EDUCATION LABOUR RELATIONS COUNCIL (ELRC) The Education Labour Relations Council (ELRC) is a statutory council, established in terms of Section 37 of the Labour Relations Act, No 66 of 1995 as amended. It operates in the Public Education Sector, providing services to the Department of Basic Education, Trade Unions and educators in the interest of the South African Public. The ELRC’s primary objective is to: • Promote and maintain labour peace in education • Prevent and resolve labour disputes in education • Promote collective bargaining in relation to matters of mutual interest. The ELRC wishes to fill the following vacancy: SENIOR MANAGER: CBS (Ref. REQUIREMENTS OF THE POST: ● Post graduate qualification in Labour Law (NQF level 8) ● Master’s Degree in Labour Law will be an added advantage (NQF level 9) ● 8– 10 years Labour Law experience with at least 5-7 years managerial/supervisory level. KEY PERFORMANCE AREAS Strategic Planning • Developing the strategic and performance objectives of the CBS department. • In year monitoring of the strategic and performance objectives of CBS. • Prepare the annual budget and review mid-year budget for the CBS department. • Managing the strategic interface between the programmes of Council, its Task Teams and Chambers • Setting objectives and allocation of workload to the staff. • Development and monitoring of Policies and Procedures related to CBS Operational Planning • Managing the processes related to the monitoring and reporting on the status and implementation of all ELRC collective agreements. • Managing the operations and programmes of all nine Chambers. • Editing reports and minutes of meetings held for CBS department. • Review the committee work procedures. • Providing secretariat support for meetings. • Controlling non-routine correspondence dealing with negotiations support services, Educators or Parties. • Review correspondence handled by subordinates. • Managing special projects of the Council. • Review of the Quarterly and Annual Reports • Monitor compliance with the committee work procedure. • Assist the Program Director with the implementation, management, supervision, follow-up, networking, coordination and evaluation of all organisation’s programmes in line with the policies of the organisation. • Assist the Program Director to initiate and set goals for programs according to the strategic objectives of the organization. • Assist the Program Director to prepare reports for the Accounting Officer after completing each program. Financial Management • Drafting of the departmental budget • Overseeing the drafting of the chamber budget by the Provincial Managers • Monitoring the departmental budget spending • Monitor and approve departmental claims/invoices. Risk Management Support the organisation’s risk management philosophy and vision, ensure compliance with its risk appetite and oversee management of risks in a manner consistent with their respective risk tolerances. Human Resources Management • Managing the performance of the subordinates and assessing their performance in accordance with the organizational policies. • Supervising CBS staff (national & provincial). • Conducting all HR related work (discipline, grievance handling, disputes resolution, performance assessment, coaching, mentoring, time and attendance and training & development). • Providing assistance to staff in identifying and solving problems. The successful candidate will be required to enter into a Performance Contract with the Accounting Officer on an annual basis.
