

 

CapeNature is a Schedule 3, Part C, Provincial Public Entity, in terms of the Public Finance Management Act (PFMA), 1999 (Act No. 1 of 1999). The successful candidate should be a results-driven and dynamic leader with strong proven managerial and strategic leadership experience in the public sector, a similar public entity or a conservation-related entity.

 

KEY PERFORMANCE AREAS Include but not limited to;


Strategic Management:

  • Provide overall strategic leadership and management; and identify leverages for growth and sustainability of the Entity.
  • Ensure the application of the highest standards of conservation in protected areas, biodiversity management, ecosystem services provision, ecological infrastructure maintenance, eco-tourism enhancement, financial management, effective governance, and robust administration of the Entity.
  • Provide strategic leadership to facilitate revenue generation opportunities in the biodiversity economy sector.
  • Monitor and ensure the performance of the Entity on a continuing basis against pre-determined annual key measurable objectives and standards.
  • Monitor and ensure compliance with relevant legislation and prescripts in respect of adequate and appropriate record keeping of the activities of the Entity, and of the resources employed by it.
  • Foster a culture of innovation and inclusion within the Entity.
  • Develop and maintain sound relations with internal and external stakeholders.
  • Collaborate at a strategic level with the Department of Environmental Affairs and Development Planning (DEA&DP) and other key Provincial and National Organs of State.
  • Facilitate the development of an equitable and sustainable biodiversity economy in the province, including the promotion of eco-tourism in areas under the management of CapeNature.
  • Oversee an adaptive and fit for purpose identification, reduction and monitoring risk system.

 Financial Management

  • Take accountability and provide strategic leadership for the financial management function to ensure compliance with relevant legislation and minimize risk exposure for the Entity.
  • Actively promote the sourcing of alternative funding for the Entity.
  • Take accountability for the safeguarding of the Entity’s assets, including the assets managed by the Entity.
  • Ensure that comprehensive records of the financial affairs of the Entity are kept in accordance with prescribed national and legislative norms and standards.

 

People Management

  • Provide strategic leadership to build a cohesive team and enhance staff morale.
  • Ensure the Entity’s performance to achieve and maintain excellence in service delivery.
  • Oversee the performance, evaluation and remuneration of employees.
  • Promote sound labour relations within the Entity.
  • Foster a culture of personal responsibility, accountability and consequence management throughout CapeNature.
  • Address employment equity.
  • Ensure appropriate inclusion of priority groups (women, youth, and persons living with disability).

 

MINIMUM REQUIREMENTS:

  • An appropriate Postgraduate Degree (NQF level 9) in biodiversity conservation and/or relevant fields.
  • Evidence of outstanding leadership abilities.
  • Evidence of successful corporate governance and managerial best-practice at a senior or executive level for at least 10 years.
  • Evidence of strong communication, media management and public relations skills.
  • Strong understanding of finance and budget development and management.
  • A valid driving license.

 

In addition to the above minimum requirements, preference may be given to:

  • Candidates from historically disadvantaged groups.
  • Candidates with business management, public administration, governance, finance, environmental management and natural resource management experience.

 

Competency assessment, background and reference checking, and qualification verification will be undertaken as part of the selection process.
