CHIEF INFORMATION OFFICER

OVERALL RESPONSIBILITY: The role is responsible for the provision of information and communication technology services. This entails the development and integration of ICT systems to ensure smooth running of all existing systems.
The role is responsible for the implementation of modern infrastructure and ensuring maintenance of architectural models of business processes. The role further ensures effective and efficient business operations through optimizing the use of information and management of ICT related projects across PPRA.
MINIMUM REQUIREMENTS: • Masters Degree in Computer Science or equivalent NQF level 9 • 10 years working experience, 3 of which must be at senior management level in a large/complex organisation • Understanding of ICT Systems, Networks, ICT Architecture • Understanding and knowledge of large-scale system development and maintenance • Legislation applicable to PPRA (PFMA, GRAP, KING IV, Companies Act) • Advanced Computer and digital Literacy • Problem solving and analysis • Interpersonal skills, People management, resilience, emotional intelligence.
KEY RESPONSIBILITIES: • Manage and deliver a strategic ICT direction and ensure delivery uniform delivery in terms of the PPRA ICT performance expectations • Contribute to the development of the PPRA Strategic Plan and Annual Performance Plan and provide input based on a review of ICT related issues, trends and best practices in the industry • Manage and position the ICT Unit's operations to ensure alignment with stakeholder needs and build its position and credibility in the organization and the industry • Oversee the development of an ICT Architecture Plan (Master Systems Plan) • Oversee the implementation of an IT architectural strategy, policies and procedures • Oversee ICT Operations and Infrastructure Management function • Oversee the implementation of ICT governance and Security policies, processes and procedures • Provide support for identifying compliance gaps and implementing required remediation • Develop a budget and manage compliance with annual budget.
ACCOUNTS OFFICER

OVERALL RESPONSIBILITY: The role is responsible for ensuring that all Electronic Funds Transfer receipts and speed point payments are received and recorded, reconciliations for accounts receivable, bank accounts, payables and all allocated general ledger accounts are up to date, resolving of customer queries and manage own file documentation.
MINIMUM REQUIREMENTS: • National Diploma in Accounting/Finance NQF 6 or equivalent • Minimum 2 years' experience in similar environment • A working knowledge and understanding of the legislation governing the Property Practitioners • A proven track record of customer service delivery, pro-activeness and the ability to integrate the operational requirements in Finance service delivery • Good background knowledge and understanding of government policy and legal compliance issues in the public sector • Sound understanding of the industry and business environment • Legislation applicable to PPRA (King IV, PFMA, & GRAP).
KEY RESPONSIBILITIES: • Support the optimisation of the section/unit • Develop and implement a filling system for all the financial documentation • Ensure that there is a manageable financial record within the PPRA • Ensure EFT receipts and speed point payments are received and recorded • Effective administration of revenue section in compliance to relevant legislation, national policies, regulations, frameworks, and guidelines • Perform the day-to-day processing of accounts payable/receivable transactions • Prepare monthly General ledger reconciliations • Perform ad-hock duties (Relates to Payable accounts, Bookkeeping, Accountant and Debtors) • Resolve customer queries.
SUPPLY CHAIN OFFICER X2

OVERALL RESPONSIBILITY: The SCM Officer is responsible for providing procurement support services through implementing the PPRA procurement policies, procedures, and systems then monitoring.
REQUIREMENTS: • National Diploma (NQF 6) in Supply Chain Management or equivalent • Minimum of 2 years' working experience in a similar environment • Knowledge of supply chain management policy and procedures • Exceptional financial management and supply chain knowledge • Adhere and comply to legislative frameworks and internal controls within SCM • Categorise service providers according to the goods/services they are capable of supplying and obtain quotations for the required goods/services • Evaluate quote/s to ensure that they are in compliance with SCM policy, processes and procedures • Prepare comparative schedule per requisition • Good background knowledge and understanding of government policy and legal compliance issues in the public sector • Computer literacy - MS Office(Word, Excel, PowerPoint, Outlook and Internet Explorer) at an intermediate level • Knowledge of Supply Chain Management policy and procedures • Procurement policies • Understanding of PPRA policies and procedures • Application of National Treasury Regulations and its prescripts • SAP application.
KEY RESPONSIBILITIES: • Adhere and comply to legislative frameworks and internal controls within SCM • Categorise service providers according to the goods/services they are capable of supplying and obtain quotations for the required goods/services • Evaluate quote/s to ensure that they are in compliance with SCM policy, processes and procedures • Prepare comparative schedule per requisition• Generate requisition form and get it authorized • Generate and complete purchase orders via the applicable system • Obtain signed receipt of confirmation of delivery goods/services from the receiving manager, for recordkeeping • Complete goods receipt register when required • Administer the process of drafting specification/terms of reference and special conditions of contract • Draft service level agreement or contract and obtain sign off by the selected supplier when required • Assemble contract documentation provided by the project team/Manager • Administer in bid specification and evaluation committees • Verify that the proposal form of contract is consistent with the type of requirements.
MANAGER: INVESTIGATIONS, MEDIATIONS AND ADJUDICATIONS HEAD OFFICE
• Permanent.
OVERALL RESPONSIBILITY: The Manager is responsible for managing the investigations, mediation and adjudication end to process in accordance with the Property Practitioner Act 22 of 2019.
ROLE REQUIREMENTS: • Bachelors Degree (NQF 7) in law or equivalent qualification • Admission as an attorney or advocate • At least 5 years' work experience of which 3 must be at supervisory level in a similar regulatory environment Demonstrated experience In managing an end-to-end complaints management process • Demonstrated experience in using a case management system • Demonstrated experience in the interpretation, application and enforcement of legislation in a regulatory environment • Working knowledge and understanding of PAJA.
KEY RESPONSIBILITIES: • Manage the Investigations, Mediations and Adjudication Department • Manage the investigation, mediation and adjudication end-to-end process and ensure that it aligns with the Act and conforms with PAJA • Ensure that complaints are timeously and equitably allocated and finalised within stipulated timeframes • Ensure that performance targets are met • Prepare and present reports • Manage the departmental budget. • Participate in stakeholder education initiatives.
REMUNERATION: Market-related remuneration will be negotiated with successful candidates.
