The University of Limpopo invites applications for the position of Deputy Vice Chancellor: Teaching and Learning. The Deputy Vice-Chancellor in this position will have a university-wide portfolio with the specific aim of advancing the strategic goals and objectives of the University in relation to Teaching and Learning. Since the portfolio is cross-cutting, the incumbent will work closely with other stakeholders in the institution, including Faculties and Senate, and will be part of the Executive Management team. Experience
- At least eight (8) years’ experience of working in the higher education environment policy environment, including at least five (5) years of increasingly complex responsibility in a leadership position at either the Faculty or Institutional level;
- An established academic leader and scholar (with substantive and acknowledged academic stature) and an excellent publication and research record and proven excellence in teaching and learning at a level to attract respect and credibility from within the University, international scholars and other relevant external bodies;
- Substantive and acknowledged academic stature;
- Senior management experience (at least 8 years) at an academic institution or within a faculty of significant size and complexity;
- For all related portfolios, the capacity for strategic leadership and academic management;
- Demonstrated leadership in advancing teaching and learning as well as research output;
- A demonstrable track record of managing a complex portfolio, running a Department of a reasonable size;
- A successful record of leadership and teamwork;
- Established and valuable international networks;
- Demonstrated experience in fundraising external to the environment;
- Understanding and commitment to UL’s values and the ability to be a credible and effective exponent of these values;
- The ability to initiate and manage transformation and change effectively;

KEY PERFORMANCE AREAS:
KPA 1: Strategy Development and Execution:
- Actively support the Vice-Chancellor and Principal in the leadership and management of the University;
- Ensure the effective implementation of the University’s mission, vision, values and strategic priorities,
- Support and guide the following portfolios: (i) Academic leadership, planning and professionalization in the areas of teaching and learning, (ii) Establish and management of academic support services,
- Interacting with external partners, including government, local and international universities, alumni, business and local communities, and donors (fundraising),
- Quality assurance and enhancement,
- Risk management,
- Performance of various representative and ceremonial functions.
- Embed an institutional and performance culture that supports the implementation of the UL mission, vision, values and strategic priorities,
- Oversee the induction of all new and current academic and support staff in Faculties on: (i) UL vision, mission, values and strategic priorities, and (ii) strategic priorities of the faculties
KPA 2. Policy and Procedure Development:
- Oversee relevant policy and procedure development and implementation for the academic environment,
- Review current policies and procedures and develop new policies and procedures where necessary,
- Provide continuous feedback to line management and staff on implementation practices related to policies and procedures.
KPA 3. Teaching and Learning:
a) Curriculum and programme development including curriculum transformation
- Faculty development (modules, workshops and consultations),
- Oversee Curriculum development, review, renewal and transformation,
- Expand the teaching programmes and focus on the niche areas.
- Ensure access to learning resources,
- Ensure access to student academic development and support, etc,
- Provide input into the availability of quality infrastructure to support the academic project.
- Ensure regular reviews of academic programmes and agree upon improvement targets with Faculties.
- Development and support of short courses platform.
- Strengthen the structures, strategies, processes, and programmes that facilitate career capacity development and enhancement for academic staff.
KPA 4. Quality Assurance:
- Promoting innovation in the academic, operations and general administration across Faculties,
- Further, develop and implement the quality assurance system to meet both internally set standards and the requirements of relevant external bodies.
KPA 5. Risk Management:
- Provide risk reporting,
- Implement plans for identified risks within the faculties,
- Oversee the identification and avoidance of all risk elements in the faculty’s activities.
KPA 6. Safety, health and environmental management:
- Responsible for section 16 (2) responsibilities assigned by OHS Act,
- Ensure compliance with SHE policies and procedures.
KPA 7. Resource Management:
a) Human Resources
- Lead, manage and develop direct reports,
- Review structures for their appropriateness to assist the DVC’s Office in achieving its strategic priorities,
- Develop the DVC’s Office workforce plans together with HR to ensure adequate resource planning, budgeted and are aligned to transformation targets,
- Provide oversight in the recruitment and selection process for direct reports,
- Support the achievement of equity targets and the transformation of the institutional culture,
- Oversee the induction and probation of all new staff,
- Drive performance contracts and regular reviews for all staff,
- Provide oversight in the training of all staff on performance management process and system,
- Implement performance contracts for all staff and ensure regular reviews,
- Drive the staff development conversations and development plans,

- Monitor institutional indicators as they relate to teaching and learning, identify problem/ concern areas and communicate to relevant stakeholders,
- Identify trends and issues in Portfolio Areas and communicate to relevant stakeholders,
- Develop relevant reports as and when required,
- Research and implement best practices,
- Submit additional reports/data as required by legislation and/or the University.
The incumbent will be required to fulfil any other duty as delegated to by Council or the Vice-Chancellor and must have:

Since the portfolio is cross-cutting, the incumbent will work closely with other stakeholders in the institution, including Faculties and Senate, and will be part of the Executive Management team. Whilst reporting to the Vice Chancellor, the incumbent will be responsible for promoting and maintaining research, innovation and partnerships, including postgraduate education.
Reporting directly to the Vice-Chancellor and Principal, the incumbent will be responsible for strategic and executive leadership, management and governance of the portfolios (direct/solid reporting line) of Research, Innovation (including the integrated innovation-commercialisation ecosystem), Internationalisation, and the Library and Information Centre (LIC). Executive Deans and Deans at the University have a dotted reporting line to the DVC: Research, Innovation and Partnerships.

- Improving research quality, quantity and impact and ensuring that the University maintains or improves its pre-eminent place as a research University as also reflected in the international ranking of institutions.
- Growing and transforming the postgraduate sector through partnerships and collaboration, joint degrees, innovative training models and the recruitment of full-degree international postgraduate students.
- Ensuring that the University remains a favoured destination for postdoctoral fellows and leveraging the value of this category of researcher for the research enterprise.
- Using UL’s research strengths and priorities to position the university within local and international university partnerships and networks. This includes positioning the University optimally in relation to international funding opportunities.
- Advancing the University’s research agenda by enabling research collaborations. Oversight of select theme-based university-wide platforms for international research engagement.
- Oversight of all aspects of internationalisation that are not primarily research related (such as undergraduate student mobility) – to ensure that UL is a preferred destination for both full-degree and semester-study-abroad students; and that UL students have ever-increasing opportunities to experience study in another country

The Department of Public Health at University of Limpopo is seeking a highly qualified Public Health Specialists who will lead the Epidemiology, Environmental and Occupational Health. The incumbents will provide strategic leadership, academic management, and operational direction to these programmes. The appointee will be tasked to ensure the academic integrity, and financial viability of the Masters and Postgraduate curricula and qualifications. Additionally, and amongst other key functions, he/she will be responsible for coaching, mentoring, and developing the capacity of students in the Department of Public Health and also assist in independent research.
