EMPLOYEE RELATIONS MANAGER: HEAD OFFICE 
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ an Employee Relations: Manager, who will report directly to the Senior Manager: HR and be based at the Head Office. 
Grading: (Role Band: D2) 
Salary: R941 746 (Total Cost to Company per annum) 
The role of this position is to: 
To manage labour relations on behalf of the SETA ensuring compliance to the labour laws and to ensure continuous harmonious employee & Employer relations to the benefit and best interest of the SETA. 
 
Key Performance Areas will include but not limited to the following: 
  • Develop and implement a W&RSETA employee relations strategy towards establishing and maintaining good relationships between employer and employees 
  • Advise management in development, application and interpretation of labour relations law, policies and practices 
  • Review and offer legal opinion on variation and amendments to contracts of employment and / or terms and conditions of employment with regard to contemporary legislation and case law 
  • Contractual amendments formulated where and if applicable. 
  • Review and advice in respect of potential employment law risks associated with change initiatives 
  • Risk assessment of current employment/ service provider practices (Independent Contractor Agreements) and procedures with amendments made / implemented where necessary 
  • Advice and assistance in instances, where large employee skill gaps exist and continue to re-main. Provision of legally defensible remedy in such instances 
  • Advisory assistance and guidance in proceedings pertinent to chairing of misconduct / incapacity hearings and / or same provision of assistance in the prosecution on behalf of the organisation in matters of serious misconduct 
  • Advise management on matters related to the administration of employment contracts or employee discipline or grievance procedures 
  • Interpret contractual agreements for employers and employees engaged in collective bargaining or labour relations processes and advise management accordingly 
  • Ensure that grievance handling and disciplinary proceedings are carried out in line with company policy and procedure 
  • Drafting of employee and union communications for final review and utilization by the Senior Human Resource Manager 
  • Development of a continuously strategy and plan that will ensure minimum disruption to operations in case of labour actions 
  • Develop and facilitate labour law training sessions for managers to ensure all managers are appraised and confident in labour matters 
  • Ensure all changes in labour law are efficiently implemented and all managers are informed 
  • Arranging and scheduling meetings between employees and management, to investigate and resolve grievance and disciplinary proceedings 
  • Mediate discussions between employer and employee representatives in attempt to reconcile differences 
  • Supporting managers at disciplinary or grievance hearing in the event of collective disputes or individual action and ensure that any required follow-up action is taken 
  • Effective and efficient preparations for CCMA and/or Labour Court cases and its presentation at the CCMA and/or Labour Court in consultation with the relevant line managers 
  • Facilitates induction of employees on new policies and procedures 
  • Monitor the status of all IR related matters and ensure management is continuously informed 
  • Accurately report on a monthly basis on all labour relations matters ensuring clear representation of the current status 
  • Close working relationship with the Human Resource Business Partners to ensure optimal client support and satisfaction 
  • Effectively plan, coordinate, manage and execute ad hoc projects 
 
Minimum Qualifications and Experience 
  • Degree in Labour Law, post graduate qualification will be advantageous 
  • Minimum of 5 years’ experience in the efficient and effective management of industrial relations in a highly unionised environment. 
  • Excellent and up-to-date knowledge and understanding of labour legislation and its application 
  • Proven track record in successful negotiations 
  • Proven track record in successful mitigation

MANAGER: CONTRACT MANAGEMENT AND COMPLIANCE
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ an 
Manager: Contract Management and Compliance who will report directly to the Senior Manager: Supply Chain Management and be based at the Head Office: Centurion. 
Grading: (Role Band: D2)

The role of this position is to: 
To oversee, manage, handle and negotiate contracts for W&RSETA. To carry out duties such as preparing contracts, examining, assessing, and reducing risks; overseeing and handling negotiations, communicating contract terms when required, and monitoring and/or supervising payments. Responsible for supporting the user departments in managing the performance of contracted service providers. The Contract Manager is required to form part of the Specification discussions to set Terms of Reference in all bid documents as well as the team that conducts strategic sourcing on behalf of the SCM department 
 
Key Performance Areas will include but not limited to the following: 
  • Development of Contracts Management System which involves development, maintaining and monitoring the W&RSETA Contract register to minimize unnecessary irregular expenditure (material or non-material) 
  • Working with and managing multiple stakeholders including the lead team (Internal and External) clients 
  • Supplier Relations Management – develop, maintain and promote relations on behalf of SETA interest 
  • Manage service provider performance and implement corrective measures where there’s poor or unsatisfactory performance. 
  • Developing negotiations strategy and leading negotiations with suppliers 
  • Meeting and liaising with clients, companies, vendors, and/or contractors to communicate and negotiate contract terms 
  • Knowledge and familiarity with procurement process of the public sector organization 
  • Compliance and Risk Management 
  • Examining and/or assessing risks and coming up with suggestions and recommendations through which they can be minimized 
  • Ensure promotion of Government Socio-Economic Objectives 
  • Advance W&RSETA BBB-EE initiatives and Policy directives.

Minimum Qualifications and Experience 
  • Bachelor’s degree in Business Management / Financial Management/Supply Chain Management/ Legal 
  • A minimum 8 years’ experience in Contract Management, Service Level Agreement, Governance and Compliance in a large organisation 
  • Minimum 5 years’ experience obtained in a Supply Chain management/procurement environment; and 
  • In-depth knowledge and understanding of Corporate Governance and Regulatory frameworks Public Financial Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA) and its most recent regulations as well as guidelines, notices and instruction notes issued by the relevant authorities from time to time

QUALITY ASSURANCE OFFICER: KWAZULU-NATAL
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Quality Assurance Officer, who will report directly to the Provincial Manager and be based at the KwaZulu-Natal Provincial Office
Grading: (Role Band: C4) 
Salary: R562 074 (Total Cost to Company per annum) 
 
The role of this position is to: 
To provide a professional, efficient and effective quality assurance function and service on W&RSETA projects in the Province. 
 
Key Performance Areas will include but not limited to the following: 
  • Effective and efficient end-to-end delivery, execution, coordination and implementation of quality assurance services on projects and programmes ensuring delivery within specified timelines and contract specifications 
  • Facilitate accreditation activities, including capacitation of Skills Development Providers (SDPs) on QCTO accreditation and extension of scope processes 
  • Monitoring and auditing of W&RSETA accredited training providers on legacy qualification
  • Facilitate extension of scope of Training Providers on W&RSETA legacy qualifications 
  • Ensure accuracy in the registration and notification of scope for assessors and moderators 
  • Capacitate stakeholders on quality assurance matters and resolve related queries within 48 hours 
  • Conduct Quality Assurance Onsite Monitoring of Projects 
  • Conduct workplace approvals and the Quality Assurance of workplace approvals conducted by others in relation to the qualification requirements. 
  • Capacitate TVET Colleges on quality assurance and SETA System requirements 
  • Facilitate external moderation of assessment 
  • Verification of learner information and credit uploads (NLRD) 
  • Effective submission of certification requests to Head Office ETQA Unit 
  • Participate in the planning of regional activities and projects 
  • Facilitate MIS training sessions for SDPs

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ Project Specialist LP, will report directly to the Provincial Manager and be based at the Limpopo Provincial Office. 
Grading: (Role Band: C3) 
Salary: R454 442 (Total Cost to Company per annum) 
 
The role of this position is to: 
Efficient and effective end-to-end delivery and implementation of allocated projects and programmes: learning programmes, bursary & placements, rural development, disability, SME, career guidance, special projects in LP that will result in optimal LP W&RSETA performance and result in stakeholder satisfaction. 
 
Key Performance Areas will include but not limited to the following: 
  • Effective and efficient end-to-end delivery, execution, coordination, quality assurance and implementation of allocated projects and programmes ensuring all targets are met within the specified timelines and contract specifications 
  • Effective, end-to-end stakeholder relationship management in allocated jurisdiction ensuring stakeholders needs and requirements are met within the required skills framework and legislation 
  • Adherence to W&RSETA policies, procedures, PFMA and relevant legislation

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Project Administrator: KZN, who will report directly to the Project Specialist and be based at the KwaZulu-Natal Provincial Office
Grading: (Role Band: B4) 
Salary: R219 292 (Total Cost to Company per annum) 
 
The role of this position is to: 
Provide sound, effective and efficient administration services to the Province that will enable easy accessibility, accuracy and comprehensiveness of information and up-to-date records. 
 
Key Performance Areas will include but not limited to the following: 
  • Sound effective and efficient administration of all records and information to enable easy accessibility and accuracy and comprehensiveness of information 
  • Check all submissions and contracts for accuracy and completeness against set standards and checklists 
  • Compile claims ensuring accuracy and compliance with contractual agreements and standard process and procedures 
  • Ensure well organized filing system is implemented for all areas of the operations 
  • Prepare documentation for external moderation ensuring compliance to policies and procedures 
  • Keep Senior Project Specialist and Provincial Manager informed of the progress and status performance 
  • Prepare various reports ensuring quality delivery within specified deadlines 
  • Keep track of WSP submissions on the system and keep project team informed of progress 
  • Accurate and efficient capturing of Leaner Information on the system ensuring optimal attention to detail at all times
