The Energy Performance Certificate (EPC) Skills Development Programme forms part of the national initiative to accelerate the implementation of the Regulations for the Mandatory Display and Submission of Energy Performance Certificates for Buildings, as promulgated on 8 December 2020 and subsequently amended on 25 November 2022 and 03 August 2023. The amendments clarified that Energy Performance Certificates (EPCs) are to be issued by an accredited body prior to 31 July 2024, and thereafter by a registered professional in accordance with SANS 1544.
The primary objective of the EPC Skills Development Programme (SDP) is to support building owners and accounting officers by providing a pool of trained unemployed graduates to:

· Support the issuance of EPCs.
· Contribute to improving the energy performance of buildings in line with regulatory compliance.
Furthermore, the programme aims to capacitate graduates to become EPC Practitioners, with a pathway towards registration as EPC Professionals.
The programme is coordinated by the Department of Electricity and Energy (DEE) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and implemented by SANEDI through a Programme Management Unit (PMU), in partnership with the Energy and Water Sector Education and Training Authority (EWSETA) and the Department of Public Works and Infrastructure (DPWI). 2
The programme structure includes:
· 6 weeks of QCTO Occupational Skills Programme: EPC Practitioner NQF Level 5 training, practical and integrated continuous assessment
