The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources.
The NLSA invites applications from suitably qualified person for appointment on a six-month contract basis, as Administrative Assistant (Intern). The successful individual will be based at the Pretoria Campus. The successful candidate will report to the Manager: Office of the CEO.
KEY PERFORMANCE AREAS
Provide administrative support
• Minute taking
• Scheduling meetings
• Develop and maintain action plans and/or registers.
• Draft and distribute correspondence.
• Generate reports and other documents
• Maintain contact lists.
• Typing of memoranda, letters, items, reports, etc.
• Opening and sorting mail and forwarding to relevant parties / stakeholders.
• Making copies of documents where required.
• Perform any other administrative duties to the executive management
Records keeping
• Develop and maintain file indices (indexes).
• Process incoming mail for filing, and distribute to Departments in the Organisation.
• Issue overdue notices for files not returned.
• Systematic disposal of records in terms of legislation.
• Filing of operational documents into individual, personnel and clients’ files to ensure efficient and effective management of the Organisation’s records.
Receptionist duties
• Answering all incoming calls and correctly transfer to respective personnel.
• Attend to visitors, establish the nature of visit and direct requests to appropriate personnel.
• Recording details of enquiries and/or messages in the absence of personnel and forwarding for attention upon availability.
• Attending to complaints/queries/requests at the reception desk and providing a high level of customer service.
• Receiving documents and parcels, signing for documents, forwarding to the relevant departments/personnel.
• Ensure that calls and visitors are promptly and professionally attended to in accordance with laid down customer services principles.
Render meeting support, and travel and accommodation booking services
• Confirm attendance of meetings/ workshops/ conferences.
• Arrange travel (air, road, etc.), car hire (or local transportation) and accommodation (hotel or other establishments permitted by Policy).
• Make bookings for meetings within the company, organise flip charts, files, minutes, white board markers, etc.
• Organise catering.
• Order and control office supplies.
• Be a point of contact for a range of internal and external stakeholders.
MINIMUM EDUCATIONAL QUALIFICATIONS
• NQF level 6 qualification in Business Administration or related qualification
EXPERIENCE
• Knowledge of Office Administration
• Minimum of 12 months of experience in the office administration field.

The Deputy Director: Legal Deposit and Copyright Compliance is accountable for excellent co-ordination of the places of legal deposit by implementing strategic and operational plans and promoting legal deposit in terms of the Act by providing leadership, vision, and strategic direction.
KEY PERFORMANCE AREAS
Promote the Legal Deposit Act to stakeholders in all provinces
• Responsible for the implementation of the Legal Deposit legislation.
• Promote awareness and support for legal deposit as a means of preserving and appreciating a nation’s cultural heritage.
• Plan, arrange and host awareness campaigns on the Legal Deposit Act to stakeholders.
• Ensure a complete collection of material emanating from, or relating to, South Africa.
• Ensure creation of a national bibliography that conforms to, and supports, the objectives of the Universal Bibliographies Control.
• Ensure compliance with the Copyright and Legal Deposit Acts.
Stakeholder relations/advocacy
• Initiate and implement activities promoting the Legal Deposit Act.
• Communicate with stakeholders to keep them informed of the work of the Division.
• Establish good working relationships and collaborative arrangements with legal deposit stakeholders (publishers and authors).
• Represent the NLSA in matters concerning legal deposit with other organisations to achieve the goals of Legal Deposit.
Programme Planning and management
• Ensure implementation of the vision, mission, and the strategic direction as outlined in the legal deposit annual performance plan.
• Develop and oversee the planning, implementation and evaluation of the programmes, and procedures that guides safe, efficient, and effective delivery of services.
• Ensure that the programmes and services offered are in line with the Legal Deposit Act.
• Contribute to the NLSA’s mission and reflect the priorities of the NLSA.
• Demonstrate ability to establish priorities.
• Oversee the planning, implementation, execution, and evaluation of special projects.
Facilitate granting of exemptions to stakeholders
• Assess requests for exemptions from stakeholders.
• Compile exemptions for the Secretary of the Legal Deposit committee.
• Attend meetings, present the reports, and clarify any issues arising including briefing the Committee on the profile of the stakeholder where necessary.
• Prepare exemption reports for the Minister of Sport, Arts and Culture for final approval.
• File all the necessary documents including outcomes forwarded to clients/stakeholders.
Facilitate a process to establish new official publications depositories
• Establish the need from stakeholders in the provinces without legal deposit libraries.
• Provide information on the criteria and procedure to establish an OPD as stipulated in the Legal Deposit Act.
• Assist Provincial LIS officials with the process of starting the center until it is operational.
• Ensure that the new OPD center receive copies of all official publications from all three spheres of government, parastatals, and state-owned enterprises (SOEs).
Perform secretarial duties of the Legal Deposit Technical Sub-Committee and assist in the main Committee
• Compile and forward meeting documentation to members of the Technical Sub-Committee.
• Take and develop minutes of the Technical Sub-Committee meetings.
• Keep accurate records of meetings of the Technical Sub-Committee.
• Assist the secretary of the Legal Deposit Committee during meetings.
Supervises staff within the unit
• Demonstrate ability to collaborate and direct teams.
• Conduct performance appraisals of staff.
• Conduct disciplinary enquiries of staff.
• Ensure daily activities are performed.
• Assess skills and capacity of employees.
• Assist with the training of staff.
Financial planning and management
• Understand and employ basic budget and finance concepts and terminology.
• Establish strategic financial management processes using sound financial judgement.
• Ensure that the unit complies with all public financial legislation.
• Compile, give input, and manage procurement plan of the unit by ensuring that goods and services required are procured on time.
• Ensure proper planning and financial management for the unit.
Regular reporting and liaison with the places of legal deposit and official publications depositories to ensure compliance of stakeholders with the Legal Deposit Act
• Contact annual visits to each legal deposit library to monitor compliance physically and to discuss challenges encountered.
• Collate and consolidate statistics of received and non-received documents by libraries from publishers.
• Collate and develop training programmes for legal deposit librarians to be approved by the Legal Deposit Committee.
• Prepare documentation and reports required for performance discussions.
• Extract data and conduct research to inform performance trends.
• Promote accountability within the unit and maintain updated information on performance levels of the institution in its entirety.
Risk management
• Identify and evaluate risks to the unit’s people (clients, staff), property, finances, goodwill, and image and implement measures to control risks.
• Develop a risk register to ensure proper risk mitigation for the unit.
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE
• Bachelor of Information Science (NQF level 7) or equivalent.
EXPERIENCE
• At least five years of experience in a legal deposit or publishing environment.
• An in-depth understanding of the publishing industry.
• Knowledge of local and international publishing trends including electronic publication.
• Knowledge of Copyright, and Legal Deposit Acts.

NLSA invites applications from suitably qualified persons for appointment on a five-year performance based fixed term contract. The successful candidate will report to the National Librarian and CEO.
Key Performance Areas
• Provide overall strategic leadership to the Corporate Services Programmes and manage the performance in line with NLSA’s goals, objectives, policies and regulations.
• Oversee effective management and strategic development of the NLSA’s Corporate Services strategy.
• Develop annual plans and monitor its implementation in line with the strategic objectives of the organisation.
• Report periodically (monthly, quarterly and annually) on the performance of the Programmes (budgets vs actual targets).
• Provide guidance and leadership in the implementation of HR policies and best practice.
• Ensure the development and implementation of organisation-wide change management.
• Establish a conducive work environment and ensure compliance with all appropriate legislations.
• Contribute, as a member of the Executive Management Team of the Entity, to the development and implementation of NLSA’s objectives and targets.

• Ensure continued development and implementation of a long-term ICT strategy which supports NLSA’s strategic direction.
• Ensure cost effective, best practice and sustainable ICT capability for internal and external stakeholders.
• Oversee Administration and Facilities Management and liaise with key stakeholders in managing key infrastructure projects.
• Recommend priorities and general strategies for facilities management and provide planning and oversight of capital improvement projects.
• Ensure effective internal controls and compliance with audit requirements.
• Manage the risks as set out in the NLSA’s risk management strategy, including the risk management framework and related plans as set out in the Entity’s policies.
• Ensure the effective and efficient representation of the Corporate Services Programmes in various committees and forums.
Minimum Educational Qualifications and Experience
• A minimum NQF level 9 qualification in Business Administration/Human Resources Management/Legal or related equivalent qualification.
• Proven experience in strategic planning and policy development in the public sector
• Proven working experience in implementing policies and procedures in administration, financial management and project management.
• Knowledge of all relevant legislation including the Constitution of South Africa.
• Sound working knowledge of the corporate governance framework.
• Proven experience in monitoring adherence to legislations, regulations, and standards
• Proven experience of the Human Resource Management field with a strong focus on Organisational Design, Talent Management, Performance Management, Collective Bargaining and Labour Relations.
• Have a comprehensive understanding of South Africa’s Labour Law.
Years of Experience in Corporate Services or Related Field
• Six to ten years of senior management experience in the public/private sector.
• Experience in an executive position is an added advantage.
