X8 ADMINISTRATOR: LEARNING INTERVENTION DISCRETIONARY GRANT

Reporting Line: Manager: Youth Development

Full-time/Part-time/Contract: 18-month fixed-term contract

Location: Gauteng - Centurion (Head Office)

 

 Remuneration: R 350 000 CTC per annum.

       

The purpose of the role:

 The BANKSETA invites suitably qualified and experienced individuals to apply for fixed-term Learning Programme Resource positions within the Skills and Youth Development Department. The appointed resources will support the quality assurance of performance information, contract administration, invoicing processes, writebacks, and related project administration activities for discretionary grant programmes.

 

   Main Responsibilities:

  • Assist in managing performance information by following up on project progress and ensure learner evidence is sent in time by stakeholders and logged upon receipt onto the Performance Information Register (PIR).
  • Review and verify the received evidence and request the stakeholders to invoice and agree on how much is to be invoiced.
  • Submit all received invoices to the respective Project Manager for processing.
  • Reconcile the project expenditure on an ongoing basis and identify any under-utilised budget and agree with the respective stakeholder to submit the under-utilisation form.
  • Raise the Project Change Control Note (PCCN) for submission to the respective Project Manager for processing and ensure the supporting evidence is attached.
  • Ensure all the learner evidence that has been verified is saved and properly referenced using the PIV number and accessible by all Learning Programs Departments.
  • Verify the BI tool against the learner evidence to ensure correctness and completeness of captured data.
  •  Comply with all applicable legislation, regulations, policies, and procedures.
  •  Identify and mitigate financial risks.
  • Maintain accurate and up-to-date financial records.
  • Ensure all payments for DGFW projects are supported by adequate documentation.
  • Continuously update the Performance Information Register with accurate project statuses.
  • Ensure that information is organised and readily available for audit, compliance, and reporting purposes.
  • Assist with ad-hoc queries as they arise.

Minimum Requirements:

  • Matric/Grade 12 plus National Diploma/Degree qualification in administration, project management, business management, public administration, education, or a related field.
  • Minimum two (2) years’ experience in project administration, learning programme administration, quality assurance, data verification, or performance information management.
  • At least one year of experience in Discretionary Grant administration

 

Additional requirements:

  • Strong attention to detail and the ability to work accurately with large volumes of documentation.
  • Good communication, stakeholder engagement, and follow-up skills.
  • Computer literacy, including proficiency in Microsoft Office applications.
  • Knowledge of discretionary grant programmes, skills development, SETA environments, or audit preparation will be an added advantage.

The purpose of the role

The Specialist: Learning Interventions reports directly to the Learning Interventions Programme Manager. The Specialist Learning Interventions is responsible for implementing new and existing learning programmes. The incumbent is also responsible for supporting and advising Stakeholders on how to effectively implement learning interventions in accordance with the BANKSETA policy and relevant legislation governing the learning interventions, to ensure the organisation achieves its strategic mandate aligned to NSDP 2030

 

Main Responsibilities

 

Stakeholder Relationship Management

  • Build and maintain healthy and sustainable relationships with stakeholders, both
  •   internally and externally.
  • Gather feedback from stakeholders to improve and optimise service delivery.
  • Identify issues and problems within allocated area and make recommendations to
  •   implement changes as and when required.
  • Investigate and address problems in the most appropriate manner.
  • To capacitate current and new stakeholders to align to BANKSETA compliance
  •   requirements
  • Contracts Management between BANKSETA and stakeholders
  • Managing Service Providers
  • Capture performance information in the Performance register

 

Manage the delivery of learning programmes and projects as stated in the Annual Performance Plan

  • Conduct a need analysis and prioritise projects with Learning Interventions Programme Managers and the Senior Manager: Learning Interventions.
  • Manage compliance to the project management policies and procedures.
  • Proactively identify, manage, and mitigate project associated risks.
  • Compile and review progress reports and submit to the Learning Interventions Programme Manager
  •  monthly/quarterly in accordance to set standards and format.
  • Maintain accurate and systematic recording of project information.
  • Ensure compliance with standards, specifications, protocols, and frameworks required for each learning
  •  programme.
  • Implement continuous improvement initiatives to ensure the effectiveness of all learning programmes.
  • Conduct site visit for monitoring and evaluation of learning interventions implementation progress.
  • Update all project records (both hard copy filling and electronic systems) and reflect the correct project
  •  documents.
  • Compile performance information report and upload these reports into the system on a quarterly basis.
  • Analyse learner attendance, assessment and moderation and identify patterns and trends.
  • Identify and mitigate project risks.
  • Participate, facilitate and/or chair Funding Window evaluation panels. Draft MOAs for signature
  • Prepare documentation to ensure commitment of funds.
  • Implement performance reporting policies and procedures.
  • Research and provide input into strategic initiatives.
  • Conduct benchmarking and business improvement exercises.
  • Provide input into performance audits.

 

To continuously develop own personal expertise to drive personal growth

  • Develop and document own Individual Development Plan (IDP) reflecting current and future development requirements to drive personal development.
  • Identify training, certification, and conference opportunities to attend that will add value to your personal
  • development and to the BANKSETA.

  • Effective management of budget allocation and revisions

  • Provide input and monitoring of the Commitment schedule to ensure contract
  •   information is up to date.
  • Prepare appropriate change control documents to effectively manage the
  •   Commitment schedule in area of  responsibility (extensions/terminations/write backs)
  • Draft the terms of reference and participate in the Bid Specification and Bid
  •   Evaluation Committee for the procurement of service providers as end user

  • Ensure correct learner evidence is delivered by stakeholders through conducting
  •   quality assurance processes.

  •   reporting; audit requests requirements; performance validation process by DHET and

Minimum Requirements

  • 5 years’ working experience in a learning and development or skills development environment, of which 3 years must be in the public sector.
  • Bachelor’s Degree or qualification in Business or Education or Commerce or Social Science or Finance fields or in similar field on at least NQF 7 level or higher.

PROJECT ACCOUNTANT

Purpose of the role

The Project Accountant reports directly to the Manager: Youth Development. The Accountant is responsible for ensuring that all accounts payable and accounts receivable are undertaken within set policies and procedures and ensuring compliance with relevant financial and accounting standards while maintaining up-to-date, effective and accurate accounting.

 

Main Responsibilities:

  •  Payment Reconciliations:

Conduct thorough and systematic reconciliations of all project-related payments, vendor accounts, and disbursements regularly. This process involves verifying transactions against financial records to identify discrepancies, ensuring that all financial activities align with established accounting principles and maintaining robust financial integrity across all operations.

  • Write-backs:

Proactively identify, review, and process necessary financial write-backs by analysing transaction histories and adjusting entries as required. This task must be performed in strict accordance with organizational policies and relevant accounting standards, ensuring that all adjustments are well-documented and justified

 

  • Projections:

Work closely with the Youth Development Manager to create accurate and reliable cash flow and expenditure projections. This collaboration will involve analyzing historical data, evaluating current financial trends, and forecasting future financial needs to support ongoing and upcoming initiatives. The goal is to effectively budget resources and prepare for various financial scenarios

  • Provisions & Accruals:

Calculate, monitor, and process provisions and accruals at the end of each month and year with precision. This entails assessing potential future liabilities and ensuring that they are recorded accurately in financial statements to reflect the true obligations of various projects. Proper management of this task is crucial for presenting a true financial picture and for compliance with accounting standards.

  • Financial Reporting:

Prepare and deliver comprehensive financial reports in a timely manner, providing crucial data to support strategic decision-making at all levels of the organization. These reports should align with regulatory requirements and reflect the financial health of projects, ensuring transparency and accountability.

  • Audit Support:

Facilitate both internal and external audits by gathering and providing complete documentation and establishing clear audit trails for all financial transactions associated with projects. This support includes preparing financial records, responding to auditor inquiries, and ensuring that all necessary documentation is accessible and organized, thereby promoting a smooth audit process and upholding the organization’s financial integrity.

  • Demonstrated expertise in public sector financial management frameworks, including the PFMA (Public Finance Management Act) / MFMA, Treasury Regulations, and GRAP (Generally Recognised Accounting Practice) standards.
