SENIOR MANAGER: SUPPLY CHAIN MANAGEMENT 
Salary total package: Negotiable

Job Summary: 
To lead and manage the Supply Chain Management function in terms of the Supply Chain 
Management Legislative framework to enable the SAWS departments to meet their objectives and deliver on the entity’s mandate. 
 
Key Performance Areas: 
  • Developing and implementing a long-term SCM strategy, including the SAWS’ Procurement & Demand Plans. 
  • Ensure that resources required to fulfil the needs identified in the SAWS Business Plan are delivered at the correct time, price and place at satisfactory quality and quantity 
  • Developing and implementing of the Enterprise/Supplier Development strategy in support of the overall SAWS’ BBB-EE strategy and ensure that the sourcing of products and services is aligned accordingly. 
  • Financial management of allocated budget in line with SAWS policies 
  • Liaising with the internal stakeholders, developing the SAWS’ Demand and Procurement Plans, and submitting the Procurement plan to the National Treasury within the prescribed times. 
  • Liaising with the suppliers, user-departments, and the legal team to ensure that there are contracts and Service Level Agreements in place. 
  • Develop and implement an up to date SCM policy and procedures, ensure that there are Standard Operating Procedures in place and that these are communicated to all stakeholders. 
  • Ensure that the SCM team and all internal stakeholders comply with the SCM policies and procedures, as well as compliance with the latest BBBEE Act and its Regulations and Code of practices; PFMA, the PPPF Act and National Treasury Regulations and Practice Notes. 
  • Lead and manage the day-to-day activities of the SCM team and maintain a motivated team that delivers on the SAWS mandate within the allocated resources. 
  • Ensure that the SCM team is trained and up to date with the relevant regulations. 
  • Ensure skills transfer and the development of the team members and that they have the personal development plans where applicable 
  • Provides information and guidance at various committees or forums and to other internal stakeholders when required. 
  • Maintain a good team working relationship with all internal and external stakeholders e.g., the EXCO, MANCO, auditors, SARS, the Bargaining Forum etc 
 
Required Minimum Education/Training: 
  • Honours degree in Supply Chain Management or equivalent 
  • Master’s degree or relevant professional qualification would be an added advantage 
 
Required Minimum Work Experience: 
  • At least 10 years’ experience within supply chain management is required (Minimum 5 years in the public sector) 
  • At least 5 years’ experience within supply chain management in a management role is required 
  • Knowledge of the PFMA and National Treasury SCM Prescripts 
  • Experience in Stakeholder Relations Management

MANAGER: LOGISTICS, INVENTORY AND CONTRACTS

Job Summary: 
To effectively and efficiently manage Logistics, Inventory & Contract Administration, while ensuring compliance in order to manage risk. 
 
Key Performance Areas:
  • Develop and implement integrated logistics and inventory management strategies to ensure compliance to legislation and best practice. 
  • Design and develop standard operating procedures to manage logistics and inventory operations efficiently. 
  • Manage the ordering process to ensure that goods are delivered based on agreed delivery dates to end-users. 
  • Manage warehouses processes with regards to expediting orders, receiving of stock and non-stock items, storage, stock issuing and distribution. 
  • Manage and report on commitments for the Annual Financial Statements 
  • Ensure the procurement contracts register is updated and effectively maintained. 
  • Develop and maintain an auditable contract management filing system with supporting documentation. 
  • Develop a system of monitoring the efficacy of procurement contracts administration value chain e.g. turnaround of contract development from contract initiation to signing, storage and retrieval of contracts etc. 
  • Discuss emerging contract compliance issues to enable managers to proactively deal with matters. 
  • Collaborate with Legal to address difficult contract compliance issues that may require Legal opinion. 
  • Manage and monitor supplier performance and assist stakeholders to address poor performance 
  • Manage the team in line with their agreed performance contracts. 
  • Conduct regular training and engage with stakeholders on internal procedures and processes to ensure compliance and service delivery. 
 
Minimum Requirements: 
  • B. Com/B-tech Supply Chain Management, Procurement/Logistics or Equivalent Qualification(NQF7) 
  • BCom Hons or Post-Graduate Diploma in Supply Chain Management, Procurement/Logistics or Equivalent Qualification will be an added advantage - (NQF8) 
  • Registration with CIPS will be an added advantage. 
  • At least 8 years relevant experience in the Public Sector Supply Chain Management environment in Logistics; Inventory and Contracts Management 
  • At least 3 years people management experience

SENIOR MANAGER: HUMAN CAPITAL MANAGEMENT

Job Summary: 
The incumbent is responsible for the development and implementation of the Human Capital Management (HCM) strategy that is aimed at systematically improving the SAWS’ operational efficiency, by providing a diverse workforce that possess the requisite skills and expertise to drive and deliver the SAWS mandate and to support the strategic objectives as per the Annual Performance Plan. 
The role also provides a seamless, efficient transactional HCM services to build, enable and articulate a compelling employee value proposition, while ensuring compliance with the relevant legislation regulations. 
 
Key Performance Areas: 
HCM Management and Leadership 
  • Develop HCM and people strategies that provide the SAWS with a highly motivated talent pool that will not only deliver business growth today but also prepare the organisation for future needs. 
  • Maintain and improve the Employee Value Proposition that will ensure a highly motivated and engaged workforce 
  • To develop a change and organisational design framework aligned to the SAWS’ strategy, to shape appropriate thinking, decisions making and sustainable organisational Keep abreast of the development in HCM practices, technology, and economic trends to ensure SAWS conforms regulations and develops appropriate people strategies that safeguard the sustainability of the organisation. 
  • Prepare and manage the HCM budget 
  • Perform HR Analytics and submit the requisite HCM reports that enable data-driven insights and inform HCM decisions and programmes. 
 
Talent Acquisition and Management 
  • Development and implementation of the talent management strategy and plans, that ensure the attraction and retention of the right talent and capability to meet the future needs of the organisation and positioning SAWS’ as the employers of choice. 
  • Manage the talent pipeline process in collaboration with the divisional leaders, ensuring the management and constant review of career ladders and succession plans 
  • Lead the SAWS’ annual employee performance and talent discussions 
 
HCM Governance, Risk and Compliance 
  • Responsible for the implementation of governance, risk, and compliance frameworks for the department, in line with the SAWS’ risk management framework. 
  • Develop policies and procedures that ensure that SAWS complies with the following important legislations – LRA, BCEA, POPIA, BBB-EEA, EEA, SDA etc., effectively manage HR risks, including the submission of the requisite annual statutory submissions e.g., WSP. ATR and the Employment Equity Report and Plans. 
  • Ensure that the HCM policies and procedures are continuously updated, communicated and accessible to all SAWS’ employees. 
  • Collaborate with divisional executives and senior managers to constantly monitor and review the organisational structure to ensure that it remains relevant and supports the efficient delivery of the SAWS’ objectives 
 
Human Capital Management Systems 
  • Collaborate with the ICT team to ensure the security vulnerability management of the HCM related systems. 
  • Assist employees with their password set-ups 
  • Ensure that the data on the HR system is valid, up-to-date, and reliable 
  • Liaise with the SCM’s HR System providers to ensure that they develop/design fit-for-purpose reports for the HCM team. 
  • Ensure system development and automation of processes to enable operational efficiency. 
 
Employee and Industrial Relations 
  • Develop and implement strategies to ensure optimal employee engagement and effective resolution of disputes and conflict. 
  • Regular engagement and collaboration with the organised labour for effective and harmonious employee relations 
 
People Management 
  • Effectively lead and manage the department by maintaining a motivated team to deliver on the SAWS mandate within the allocated resources 
  • Ensure that skills transfer and development within the department happens through formal training, mentoring, and coaching. 
  • Promote a culture and practices that reflect the SAWS values. 
 
Required Minimum Education/Training: 
  • Post-graduate Degree in Human Resources Management or equivalent 
  • Sound knowledge of the Labour Relations, Basic Conditions of Employment, Skills Development, Employment Equity, BBBEE, POPI and SAWS Acts and all other related prescripts. 
  • Membership of the SA Board for People Practices (SABPP) is an added advantage 
  • Intermediate proficiency on Microsoft packages like Excel and PowerPoint. 
  • Certified SAGE Software user. 
 
Required Minimum Work Experience: 
  • At least 10 years Human Capital Management experience, 3 of which must have been at senior management level 
  • At least 3 years’ experience in Dispute Resolutions – both disciplinary and grievance management, including CCMA representation 
  • Stakeholder engagement and proven track record in ability to engage at all occupational levels 
  • Public Sector experience would be an advantage
