JOB TITLE EXECUTIVE: ENGINEERING AND TECHNOLOGY
JOB LEVEL : E2
SALARY : Total Annual Package (CTC) – R1,891,777.00
LOCATION : ICASA (Head Office-Eco Park, Centurion)
POSITION STATUS : Five (5) Year Fixed Term Contract
 
Purpose of the job
The purpose of the job is to lead, guide and manage the Engineering and Technology (E&T) Division of ICASA. The E&T Division for the major part, supports execution of the Authority’s mandate in terms of licensing and regulation-making from an engineering, technology and scientific point of view.

Key Outputs: The successful candidate will report to the Chief Executive Officer, and their responsibilities will include the following: ● oversee spectrum management ● Ensure effective spectrum monitoring ● Ensure the availability of appropriate engineering expertise, tools, methods and logistics for spectrum management, spectrum licensing, equipment standards, spectrum monitoring and quality of service measurements ● Do research and innovative forward planning in spectrum management so as to cater for new technologies and utilisations of frequency spectrum ● Contribute to South Africa meeting its obligations to the ITU ● Promote ICASA’s interests in the ITU and regional bodies (i.e. CRASA, ATU, SADAC) ● Ensure cross border cooperation with regulators of neighbouring countries ● Plan and execute strategic and other projects in the business plan ● Develop and update spectrum-related regulations and contribute to other regulations promoting the rollout of broadband ● Ensure the employment of appropriate skills and expertise ● Ensure appropriate and effective staff management ● Ensure appropriate divisional budget management, including its control ● Preserve and improve the accuracy of technical data ● Oversee the management of divisional assets and do internal controls ● Provide ICASA with a technical base for making informed decisions ● Engage IT Solutions and Systems Unit for software systems support.

Qualifications and Experience ● A BSc/BEng Degree in Engineering ● A Masters Degree (NQF Level 9) ● 1-2 years’ experience at Executive/ Board level ● 3-5 years Senior Management experience ● 10-16 years’ working experience ● Understanding of global trends in telecommunications and spectrum management ● Understanding of the economic impact of telecommunications ● Understanding of the role of spectrum in economic and social development ● Understanding of the variety of systems that utilise spectrum ● Understanding the radio propagation-related aspects that determine the usefulness of various frequency bands for various services.
