COMPANY SECRETARY

Job Summary:
To provide governance and company secretariat functions to the organisation and render an effective one stop service to the Board and all Board committees.
Key performance areas:
• Providing the Board members with guidance to discharge their fiduciary duties and responsibilities in the best interest of the organisation
• Ensure that the Board is aware of any new and relevant laws or any changes in the legislation that might affect the operations of the organization
• Ensuring compliance with the PFMA, SAWS Act and alignment with corporate governance guidelines, as well as any other relevant legislation.
• Developing and reviewing Board-related policies and monitoring adherence with these and with the Delegation of Authority
• Assisting the Chairperson of the Board and the Committees with the compilation of the annual Board and Committees calendar and work plans and ensure circulation of these to members
• Responsible for giving notice of Board meetings, preparing, and circulating agendas, consolidating, and disseminating Board pack presentations, maintaining attendance registers and minute taking.
• Remain vigilant and watch whether the Board is acting in the best interest of the organisation and advice on mitigating actions
• Maintaining statutory registers (minute books), Declarations of Interest and/or any other regulatory obligations in terms of the PFMA
• Ensure that each Committee chairperson has a report to be tabled to a Board meeting subsequent to the committee meeting, to facilitate proper engagement by the Board
• Ensure that the Board members receive information required to make informed and effective decisions
• Support EXCO and Board with accounting processes such as audit queries, PFMA requirements and reporting on the regulators activities and budget reviews
• Ensuring that Board members are accordingly reimbursed for SAWS-related activities
• Manage conflict of interest in relation to Board Members and be the custodian of the Code of Ethics policy approved by the Board
Requirements:
• Law and/or any relevant B Degree
• CIS qualification (added advantage)
• 5 years' minimum relevant experience in a large/complex regulatory environment
• At least 3 years management experience
• Experience in managing board and committee meetings as well as shareholder meetings in line with governance practices with reference to amongst others, giving notice of meetings, administration of meetings, pack presentation and dissemination, maintaining attendance registers, minute taking and feedback processes.

MANAGER: ICT OPERATIONS

Job summary:
To plan and manage the Information and Communication Technology (ICT) infrastructure and production environment in support of the organisation’s objectives and ongoing operations within the South African Weather Service (SAWS).
Key Performance Areas:
• Develop and manage the implementation of ICT operations Strategy, Risk management, infrastructure strategy and ICT Security and ensure that ICT Governance underpins all the provisioning of the ICT infrastructure in line with Cobit 5 governance framework.
• Hands on experience in ICT server, storage, and network solutions.
• Experience in Infrastructure Architecture design and documentation.
• Experience in infrastructure policies and Standard operating (SOP) for the infrastructure environment.
• Experience in Capacity planning for the hosting of ICT infrastructure and network infrastructure with hands on experience in implementing redundancy architecture.
• Oversee the planning, maintenance and support of the SAWS ICT infrastructure, including servers, high performance computer (HPC), storage, archiving, end-user equipment, software applications, communication networks and telephony system.
• Define and oversee technical specifications for all ICT solutions.
• Monitor the performance and availability of the ICT infrastructure.
• Oversee the planning and maintenance of the Data Centre, including the power backup (UPS, Diesel generator), air conditioner and fire suppression system.
• Oversee the ICT service desk (helpdesk) activities to ensure optimal support and best practice in line with ITIL service management principles.
• Ensure the resolution of incidents, problems, changes and service requests as per the agreed service levels with internal and external customers.
• Documentation of key processes and systems (networks, telephony, servers, etc.)
• Assist with internal and external audits and implementing corrective measures from audit findings.
• Development of disaster recovery plans and backup procedures for all critical ICT infrastructure and applications to ensure business continuity.
• Prepare the annual budget for ICT operations, analyzing variances and initiating corrective measures.
• Monitor and measure the performance of employees through quarterly assessments.
• Provide monthly reports on the performance of ICT systems and related activities to the Senior Manager.
Qualification and Minimum Requirements:
• A Degree in Information Technology (IT) (NQF 7) /4-year IT Diploma or equivalent.
• A minimum of 10 years’ working experience in the ICT Infrastructure Operations Environment, at least 3 of which must have been a supervisory or management level.
• Experience in ICT governance, risk and compliance.
• ITIL certification, COBIT/TOGAF/MSCE will be an added advantage.
• Project and Change Management experience
• Valid driver’s license.

CHIEF METEOROLOGICAL TECHNICIAN X2

Key Performance Areas:
• Provide supervisory and technical oversight of Meteorological Observations activities performed within the Office.
• Ensures that all systems and processes involved in Meteorological Observations are performed according to prescribed criteria and that all staff involved are informed of the most current methods and equipment that is employed for these purposes.
• Provide training of staff on the operations of network nodes and instrumentation with the aim of enabling competence in routine maintenance and use.
• Develop and maintain documents to support activities mentioned above and maintain the necessary records to prove system adherence and compliance with documented requirements.
Observation:
• Perform routine weather observation duties that include:-
• Visual weather observation and compile routine reports,
• Providing special reports for changes in weather.
• Providing observation reports timeously as per schedule or as per the timeliness of the client’s request
• Downloading of remote observation station data
• Collection and quality control of manual rainfall station
• Quality control of AWS and ARS data and transmission thereof to central data base
• Second level quality control of data on Quality control done by meteorological Technicians
• Upkeep of the infrastructure maintenance plan
• Perform routine and ad hoc maintenance of SAWS Observations infrastructure (Thorough understanding of Automatic Weather Stations is required)
Internal and External Customer Relations:
• Liaise with clients as per office plan.
• Represent SAWS at Stakeholder meetings as per plan.
• Financial and General Administration:
• Assist in the control of acquired stock levels required for operational activities.
• Assist in the effective use of assets and key infrastructure.
• Perform routine office administration practices including lodging claims, leave processing, overtime, transport admiration, periodic reporting, administration of registers etc.
• Training, Development and Knowledge Management
• Assist in all training activities related to weather observation within the office.
• Provide mentorship, skills transfer and training to meteorological technicians.
Total Quality Management
• Apply prevention and corrective action procedures on all findings related to weather observation.
• Promote a quality culture amongst the staff within the office.
• Promote the SAWS Quality Policy and integrate into day-to-day activities of the office
• Provide assistance during audits of the Regional office as required.
• Perform regular inspections to ensure all work done is according to documented requirements.
• Ensure that the work environment complies with legislative requirements relations to OHS.
Minimum Requirements and Attributes:
• A Grade 12 Certificate with Maths and Science.
• Weather Observers certificate and an AMO competency certificate.
• Five years’ experience in observation and preferably as a Senior Meteorological Technician.
• Ability to read, analyse and interpret written request for weather data and information.
• Knowledge of international standards such as WMO and ICAO.
• Advanced knowledge of all observation tools.
• A valid code 08 driver’s license or higher.
