DIRECTOR: MANAGEMENT ACCOUNTING REF NO: S108/2026 

Division: Office of The Director-General (ODG) 

Purpose: To manage the management accounting functions as identified in the Public Finance Management Act, 1999 and the Treasury Regulations to ensure sound financial management of the National Treasury. 

SALARY : R1 317 384 per annum, (all-inclusive) 

CENTRE : Pretoria 

 

REQUIREMENTS : A Grade 12 is required coupled with a minimum Bachelor’s Degree (equivalent to NQF level 7) in Accounting. A minimum of 5 years’ of experience at a middle/ senior managerial level obtained in a financial management environment. Knowledge of the broader public service policy framework on financial management processes and procedures. Successful completion of the Nyukela Public Service Senior Management Leadership Programme as endorsed by the National School of Government available as an online course on https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, prior to finalisation of an appointment. 

 

DUTIES : Budget Management: Coordinate and streamline processes within the section in the compilation of the following documents: Monthly Report, Annual Report, Medium-term expenditure framework (MTEF), Estimates of national expenditure (ENE), Adjusted Estimate (AE), Rollovers. Coordinate changes to the drawing’s schedules between budget and expenditure business units, Coordinate changes to the drawing’s schedules between budget and expenditure business units. Oversee the execution of the Budget Committee, its secretariate and other functions. Engage and coordinate correspondences with public entities. Adherence to applicable legislative requirements. Asset Management: Assist in the coordination and streamlining of processes within the department in the compilation of the following: Financial Manual. Maintain oversight over the Fixed Asset Register for compliance. Implement measures to address the following: Compliance with the requirements of the PFMA, Compliance with Treasury Regulations, Compliance with the interim financial manual, Compliance with Accounting Officer’s Procurement Procedures. Implement measures in compliance with Financial Delegations. Implement corrective measures about audit findings. Financial Reporting: Manage the activities of the department’s financial reporting. Co-ordinate with stakeholders to ensure timely, accurate preparation and submission of financial reports, including the annual financial statements, interim financial statements and ad-hoc financial reports, . Review internal and external audit findings, recommend and implement corrective measures. Develop technical accounting expertise for the Chief Directorate. Policy Development, Innovation & Training: Develop and review financial management policies, procedures, standards in compliance with relevant regulations. Apply the consistent application of policies determinations (e.g. through audit trails or internal compliance reviews. Initiate training and awareness of financial management policies and processes in the department. Implement project management innovation interventions for process enhancement, through automation and improvement of deliverables within the department.

Division: Office of The Director-General (ODG) 

Purpose: To enhance stakeholder engagement and relations management within the National Treasury and promote and maintain an ethical administrative and i technical support function in relation to P1 matters in the Office of Director-General. 

SALARY : R1 317384 per annum, (all-inclusive) 

CENTRE : Pretoria 

 

REQUIREMENTS : A Grade 12 is required coupled with a minimum Bachelor’s degree (equivalent to NQF level 7) in Public Administration or Management or Project Management. A minimum 5 years of experience at a middle/senior managerial level obtained in management and facilitation of programmes. Knowledge of the Public Service Policy Framework. In-depth knowledge and experience of the operational environment of an executive office. Knowledge and experience of the policy analysis and interpretation. Successful completion of the Nyukela Public Service Senior Management Leadership Programme as endorsed by the National School of Government available as an online course on https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, prior to finalisation of an appointment. 

 

DUTIES : Strategic Support: Coordinate the effectiveness of meetings pertaining to the EXCO and assist with logistical arrangements. Provide advice pertaining to concerns addressed in submissions relating to Programme 1 departmental matters and fast-tracking explanatory submissions for approval. Monitor progress and confirm completion by divisions of required activities as directed by the DG in respect of Programme 1 matters. Coordinate and assist on outstanding Programme 1 related strategic deliverables, and progress on divisional strategic objectives for implementation. Manage the stakeholders’ engagement pertaining to concerns and queries for resolution and provide feedback on matters relating to Programme 1. Coordinate the management information system in respect of Programme 1 matters in compliance with the governance of financial management needs of the office. Assist with the co-ordination of projects for execution. Administrative and Office Support: Draft memoranda, submissions and correspondence for approval on matters relating to Programme 1. Assist with the scoping, co-ordination and administration of projects, from start to finish as required. Perform secretariat responsibilities for forums for senior management meetings and follow-up on outstanding plans. Coordinate the preparation of documents and perform proofreading and quality control on documents for correctness. Exercise oversight on the document management and electronic filing system for effectiveness in respect of Programme 1 matters. Coordinate the logistics around corporate functions, conferences, management meetings etc. Stakeholder Engagement: Engage stakeholders on all correspondence relating to Programme 1 matters and disposed thereof appropriately and timeously. Liaise with all spheres of government, public entities and private sector organisations in relation to Programme 1 matters. Financial Management: Comply with relevant legislation frameworks including the PFMA and Public Service Act. Manage the budget. Identify and recommend the movement of funds between items in consultation with the relevant stakeholders. Policy Analysis and Research: Initiate research and stay abreast of policies, procedures and due processes in compliance with legislation. Analyse policies and prescripts and other documents applicable to the smooth operation of the Department and apply accordingly.
