Synopsis
The demand for critical minerals is expected to grow at a rapid pace in the coming years as countries set out to achieve net zero targets. The IDC has developed a Mining Game Plan that focuses on areas to respond to this emerging opportunity and is leading a Critical Minerals Initiative to unlock high impact projects with stakeholders.
The strategic outcome is an integrated regional value chain with maximised beneficiation leveraging South Africa’s relatively strong manufacturing and industrial base, refining and technical expertise in mining and chemicals.
There is a strong focus on execution of the action plans.
Key action plans leveraging on existing partnerships, new investments and projects must be proactively pursued from both the minerals and manufacturing side of the value chains.
IDC is seeking a highly experienced and accomplished industry leader to drive the implementation and engage with stakeholders. The individual will lead the implementation of the Critical Minerals Initiative and move South Africa’s critical minerals agenda from intent to delivery by converging on high-impact priorities, unlocking bottlenecks, and establishing a clear delivery and coordination plan to implement identified project opportunities focusing on the following:
Minerals Driven priorities to
- Unlock increased exploration activity, add new sources of mineral production and secure future production
- Identify existing/announced projects for potential involvement to develop the IDC projectpipeline
- Scale-up existing investments and graduate projects
- Leverage existing IDC off-take rights
- Explore regional resource locations and pro-actively develop projects with the purpose ofsourcing material for local value addition
- Identify logistics bottlenecks and ‘project develop’ potential solutions
- Engage government and support the development of regional agreements and co-ordination around critical minerals to jointly develop value chain strategies that benefit countries.
- Advocate and support mineral policy development that encourages beneficiation
Market Driven priorities:
- Engage with manufacturers to develop demand and a regional value chain that would be directly integrated into their specific supply chains
- Enable and facilitate direct market relationships with mining companies to secure supplywhile ensuring local and/or regional value addition.
The successful candidate will have a proven track record of success in implementation, developing and scaling mining and metals-related businesses, technologies and/or industries, and will have an extensive network and expertise to drive the growth and competitiveness of South Africa's mineral value chain.
This is a high-impact role that will require a strategic thinker and a strong leader who can build and maintain relationships with key stakeholders in the public and private sectors.
The position will report to the Head of the Industry Planning Unit and will work closely with the Industry Planner responsible for the mining and metals industry and the Mining & Metals business unit involved in the development of the industry.
Job Description
MAIN DUTIES AND RESPONSIBILITIES
Financial / Shareholder Returns
- Facilitate the sourcing / crowding in of funding from various sources
- Lead the identification of potential investment opportunities or project development
Internal / Operational Processes
- Implement the execution plan for the Mining Game Plan and the Critical Minerals Initiative
- Monitor the implementation of the execution plan
Customer Focus & Stakeholder Management
- Liaise with government stakeholders on mineral policy, bi and multi-lateral agreements and other beneficiation enabling policy for the growth and competitiveness of the value chain.
- Recommend and engage with potential strategic partners, both local and foreign, in critical components of the value chain these could include investors and funders; technology developers; OEMs, manufacturers; project sponsors and investors.
- Build and maintain relationships with key stakeholders, including private sector companies (in South Africa and the rest of the world), government agencies, industry associations, research institutions, to ensure alignment and collaboration across the value chain. This will include close co-operation and collaboration with the Department of Trade, Industry and Competition.
- Collaborate with internal and external stakeholders to identify and address regulatory and policy.
Learning, Leadership & People Growth
- Advise internal IDC teams in the development of business cases and the evaluation of investment opportunities in mining-related projects, businesses and initiatives.
- Provide thought leadership and industry insights on emerging trends and technologies in the hydrogen value chain and use this knowledge to inform strategic decision-making.
Qualification and Experience
QUALIFICATIONS (Formal qualifications)
- Postgraduate's degree in engineering, science, business, or a related field.
- Master's or Ph.D. degree preferred. MBA is a strong preference.
KNOWLEDGE & EXPERIENCE
- Minimum of 8-10 years of experience in developing and executing strategies / strategic action plans within a technical and financing environment
- Minimum of 10 years’ experience in the mining or related sector with notable experience inprocessing and beneficiation projects
- Minimum of 15 years’ experience working on mega projects including project development, business case development, project planning, project execution, monitoring and project controls.
- Proficiency in developing detailed financial models for investment analysis
- Strong leadership skills and the ability to build and maintain relationships with keystakeholders in the public and private sectors.

Synopsis
The Industrial Development Corporation’s (IDC) Research and Information department (R&I) is responsible for undertaking economic and industrial research and analysis that is aligned with the development objectives and strategic requirements of the Corporation. It also renders a centralised, relevant, and reliable information provision service on economic, socioeconomic, sectoral and industry related matters to the Corporation at large, including the board as well as to specific external stakeholders.
R&I’s strategic research and analysis encompasses the following key areas: sectoral, industrial, value chain research and analysis; macroeconomic analysis and reporting; macroeconomic and sectoral forecasting and scenario building; external trade analysis; economic, political; sectoral and trade data management; economic impact assessments; support to policymakers, particularly national government departments and more specifically the Department of Trade, Industry and Competition (the dtic), including the management of the Industrial Policy Support Fund on its behalf
Job Description
To manage and administer the Industrial Policy Support Fund (IPSF), ensuring that the Fund effectively supports evidence-based industrial policy formulation, industrial development and strategic economic research. The role is responsible for the overall coordination, governance, financial administration, procurement oversight, reporting and stakeholder management of the IPSF, while serving as the primary interface between the IDC, the dtic, the IPSF Steering Committee and appointed service providers. The incumbent ensures that IPSF-funded research and technical support projects are implemented efficiently, comply with approved governance and procurement requirements, and contribute to the development of industrial policy, sector competitiveness, investment, employment creation and economic growth
Qualification and Experience
- Relevant commercial or technical degree/3 years National diploma.
- Minimum 5-8 years’ experience in programme, fund, research-project or public-sector programme management, of which a meaningful portion should involve responsibility for complex multi-stakeholder delivery.
- Practical experience in procurement facilitation, contracting, service-provider management and project monitoring.
- Experience in financial administration, budget and commitment monitoring, management reporting and audit support.
- Experience working with government departments, public entities, development finance institutions, research institutions or industrial-policy stakeholders.
- Understanding of governance, internal controls, delegated authority, records management and compliance in a corporate or public-sector environment.
- Experience commissioning or managing research, advisory or technical-assistance assignments would be advantageous.

Roles and Responsibilities
Strategic Fund Planning and Governance
- Provide operational and governance advice to the IPSF Steering Committee and implement approved resolutions
- Maintain and periodically review the IPSF systems, procedures, guidelines, controls and working arrangements.
- Coordinate Steering Committee meetings, applications, agendas, submissions, project status reports, minutes and decision records.
- Ensure that IPSF activities remain aligned with the Fund mandate, the governing agreement between the IDC and the dtic, and approved IDC governance requirements.
Research Programme and Project Management
- Manage the IPSF project portfolio from receipt of applications and Terms of Reference through approval, procurement, contracting, implementation, close-out and archiving.
- Assess project submissions for completeness, strategic relevance, readiness and compliance before tabling them for consideration.
- Maintain an accurate portfolio register covering approved, active, procurement-stage, completed and closed projects.
- Monitor milestones, deliverables, timelines, expenditure, risks, variations and contractual obligations, and escalate material issues timeously.
- Coordinate Project Steering Committee participation
- Facilitate quality assurance, acceptance and closure of deliverables
Procurement and Contract Management
- Facilitate the procurement of research and technical services in partnership with IDC Procurement and in accordance with IDC systems, procedures and the Delegation Matrix.
- Coordinate finalisation of Terms of Reference, evaluation arrangements, procurement submissions and communication of approved outcomes.
- Support the preparation, review, approval and signature of service level agreements and related legal documents.
- Maintain complete procurement and contract records, including approvals, signed agreements, variations, performance evidence and close-out documentation.
- Manage service-provider performance against contracted scope, quality standards, milestones and timelines
Financial Management, Controls and Audit
- Monitor IPSF cash balances, commitments, project expenditure, administration costs, payments and financial performance in collaboration with IDC Financial Management.
- Coordinate requests for the annual IPSF contribution and ensure proof of payment is directed for allocation to the correct IPSF accounts.
- Facilitate invoice verification and payment only after confirmation of milestone achievement and the required approvals.
- Prepare or coordinate monthly, quarterly and annual financial and operational reporting to the Steering Committee, the dtic and IDC management.
- Coordinate the preparation of the IPSF Administrator's Report and support preparation and approval of annual financial statements.
- Facilitate internal and external audits, maintain audit-ready evidence and respond to audit information requests within agreed timelines.
- Identify financial, operational, compliance and delivery risks and implement appropriate mitigating controls.
Stakeholder and Relationship Management
- Act as the principal operational interface between the IDC, the dtic sector desks, the IPSF Steering Committee, Procurement, Financial Management, Legal, auditors, consultants and research institutions.
- Guide the dtic sector desks and project leaders on IPSF application, governance, procurement, project management and reporting requirements.
- Maintain effective communication on project progress, risks, decisions, dependencies and required actions.

Synopsis
The Senior Specialist: Investor Relations is responsible for building, managing, and strengthening IDC’s relationships with fixed-income investors, lenders, development finance partners, credit rating agencies, and other key stakeholders. The role ensures transparent, accurate, and timely communication of IDC’s financial performance, strategy, capital-raising initiatives, ESRG commitments, and funding plans, supporting IDC’s ability to access competitive funding in domestic and international capital markets.
Qualification and Experience
•Bachelor’s degree in finance, Economics, Accounting, Investment Management or a related field.
•Postgraduate qualification/s (MBA, CFA, CA(SA) or related will be an added advantage.
•A minimum of 8 – 10 years of experience in investor relations, corporate treasury, capital markets, or investment banking.
•Experience working with DFIs or on international funding programmes is highly desirable.
•Working knowledge of investor relations practices, including engagement with institutional investors, DFIs, banks, and credit rating agencies.

Roles and Responsibilities
The Senior Specialist: Investor Relations supports IDC’s funding and capital-markets strategy by building and maintaining credible relationships with investors, lenders, DFIs, and rating agencies through transparent and timely communication. The role ensures effective coordination of investor and lender engagements, management of key MOUs, and preparation of high-quality briefing notes and meeting packs for senior leadership. Through accurate financial, strategic, and ESRG messaging, the position strengthens investor confidence, supports funding execution, and enhances IDC’s market credibility. This includes the following:
Investor Engagement & Relationship Management:
•Maintain regular engagement with local and international investors, DFIs, banks, and institutional stakeholders.
•Coordinate investor meetings, non-deal road shows, and capital markets engagements (e.g., Eurobond, Panda bond, sustainability-linked funding discussions).
•Serve as the primary point of contact for investor queries, providing clear and accurate responses.
•Develop and maintain an investor contact database and engagement tracking tools.
•Formulation of investment strategy within the parameters of the Board-approved investment norms.
•Placement and control of investments within the Board's authorised limits.
•Assessment and purchase of approved money market instruments within authorised limits.

Funding Programme Support:
•Support the execution of debt capital market activities, including:
