MANAGEMENT ECHELON
 
 
HEAD OF DEPARTMENT: LOCAL GOVERNMENT REF NO: LG 11/2021 
SALARY : R1 521 591 per annum (Level 15), (All-inclusive salary package) 
CENTRE : Department of Local Government, Western Cape Government


REQUIREMENTS : Appropriate Postgraduate Degree (NQF 8); Minimum of 8 years’ senior management experience; 3 years of which must be with any organ of state as defined in the Constitution, Act 108 of 1996. Recommendation: Successful completion (with appointment) of the Certificate for entry into the SMS. Note: A requirement for appointment at Head of Department Level is the successful completion of the Senior Management Pre-entry Programme as endorsed by the National School of Government. This is a Public Service specific training programme which is applicable for appointments at SMS level. Competencies: Knowledge of the latest advances in public management theory and practice; Advanced knowledge of modern systems of governance and administration; Knowledge of the policies of the government of the day; Knowledge of global, regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Knowledge of Constitutional, legal and institutional arrangements governing the South African public sector. Knowledge of inter-governmental and international relations; Knowledge of communications, media management, public relations, public participation and public education. Strong conceptual, interpretive and formulation skills. Strong leadership skills with specific reference to the ability to display thought leadership in complex situations. Team-building and strong interpersonal skills. Excellent communication skills. Outstanding planning, organising and people management skills. The ability to multi-task, deal with ambiguity and manage under rapidly changing and pressurised circumstances. 
 
DUTIES : Facilitate good governance, integrated development planning and effective intergovernmental relations between spheres of government. Monitor the overall efficiency of municipalities and provide support to improve service delivery. Optimise communication and stakeholder relationships with local government stakeholders and partners. Facilitate disaster management and coordinate fire brigade services. Responsible for strategic management, departmental performance management and ensure that sound people and financial management practices are adhered to in the department.
