All shortlisted candidates will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the Department. Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA directive on the implementation of competency-based assessments). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS Competency Assessment tools. The nominated candidate will be required to complete the Senior Management Pre-Entry Programme before they may be appointed into this post. The purpose of the Senior Management Pre-Entry Programme, which is a public service specific training programme applicable to all applicants who aspire to join the SMS, is to ensure that potential SMS members have a background on processes and procedures linked to the SMS. DUTIES : Strategic guidance and advice with respect to policy analysis and research. This includes the following broad areas of service delivery: High level policy development, analysis and research services; Analyse national and provincial policy and strategy developments and prepare responses and outline implications for the province; Facilitate the development of transversal provincial policies as may be required (including stakeholder consultation); Ensure that WCG legislation, policies and strategies align with the Provincial Strategic Plan and other relevant strategies; Provide capacity building and support to WCG departments in innovative policy development, planning and research; Advise on the alignment of departmental strategic and annual performance plans, as well as integrated development plans, with provincial strategic priorities; Facilitate the development and periodic review of the provincial strategic plan in line with prescribed strategic planning and budgetary processes; Advise, in consultation with Provincial Treasury, on the policy prioritisation of the provincial budget in line with provincial strategic priorities; Engage with internal and external stakeholders on policy and strategy issues; Monitor, review and analyse the implementation of the provincial strategic plan and priorities; Develop and manage the strategic and business plans of the Directorate; Participate in the recruitment of staff; Actively manage the performance, evaluation and rewarding of staff within the Directorate; Assume direct responsibility for the efficient, economic and effective control and management of the Directorate’s budget and expenditure.
