SUPPLY CHAIN MANAGEMENT OFFICER

SALARY LEVEL : TASK GRADE 10 NOTCH 1 (R319 295.16 per annum), plus, normal fringe benefits applicable to local government.

 

Minimum Requirements:

Job Purpose:

To perform tasks/ activities associated with the application of specific Supply Chain procedures, updating supplier database, analysing internal needs, budgetary provisions and supplier capabilities, sourcing suppliers and placing orders against conformed requisitions and interacting and establishing the status of orders and/ or prioritising requirements to prevent stock depletion or interruptions to service delivery.

 

Key Performance Areas:

·       Receive supplier database application forms

·       Check if all vendor requirements comply

·       Assist applicants with the compilation of the forms

·       Forward new applications for capturing to Creditors section

·       Regular updating of suppliers database

·       Obtain relevant legislative documentation such as tax clearance, CIDB, etc, form suppliers

·       Identify per request received what procurement is to be followed

·       Scrutinises requisition to verify correct vote number, await funds as well as signing authority of requester

·       Identify possible Vendors of product to be procured

·       Evaluate all quotations received

·       Obtain quotations as per SCMP regulations

·       Place adverts on Website and notice Boards as per SCMP

·       Apply Council’s SCMP to identify successful supplier

·       Place order with supplier

·       Forward all information to creditors section for capturing into financial system

·       Scrutinise all typed orders for correctness and authorise

·       Assist with expediting delivery of orders

·       Authorise any deviations between quoted price and delivered price (if any) and authorise order for payment

·       Control sequence numbers for all printed material

·       Obtain quotations for long term pricing on repetitive products and services

·       Arrange site meetings for special works to be performed

·       Opening and witnessing of quotations received in the official quotation box (public opening)

·       Assist Store keeper in resolving queries on material received

·       Drafting of tender documents for stock items to be procured that exceeds tender amount

·       Evaluates new suppliers

·       Addressing representatives

·       Arranges site meetings / verbal consultations – via fax/e-mail and notice boards

·       Reviewing the latest catalogues of price lists

·       Negotiating new agreement/ arrangement with suppliers

·       Arranges site meetings

·       Obtains technical data when necessary

·       Attends supplier demonstrations and presentations

·       Inform users Department of new products for analysing and testing

 

 

The competency level for this position is found at level 1 as stipulation in Annexure A of the municipal staff regulations Notice No 89 as promulgated in Government Gazette 45181 dated 20 September 2021.

Job Purpose:

To perform a switchboard function to the municipality; perform routine administrative tasks; render general support and recordkeeping function to support the telecommunication services. To receive and direct people to right departments.

 

Key Performance Areas:

• Transferring incoming calls and queries to relevant departments

• Connecting staff to different numbers which they are unable to dial themselves.

• Assisting staff with the many telephone features which are available on the system (how to lock and unlock, call waiting etc.).

• Taking and relaying messages for staff, if unavailable, in cases of emergency.

• Providing public with information regarding the City and Council, including telephone numbers of other establishments.

• Updating extension data, internal and external.

• Doing all administration pertaining to record administration and analysis of all calls and printing.

• Making monthly printouts of telephone usage / costs, sorting into departments / sections and distributing same to departments / sections to facilitate the payment of private calls by staff

• Furnishing the Director Corporate Services with a summary of calls made, duration and costs for inclusion in the department’s quarterly report

• Creating back-up of data for call costing on a monthly basis.

• Regularly updating telephone list.

• Handling of all public queries.

• Contacting staff members with a view to ascertaining whether the member of public may enter through the reception area in order to see the staff member.

• Directing public to relevant departments and securing unauthorized persons from entering the building.

• Welcoming new occupants to the town and providing them with relevant information regarding the Municipality, providing them with maps, brochures, current telephone Directories, etc. and explaining the current structure of the Municipality.

• Receiving the public and directing them to the appropriate personnel / relevant departments and how to get in contact with the relevant department.

• Ensuring that unauthorized persons do not enter the departments.

• Distributing of all vacancies, notices, tenders etc. to relevant notice boards and departments that do not have GroupWise

PAYROLL AND EXPENDITURE OFFICER

Job Purpose:

To co-ordinate the application of procedures and sequences associated with administration and processing of the payment of creditors and a client enquiry service and other related processes within the Creditors sub-section.

 

Key Performance Areas:

·       Checking and verifying source payment documentation against receipts/ delivery notes.

·       Querying and resolving deviations with respect to quantity supplied and unit charges with internal departments/ personnel or supplier.

·       Attending to the processing of entries and/ or approved adjustments and posting to specific ledger accounts.

·       Reconciling general and statutory account balances against statements and generating reports detailing the status of creditor accounts for analysis purposes

·       Maintaining and/ or adjusting payroll parameters/ fields on the system with regards to statutory deductions, rates of pay, transfers, etc.

·       Capturing salary and wage information for employees/ councillors against specific control votes and inserting required information with respect to benefits to activate deduction sequences.

·       Preparing, extracting and validating payroll reports and proceeding with the printing of payslips upon approval.

·       Attending to the payment of salary / allowances, completing bank deposit instructions and/ or posting of payment notification/ advice.

·       Reconciling statutory payments, deductions and allowances and attending to the preparation and circulation of tax certificates.

·       Addressing queries related to deductions and allowances and provides explanations to calculations/ adjustments based on information pertaining to amendments to benefit administration fund rules.

·       Completing application/ claim forms with respect to medical, insurance and/ or other related benefits for members upon engagement and/ or termination of services.

·       Advising and guiding members on specific criteria and procedures in respect of member benefits

·       Extracting reports detailing allowances, overtime and stand by payments and submitting to the immediate superior for perusal and circulation.

·       Activating and processing journal entries to reflect specific adjustments to salary and benefit accounts upon approval.

·       Performs bank reconciliation

·       Compile and submit monthly PAYE and VAT- returns/claims/payments to SARS.
