SOUTH AFRICAN DIAMOND AND PRECIOUS METALS REGULATOR (SADPMR) The South African Diamond and Precious Metals Regulator, established in terms of Section 3 of the Diamonds Amendment Act, 2005 (Act 29 of 2005), aims to regulate the industry to ensure that the diamond resources and precious metals of the Republic are exploited and developed in the interest of the people of South Africa, to promote equitable access to local beneficiation and ensure compliance with the Kimberly Process Certification Scheme. We invite self-motivated and suitably qualified individuals who wish to stand out in their field to apply for the following vacancy: - Department: Finance & Supply Chain Management Manager: Supply Chain Management (Ref. 2022/07/01) Salary: Negotiable all Inclusive package Purpose of the job: To aid the Chief Financial Officer in managing the Supply Chain Management function within the Regulator by ensuring proper systems, policies, procedures and controls for demand, acquisition, logistics, and contract assets and disposal management are in place as outlined in the PFMA and Treasury Regulations.
Requirements: Degree/ equivalent NQF Level 7 in Supply Chain Management / Procurement / Transport and Logistical Management / Public Procurement / Public Finance/ Commerce in Supply Chain and Operations Management or Administration. This should be coupled with relevant middle management experience (including supervisory experience) in the areas of supply chain management in the public service/sector. A valid South African driver’s license will be an added advantage. Skills and abilities: Ability to conceptualize and apply critical judgement. Knowledge: Public Finance Management Act (PFMA), National Treasury rules and regulations, Preferential Procurement Policy Framework Act, Procurement Regulations, Knowledge of other relevant legislation pertaining to SCM in the public sector, E-procurement knowledge and knowledge of government procurement processes, King IV Report on Corporate Governance, Prompt response to Accountability and Compliance Issues and Mandates of the Board. Capacity to Plan, Organize, Control resources to the benefit of the organization. Demonstrate advanced understanding of institutional governance systems including performance management, fiscal discipline, and Broad knowledge of Government development objectives. Key Responsibilities: Supply Chain Management: Coordinate the implementation of effective supply chain management (SCM) within the organisation. Compile procurement plans, maintain and update procurement plans progress and ensure alignment to the budget. Report quarterly on procurement plan. Ensure adherence to all SCM regulations and prescripts. Co-ordination of all SCM processes and structures for quotations and bids. Logistics Management: Meeting stakeholder needs and planning, inventory management, and management of goods and services purchase orders. Demand Management Processes Coordination: Review, analyse and monitor the demand management plan. Render guidance and advice to departmental employees on demand management matters to promote correct implementation of sound demand management practices. Contract management: Management of contracts including the drafting thereof. Monitor and Report supplier’s poor / non-performances internally and to National Treasury. Receive approved submissions / requests and facilitate contract signing. Assist users with drafting of Service Level Agreement (SLA) and monitoring thereof. Risk management: Manage risk in terms of SADPMR’s risk management strategy. Verify compliance of bids received, arrange and attend bids meetings (Bid Evaluation Committee- BEC and Bid Adjudication Committee-BAC). Report all deviations to Auditor General South Africa and National Treasury. Supervise staff and identify relevant training needs. Supply Chain Management System and Policy development: Draft and review Supply Chain Management policies to ensure continuing currency, alignment with National Treasury regulations and relevance. Staff management and development: Ensure staff development by developing the knowledge, skills and competencies of staff to improve the effective and efficiency of staff and the Regulator. Ensure that all subordinates have valid job descriptions, meet performance requirements and comply with all policies, procedures and guidelines of the Regulator.
